BHTV 1, Nezavisne novine cover, pg 5  ‘There is no time for manipulating The Hague’, Glas Srpske  pg 2  ‘London supporting Dayton’ – President RS Dragan Cavic stated on Sunday in Banja Luka that during his visit to the UK he was informed that RS must entirely fulfills its obligations towards ICTY, as that would condition British assistance to RS, but also BiH. Cavic sated that he met with Dennis McShane, Minister for Europe, and discussed the work of Srebrenica Commission. Cavic said that following the submission of the report, RS would have to face the fact which confirm that war crimes were carried out in several locations in Srebrenica.  Final report and what follows the end of Srebrenica Commission work, stressed Cavic, will be a big test for RS in upcoming months. Cavic added that the cooperation of RS with ICTY could be crucial for BiH to be admitted to Partnership for Peace. “According to the facts I am familiar with, it is evident that in Srebrenica, war crime had been done,” said Cavic. By the end of this month, NATO Secretary General Jaap de Hoop Scheffer, Chief ICTY Prosecutor Carla del Ponte and NATO Ambassadors will visit Sarajevo on 28 June and meet to discuss BiH chances for PfP admission. Cavic said that there were no reasons as to why not to cooperate with ICTY, and that it was an obligation of all RS institutions.

RTRS – Cavic added that the situation regarding BiH chances to join PfP will be clearer following the evaluation of the cooperation with ICTY and announced visit of NATO SG. Cavic added that RS must make a progress so the world could accept it as a serious partner. After the meeting with Denis Macsein, the English minister for Europe, to the president Cavic is told that the Europe is deceived for the Dayton agreement and that there will not be any word about abolishing and disappearance of RS.

Nezavisne novine pg 5  ‘Condemnation of war crimes in Srebrenica’’ – “It’s high time we took Srebrenica issue seriously. Information I have got from Srebrenica Commission, which I cannot discuss at the moment, were shocking. I am deeply shocked. For a long time I have been confronted to something my compatriots have done and what can be qualified as a war crime. As a person, I have to condemn it. The strength of condemnation that comes from me is not equal to the court one. It comes from the man who belongs to nation that has never committed crimes but was victim. We must not be silent about us being victims but we must not be silent about what Serbs have done to the others as well. Serbs must have strength, I shall have it, to confront fact that war crime has been committed in Srebrenica and that crime should be condemned. RS and all people can not be identified with Srebrenica events; same as Federation and all Bosniacs can not be identified with events in Kravice, where Serbs were victims. If we want to be reconciliation factor in BiH than firstly we Serbs must face Srebrenica events. When Srebrenica Commission finishes its work I shall make serious step forward in the name of my people. I hope my people and others will understand it”, RS President, Dragan Cavic stated.

Ivanic on BiH chances to join PfP in June, cooperation with ICTY

Blic pg 13 ‘Ivanic: It is too early for the Partnership’ by S. S. – BiH Minister of Foreign Affairs Mladen Ivanic has stated for Blic that chances for BiH to be admitted to the PfP at the June NATO Summit in Istanbul were minimal because the current mood does not go in favour of a positive decision. ‘Objectively, there is a serious problem for the admission to this association because of cooperation with the Hague Tribunal’, Ivanic stated and emphasized that defining of conditions in relation to the cooperation with the Hague is ‘quite broad and leaves space for various interpretations’. Ivanic believes NATO would not deal much with the Balkans at the Istanbul Summit since this association ‘has too many problems in the world’. 

Terzic on police restructuring, cooperation with ICTY

Dnevni Avaz pg 5 ‘I am glad Paddy Ashdown reacted immediately’, mentioned on cover ‘I am glad Paddy immediately reacted’ by Faruk Cardzic – In an interview to DA, Chairman of BiH Council of Ministers, Adnan Terzic, says that he was very glad to receive support from High Representative Paddy Ashdown regarding the police reform immediately after its announcement. “I am glad that… he sent a letter in which he clearly stated that he has already started for look for international expert that would head the working group and encouraged us to also start activities to look for experts inside BiH which will work in it,” said Terzic. Talking about the his upcoming visits to EU and NATO HQs in Brussels, Terzic says that he would informed officials on the current situation in BiH, stressing he will not go there to say that BiH wants to join them, but will rather pay attention to the way the country means to achieve this. On the cooperation with ICTY, Terzic says: “I will make clear in Brussels that BiH authorities to date could not had taken over responsibility for arrest of most wanted war criminals, because police, military and intelligence structure were exclusively in the entities’ jurisdiction. Now that we get SIPA,…, when we get state Intelligence service, state Defence Ministry, conditions are being created for us to take over that responsibility, once these institutions are functional.”

