Dragoljub Mirjanic received the Greek Ambassador in BL today. After the meeting, Mirjanic informed journalists that they talked about the possibility of scientific-technological co-operation between Greece and the RS, especially because of the EC help planned for the scientific-technological development of the RS.

French and German Ministers of External Affairs should travel to Sarajevo on 4 December, where they are due to talk with President Plavsic in the French Embassy. According to their programme, they will also meet with the Presidency of BiH.

An official session of the NATO Board started in Brussels today. The Board will discuss SFOR actions in the past 6 months of the mandate and the formation of future international forces for keeping the peace in BiH.

Washington asks Europeans to assume the expense for international forces’ presence in the mission on BiH to a greater extent.

Izetbegovic’s open letter published in today’s issue of Sarajevo newspaper “Oslobodjenje”, prompted a reaction from the retired General of the BiH Army, Jovan Divjak. He reminds Izetbegovic that he informed him on 27 May 1993 of the crimes carried out against Sarajevo Serb civilians by members of the 10.hill brigade under the command of Musan Topalovic Caca.

The ballots of voters from abroad for counsellors in the RS National Assembly will be transported from the OSCE centre in Vienna to Srpsko Sarajevo by special airplane tonight. 51,000 ballots, which are considered to be correct, will be transported to Lukavica, said Gordan Milinic, the RS Government representative.

USA Ambassador in BiH, Richard Kauslarich, talked with the president of SPRS, Zivko Radisic, in BL today. They exchanged opinions on the results of the recently held elections, on further implementation of the local election results in the RS and in some municipalities of the Federation.

The party of independent social democrats announced today that they will propose to SNS and SPRS a coalition for forming the Government of Experts. According to the words of the general secretary of the party, the Government of experts would be engaged in implementing the DA, starting the economy in the RS and improving legislative procedures.

The protocol by which DPS, SPAS, SSKP and SPRS create conditions for constituting local authorities in BL has been signed in BL today. The newly formed city assembly will try for the forth time, on 4 Dec., to elect a mayor and other positions in the local authorities. It was agreed that the SSKP would suggest a candidate for mayor, and SPAS a candidate for the deputy mayor.

We expect the conference in Bonn to lead the way to greater understanding of the three nations and two entities in the Union of BiH, said Duncan Bullivant. He denied the media output from the Federation which stated that the Office of the High Representative is forcing Federation authorities to enable the return and the right to property to members of the Army of the RS who used to live in the territory of Federation before the war. That is, he emphasized, being regulated by Annex 7 of the DA and it has to be respected.

Speaking about the interruption of the Radio Saint George broadcast, Bullivant and Roberts said that the media should be free, but when it comes to the case of Radio Saint George, information is still being collected.

Representatives of the Governments of more than 120 countries of the world including the BiH will gather tomorrow and the day after tomorrow in Ottawa where they are due to sign an agreement to ban the use of anti-personnel mines.

A ceremony to mark the takeover of the area cleared of mines, with Supervisor Farrand and the local authorities, will take place tomorrow in Brcko settlement “Stari Rasadinik”. This area covers 12,000 square metres and includes 20 houses.
