Nobody content with draft BiH Permanent Election Law – Barry
Head of OSCE Mission to BiH Robert Barry presented the current situation in BiH to the OSCE Permanent Council in Vienna. He first commented on the draft BiH Permanent Election Law saying, “no one is content with it.” This Law should be adopted by February 2000 and, High Representative Wolfgang Petritsch will bring this law if it is not adopted. Most objections were registered against the method of electing BiH Presidency members. The BiH Constitution is clear on this point. “Any changes require an amendment but, with the current political constellation, are impossible to make” said Barry. The economy remains the greatest stumbling block, making almost no progress and being in danger of collapse. Barry stated that BiH Standing Committee for Military Matters (SCMM) decided to decrease military spending in 2000 by 15%.

Silajdzic surprised by Klein’s alleged statement
Co-chairman in BiH Council of Ministers Haris Silajdzic reacted to Wednesday’s statement by UN Special Envoy to BiH Jacques Klein, saying that RS police participation in UN missions was a way of internationally affirming the RS. “If Klein has indeed said so, I am very surprised, because he has directly interfered in the exclusive jurisdiction of BiH regarding meetings with entity officials that oppose the UN Charter and BiH Constitution” said Silajdzic.

Croat insistence on parity representation an efficient instrument to boycott state functions – Jahic
The SDA believes that, based on the BiH Constitution, there is a need to determine parity representation and consensus in decision-making processes and where it can be used and not be used. SDA spokesperson Adnan Jahic said that the “insufficient efficiency of the BiH Council of Ministers is, to a large degree, a consequence of parity and consensus in decision-making, which is the BiH Council of Ministers lack of accord with the BiH Constitution. The Croat side is always insisting on parity and is, therefore, turning it into an efficient instrument to boycott the state. He said that the HDZ BiH has accused the SDA of having designs to privatize the entire state and dominate other the people in BiH. Jahic said that the SDA is pleased with SFOR‘s assessment that Srebrenica is now a safe town for the return of Bosniaks.