Kukan – Following statements made in an interview to Nezavisne Novine, which was further widely covered in BiH, by RS Vice President Ivan Tomljenovic which say that Radovan Karadzic hides in RS and that he is protected by police, Tomljenovic comments for Avaz that he cannot disclose further information on this. “Those are thing that I cannot say, neither can I disclose my source,” said Tomljenovic adding he expects RS Interior Ministry to isolate those he described as Karadzic spies in the police. “I can say that Karadzic is a very intelligent person and that he organized his protection very well. He has very loyal and well-paid people. Following these SFOR actions, salaries to his guards were further increased,” concludes RS Vice President.

RS authorities respond to Ashdown statement on RS paying price for Karadzic being at large

Nezavisne novine pg 5  ‘Authorities responsible, not RS in whole’ – Goran Radivojac, RS Prime Minister’s Spokesperson stated that the “government is making an effort to co-operate with ICTY”, commenting statement by the High Representative Paddy Ashdown that RS pays price for not arresting Radovan Karadzic. On the same issue, Igor Radojicic, SNDS Secretary General, stated “those on power are responsible for present situation. If someone does not meet international obligation he is personally and institutionally responsible”. Marko Pavic, DNS President: “Ashdown didn’t say that he had supported nationalistic parties coalition on power. Now, he is complaining how he can not get results in economy and arresting of PIFWCs”.

Vecernji List, pg 16, ‘BiH in “captivity” of Hague runaways’, by Dejan Jazvic – Commenting that more and more often negative response from Brussels is being announced in light of the invitation to BiH to join Partnership for Peace programme, author reminds that most of military conditions have been fulfilled while the RS authorities have done nothing in order to improve cooperation with he Hague tribunal, which is NATO’s second key condition. The author says that the negative response from Brussels could have far-reaching consequences not only for BiH’s integration into NATO, but also for its relations with the EU, as well as for internal political relations. The analysis of the fulfilment of the EC’s conditions is due the end of August, yet the current BiH authorities have not completely fulfilled a single condition. Should the EC assess the progress as inadequate, this would additionally make the position of the current authorities difficult on the eve of local elections since the ruling coalition builds its position on bringing BiH closer to the EU and NATO exactly.

Terzic expects new candidate for appointment to OSA

Joint declaration of Brioni meeting underlines cooperation with ICTY

 

 

 

 

 

 

 

 

RHB, FTV, RTRS, Nezavisne novine  pg 3  ‘Unconditional co-operation with ICTY necessary’ – Croatian President Stjepan Mesic, Slovenian President Janez Drnovsek, Montenegrin President Filip Vujanovic and BiH Presidency Chair Sulejman Tihic in Brijuni on Sunday discussed ways to broaden cooperation in order to easier overcome standing issues between these countries. In a joint statement delivered by Croatian President Mesic participants in the meeting praised the atmosphere that characterized the talks on issues concerning the region, including the construction of an Adriatic-Ionic highway, economic cooperation and resolution of regional crisis. Tihic confirmed that the these countries agreed on the unconditional cooperation with ICTY in order to ensure establishment of the truth about the recent past. He emphasized the significance of individual guilt for the war criminals necessary to avoid collective guilt for any people, which is essential for the future cooperation of between these four countries.

Batarelo – Sulejman Tihic said that apart from formal existence of institutions, informal centres of power, that are quite often connected with crimes and criminals, are still active. According to Tihic, we have the situation that persons charged with war crimes in some areas, not only in BiH but in neighbouring countries as well, enjoy reputation of national heroes. 

Tihic meets Slovenian president

 

FTV, Oslobodjenje pg 5 ‘Slovenia will support BiH admission to PfP’ by R.I. – At the conference in Brijuni, BiH Presidency Chairman Sulejman Tihic met separately with Slovenian President, Janez Drvnosek, and the topics of their talks included Partnership for Peace, admission to EU, and an issue of old currency savings in Ljubljanska Banka. Drvnosek promised to help BiH to be admitted into Partnership for Peace during the NATO Summit in Istanbul. He also said that the question of devises savings had to be solved, especially now after process of ratification of agreement on succession of property of ex Yugoslavia had been over. Presidents of Croatia and Slovenia were also present on this Conference. All participants greeted work of ICTY, pointing out the importance of individualization of guilt for war crimes.

