Agreement on the Administration of the Central Zone of the City of Mostar

The OHR(S) is pleased to announce that an Agreement on the administration of the Central Zone of the City of Mostar came into force on 6 March 2000.

By this agreement, reached and signed on 3 March 2000 between the Governor and Vice Governor, Prime Minister and Deputy Prime Minister of the Herzegovina-Netertva Canton, the Mayor and Deputy Mayor of the City of Mostar and by the Head of OHR(S), Mr. Finn Lynghjem, all obstacles for the functioning of judicial institutions in the Central Zone have been removed. In addition, the agreement regulates the collection of non-tax revenues from the territory of the Central Zone, the temporary financing of the City Administration and the establishment of a Single City Administration Account.

Having reconfirmed the status of the Central Zone as an area administered by the City Administration, and therefore, without any possibility to be transformed into a seventh Municipality, the signatories reaffirmed the High Representative Decisions of 31 July 1998 and 6 July 1999 on the establishment of the Central Zone Court and the Public Prosecutor’s office. Also, through the agreement, the parties reiterated their commitment to ensuring that the passing of the Law on Allocation of Public Revenues, which will ultimately define the allocation of revenues realized at the level of the Central Zone, will be done in a timely manner.

We are encouraged by the fact that this agreement achieved jointly by the Cantonal and City authorities, resulting from a series of meetings and long negotiations, will greatly contribute to the well-being of the City of Mostar and its citizens.
