February 2002 statistics on property implementation: Slight rise in the number of claims in February

The agencies involved in the Property Legislation Implementation Plan (PLIP), the OSCE, OHR, UNHCR, UNMIBH and CRPC, announced today that as of 28 February 2002, the PLIP statistics showed the following implementation rates.

In the Federation, the implementation level stands at approximately 50%; in the RS it is just under 34%, and in the Brcko District it is nearly 45%. The figure for BiH as a whole is close to 43%.

The BiH and Federation figures for February are slightly below the January figures, while the February figures for the RS and Brcko are slightly higher than those in January. This is largely because of a rise in the number of property claims in the Federation in particular. Many claims were filed in February to meet the end-of-the month deadline set by the property-law amendments of 4 December 2001. By this date, occupants of claimed or abandoned property were required to demonstrate that they had done everything in their power to resolve their property situation, including claiming their pre-war property, where they had previously failed to do so.