Kukan – “Drnovsek supported BiH when it comes to our admission to PfP, as well as to EU… Slovenia, as an EU member states, will be good lobbyist for us, not to say lawyer and representative on that road,” stated Tihic.  

Spiric presents ‘Movement for Changes’ at Circle 99 session

BHTV 1 – Deputy Speaker of the BiH House of Representatives Nikola Spiric said on Sunday that a movement for changes is soon to be formed with the goal to speed up BiH’s integration into Euro-Atlantic structures. Speaking at a session of the association of independent intellectuals Circle 99, Spiric said that the movement will be a non-political organization, consisting of people of different nations from entire BiH, however indicating that the this movement has an election related purpose. According to Spiric’s words, changes can be made only by citizens and that can happen at the upcoming elections in October by giving their votes to civilian option. “This movement will invite citizens to do something different from what they are used to, and if they are satisfied with nationalists organizations they should vote for them again, but then BiH would not be accepted into Euro-Atlantic organizations soon,” said Spiric. BiH needs changes in all parts of society, but the question is who will implement these changes and how.

FTV, Dnevni Avaz pg 5 ‘Changes needed, but which and how?’ – Spiric stressed that eight years after Dayton national parties are in power, since the citizens could not get the strength to send them into opposition.

Oslobodjenje pg 6 ‘Criminals in RS authorities taking billion of KM’, mentioned on cover, by Nagorka Idrizovic – Talking about the lack of efficiency of the current authorities, Spiric gave an example of the RS budget which is a billion and 30 million KM, while “there is another billion of the KM that is at the disposal of criminals at power and the biggest part of that [money] ends in their pockets.”

Nezavisne novine cover, pg 2  ‘Criminals give billions to the Budgets of the entities’ –  “Nationalistic parties remain on power thanks billion of BAM support to the Budget given by criminals”, said Spiric.

HDZ official Zeljko Matic comments on HDZ Presidency decision to dissolve party bodies in the RS

Dnevni List pg 7 ‘Personal profit wrapped in veil of national interests’, mentioned on cover, by M. Relota, carries an interview with President of the HDZ Regional Board Northwest Bosnia Zeljko Matic, who comments on the decision of the HDZ Presidency to dissolve HDZ bodies in the RS. He says that this is the first case that the party dissolved its organizations at the election time. He also said: “The Communist system failed, however, it has remained as an operative system in the heads of former communists and many of them are members of the HDZ Presidency. The proclaim petty politics and legal manipulation as supreme politics, while they wrap preservation of their positions and personal profit in a veil of national interests.”

Vecernji List pg 6 ‘HDZ top has not deserved to run party’ by B. Stevandic also carries an interview with Matic who says that his regional HDZ Board does not recognize the aforementioned decision. He also said that for a longer period of time the HDZ leadership has not been doing anything for the Croat people in the RS.

New monument to Draza Mihajlovic unveiled

Dnevni Avaz pg 7 ‘Monument to chetnik leader, criminal, Drazo Mihailovic, unveiled’  Dnevni List back page, ‘Monument to Draza Mihajlovic erected in Brcko again’, not signed, Vecernji list pg 3  ‘Draza returned to Brcko’, by Fena  – A monument to the World War II Chetnik Ravna Gora Movement leader, Gen Draza Mihailovic, was unveiled and consecrated at the Orthodox cemetery in the district of Srpska Varos in Brcko. The monument was unveiled by Nikola Kavaja, Blazo Bozic and Drago Arsenic – members of the movement – and consecrated by Zvornik-Tuzla Bishop Vasilije and Bishop of America and Canada Longin. Despite poor weather, the ceremony was attended by some 2,000 members, supporters and veterans of the Chetnik movement from the Serb Republic, Serbia, Montenegro and diaspora. They voiced hope that this act would, at least partially, rectify historic injustice suffered by Gen Mihailovic and the movement.

FENA – Praying for peace and justice, Bishop Vasilije said that “the Serb people are proud of the fact that, fighting against fascism, Gen Mihailovic received highest awards from US and French presidents, [Harry] Truman and [Charles] De Gaulle”.

