FACT: The 27 April’s HR decision did not suspend the Federation constitution but enabled the majority of the House of Representative to overcome a stalemate that could have had disastrous effect for BiH as a whole. Having functional governments at all levels remains crucial to enable BiH to seize the opportunities offered to it in the context of BiH integration in the European Union. Federation constitution does not offer a solution for the stalemate.
