The RS delegation held a press conference at Banja Luka airport on its arrival from Madrid. Members of the RS delegation stated that the RS had made a significant contribution to the work of the PIC conference. “I have mixed feelings regarding the Madrid declaration. I am pleased for the main stipulations strongly emphasising the Dayton Agreement, which is a sufficient document for us. Since we did not have a chance to vote on the text of the declaration I expressed dissatisfaction, in the RS name, with some stipulations and details in the declaration” – Poplasen said. We have a task to recognise all Madrid declaration elements and to direct ourselves to implement this document in respect to the DA and the RS Constitution – Poplasen concluded.

Radisic said that the Madrid conference had passed in the light of the preservation of the DA, equality of the RS in respect to the Federation – Radisic said. “At least we can say that injustice has not been done to any of the B&H factors” – Radisic said.

Dodik said that the novelty of this conference is that the RS delegation had a chance to react on the proposal of the declaration. “I am pleased for the significance of Brcko, and activities implemented in the past year were emphasised which should provide certain procedures while reaching a final decision on Brcko” – Dodik said. “We all insisted that this decision is final” – he also said.

“The Steering Board and PIC members were unanimous when adopting the Madrid declaration and its Annex which explains tasks, that is, obligations of all to implement economic reforms, strengthening of common institutions, refugee return and police and judiciary reconstruction” – Alexandra Stiglmayer said at the press conference in Banja Luka. She also said that B&H had reached a phase of consolidation after which the stipulations of documents adopted at this conference in order for B&H to be sustainable and without SFOR and international organisations. The High Representative powers were not increased but only confirmed at the Madrid conference – Stiglmayer said.
