Lajčák meets Lagumdzija

The High Representative and EU Special Representative, Miroslav Lajčák, continued his meetings with Bosnia and Herzegovina’s senior political officials meeting with Zlatko Lagumdzija, President of BiH’s Social Democratic Party in Sarajevo today.

The High Representative and EU Special Representative set out expectations for OHR’s transition to the EUSR. “OHR transition will not take place at any price,” said Lajčák. “The International Community strategy is to assure that Bosnia and Herzegovina is a peaceful and viable democracy on course for integration into the Euro-Atlantic institutions”. “OHR’s transition is just a one step on the road to achieving that goal,” Lajčák underlined.

Reviewing the five objectives and two conditions for OHR transition Lajčák said that the requirement for a positive assessment of the situation in the country and the State property issue are to be the most difficult issues to address.

The BiH Commission for State Property last October agreed on a functional-territorial principle for distribution under which the Entities would own the property not needed by the State.

“The BiH constitution does not state which level of government gets control over assets, a political agreement is therefore necessary,” said Lajčák. The proposal agreed by the State property Commission last October, which combines the principles of functionality and territoriality, “is a sound basis for political discussion” he added.
