Common Driving License

Today, Principal Deputy High Representative Jacques Paul Klein met with the Interior Ministers and their deputies of both Entities, as well as of all Cantons in the Federation, to discuss technical and implementation details of the new Common Driving License.

The meeting was held in a friendly and constructive atmosphere. The Ministers agreed to form a technical committee to finalize the current design of the Common Driving License in the next couple of weeks. That will allow the Ministries to begin the implementation of the project.

A Common Driving License that is politically neutral and free of political connotations is essential to secure the individuals’ right to Freedom of Movement across Bosnia and Herzegovina — like the common car license plates that were introduced last year and have proven to be a great success.

The Driving License designed by the OHR conforms to European Union standard and the 1968 Vienna Convention on Road Traffic, and meets all other international norms and requirements. It is a very modern, computer-generated pink plastic card that carries all important information. Its production and introduction will be financed through the sale of the card to the public at a reasonable price.

Since the OHR announced the project in October 1998, it has worked in close partnership with all Interior Ministries, giving them the opportunity to adjust the project to the situation on the ground and modernize the work of the police on their own terms. After the meeting today, the OHR is confident that the project will be implemented smoothly and efficiently. It will certainly serve the interest of the public.
