Brcko Supervisor Enacts New Legislation

Brcko Supervisor Dr Raffi Gregorian issued a Supervisory Order today enacting legislation as anticipated by the Supervisory Order of 2 February 2007 and necessary to bring a range of laws into conformity with the Statute of the Brcko District.

The laws enacted are:

  • The Law on Government of Brcko District, replacing the Law on Executive Authority of Brcko District and the Law on Members of Government of Brcko District;
  • The Law on Public Administration of Brcko District, replacing the current Law on Public Administration of Brcko District;
  • The Law on amendments to the Law on Public Property of Brcko District;
  • The Law on Finance Directorate of Brcko District;
  • The Law on Courts of Brcko District, the Law on Prosecutor’s Office of Brcko District, the Law on Judicial Commission of Brcko District and the Law on Office of Legal Aid of Brcko District, replacing current laws; and
  • Law on Amendments to a Variety of Other Laws.

Most of the laws and amendments to laws will enter into force on the eighth day after their publication in the Official Gazette, while the Law on Amending the Law on Public Companies enters into force today, in order to assist the work of District authorities in establishing the Public Utility Company.

The Mayor of Brcko District will need to appoint a special commission to review these laws and amendments to laws and to propose changes to the relevant legislation to the Supervisor within four months. 

The Supervisor has also extended from 60 to 90 working days the deadline for the procedure of selection of the most successful candidate in vacancy procedures. This scope of this extension is limited in time, in that it applies only to recruitment procedures for which a vacancy notice has been published on or after 1 April 2007 and not later than 31 December 2007.

The Supervisor commendsthe efforts of the working groups and public officials, whose assistance has been sought, and who showed dedication and professionalism in preparing all draft laws, amendments to laws and by-laws within the time frame prescribed in the 2 February 2007 Supervisory Order. He also commends his staff for their role in this undertaking.
