At a session chaired by the Supreme Commander of the RS Army Biljana Plavsic the RS Supreme Council of Defence is discussing the current situation within the Interior Ministry with a special emphasis on the reorganisation of the police in compliance with the DPA. One of the agenda items is the situation in the RS Army after the personnel changes and the appointment of a new General HQ. The session is in progress.

The signing of an agreement between the governments of the RS and the Republic of Montenegro announced for tonight has been postponed until tomorrow. During a two-day visit to Podgorica RS Prime Minister Dodik should meet with the Montenegrin President Mile Djukanovic. The Prime Ministers of the RS and Montenegro talked today. The visit of the RS government delegation headed by Prime Minister Dodik to Montenegro represents confirmation of the agreement reached with the Montenegrin Prime Minister Filip Vujanovic during his visit to the RS a month ago. A maximal interest in economic cooperation as well as other aspects of cooperation without administrative and political barriers was expressed in open and friendly talks.

The decision on adopting additional sanctions against the FRY is postponed for four weeks. The CG in Bonn called on Belgrade again to start an unconditional dialogue with Kosovo Albanians and to withdraw special police forces. However, the violence in Kosovo continues and all the attempts of the Serbian side to hold a dialogue with the Kosovo Albanian representatives have not had any positive result so far. Rugova’s promises that he will participate in a dialogue with a negotiating team of the Serbian government have proved to be “empty ones” for the ninth time.

The first session of the Central Commission for BiH border marking was held in Pale today. At the session the methodology and strategy of future work were agreed upon. The next session should be held the within fifteen days.

The Minister for Civil Affairs and Communications within the CoM Spasoje Albijanic talked in Pale today with the members of the OHR Economic Department about establishing inter-entity traffic, the river Sava shipping, opening of border crossings between BiH and Croatia on RS territory, as well as establishing rail traffic between Croatia and BiH.

A new round of talks on succession of the SFRY has started in Brussels. Delegations of the FRY, Slovenia, BiH, Croatia and Macedonia take part in these talks. The international mediator for succession issues, Sir Arthur Watts, proposed an agreement which would guarantee that no citizen is left without citizenship, pension and property rights, while the previous joint archives and all international agreements would be put at the disposal of all the states.

Regarding the arrest of the Serb Dragan Pejic in Sarajevo Minister Albijanic sent a letter to the B&H Federation Prime Minister Edhem Bicakcic asking for his immediate release.

Yesterday’s attempt of about 50 Serb refugees from Croatia to visit their relatives and houses in the municipality of Vojnic failed due to the aggressive behavior of the Croatian police. The incident in Vojnic has been condemned by the OHR Banja Luka, which also issued a press release regarding the incident. In the press release it reminded Zagreb of its commitment to contribute to the peacekeeping process in B&H and has stated that it is going to inform CG members and ambassadors of the EU countries about the incident.