VL editorial on building of trust in BiH

Vecernji List pg 2 ‘Trust is most important’ by V. Rupcic carries an editorial commenting on the statement that Bosniak member of the BiH Presidency Sulejman Tihic gave in Brijuni about the lack of trust. The author says that peoples in BiH feel betrayed, deceived and neglected since none wants to admit that the trust exactly is the most important factor for development and building of the state. The author believes that the building of trust will start when the state in which citizens and peoples will be equal comes to life and when the state starts to treat its citizens in a proper way.

Medunjanin –  Principle Deputy High Representative, Donald Hays stated that serious outbreaks of Q-Fever in the RS, and Brucellosis in the FBiH, indicate poor control of animal health in BiH. Hays also warned: “The failure of BiH’s authorities to harmonise the veterinary system is not only threatening public health, but the outbreak of disease, and this only highlights the need to improve control measures in order to stop it spreading.  Failure to do so could have a negative effect on BiH’s livestock trade and exports.”

CoM coordinator on BiH internal debt

Oslobodjenje cover page story ‘Part of savings in instalments, rest in shares’, pg 7 ‘For four years 1000 KM, rest in shares’ by Darko Omeragic – The CoM coordinator for the issues of internal BiH debt, Jure Pelivan, says in an interview to Oslobodjenje that old currency savings is a problem of BiH entities and they have to make sure that citizens get back their money. He says that approximately 250-300 thousands citizens of BiH were holders of currency savings in the banks of former Yugoslavia [excluding Ljubljanska and Investment banks], and explains that according to the plan for compensation of savings holders, certain amount is set to be paid out in the next four years, which would mark payout of 8% of the related debt. In this way, all holders, regardless to how much money they kept in the bank, would receive 1000 KM each. The rest of the debt would be paid out in a period from 2008 to 2027 through shares.  

WB Executive Director on education Law

Dnevni Avaz pg 4 ‘It is very important for BiH not to lose our support’ by E. Dizdarevic – Executive Director of the World bank, Adrianus MeLkert stated he believes that BiH still can make it to adopt the Framework Law on the Higher Education. In that case, WB could find additional resources for financing education reforms in the country: “On Friday I talked with [Adnan] Terzic and [Ahmet] Hadzipasic and I am still optimistic with regard to adoption of the Higher Education Law in short time… That is strategic issue and it is very important for BiH not to lose WB’s support.”

Slobodna Dalmacija pg 6 ‘Loan amounting to 100 million $ for 3 projects?’ by B. Kristo – Following the meeting with FBiH Prime Minister Ahmet Hadzipasic, World Bank Executive Director Adrianus MeLkert stated that at the meeting that is to take place on June 15, the World Bank should discuss and approve about 100 million $ for realization of 3 projects in BiH. Melkert stated that these funds are aimed to structural adjustment of the economic management, improving of financial sustainability of the social sector and as the support to employment.

On blockade of BiH farmers

 

Dnevni List pg 3 ‘Farmers gave up blockade of borders’ by A. Beus carries that commenting on the announcement of BiH farmers about the blockade of border crossings if the BiH House of Representatives does not adopt changes on customs tariff, President of the BiH Association of Farmers Ranko Bakic stated that they will wait for the session of the HoR of the BiH Parliament, that has been scheduled for Friday, and depending on the decision passed during this session they will decide whether they will organize blockades or not.

Radic carries that attending the conference on natural resources BiH Minister of Traffic and Communications Branko Dokic confirmed that the construction of Corridor Vc will not start in the next 7 months and reminded that the route of a part of the corridor has not been determined yet.

VL says McNair will summon 50 witnesses for Hercegovacka Banka case

Vecernji List pg 3 ‘McNair brings 50 witnesses’, mentioned on cover ’50 witnesses in Hercegovacka Banka process’, by Z. Kresic – VL carries that Prosecutor with the Special Department for Economic and Organized Crime and Corruption John McNair will summon over 50 witnesses in the process against Ante Jelavic, Miroslav Prce, Miroslav Rupcic, friar Ivan Sevo and Ivica Karlovic charged with the abuse in the establishment and work of Hercegovacka Banka. VL says that in this way this case will become the most important one in a short history of the BiH judiciary. According to VL, the bill of indictment that judge Bernard Boland confirmed the last week says that McNair will summon as witnesses Provisional Administrator of Hercegovacka Banka Toby Robinson, Director of Hercegovina Osiguranje Robert Gavranovic, Deputy Mayor of Mostar Ljubo Beslic and many other HDZ officials, businessmen and employees of the Federation of BiH Defence Ministry.
