BiH Minister Dokic quits after being charged with abuse of power

 

AFP – BiH Communication and Transport Minister Branko Dokic has resigned after being charged by a local court for abuse of power, the BiH Council of Ministers said Monday. “Minister Dokic’s decision to resign is a proof of his readiness to respect

European democratic principles,” Prime Minister Adnan Terzic said in a statement.   Dokic and another official were accused in March of misusing budget funds during their mandate in the RS Government, causing 460,000 euros in losses to the economy. He served as communication minister in the Republika Srpska from 2001 to 2003.

Oslobodjenje cover pg splash, pgs 4-5 ‘Participation of Serbia in aggression against BiH documented’ by Daniel Omeragic – In a statement to daily, Smail Cekic, Director of the Institute for war crimes researches, stated that the documentation available shows that many units from SiCG (regular JNA units, special units of Serbian MoI and other military formations from SiCG, foreign mercenaries) and military units from the collaborationists from Republic of BiH and Republic of Croatia (RS Krajina) took part in the aggression against BIH. According to him, they committed crimes against peace and genocide and other forms of crimes, including slaughter of Bosniaks in Srebrenica. He also claims that the Serbian MoI played a significant role in carrying out the crimes in BiH. The State Security included the following units: Grey Wolves and Red Berets, Cayman, Scorpions, The Blues, etc.

Oslobodjenje pg 5 ‘Snapshots/videotape help BiH suit against SCG’, Dnevni Avaz pg 2 ‘Evidence of Serbian politics involvement in Srebrenica genocide’  – The Party for BiH on Sunday released a press statement, saying that the snapshots on liquidation of innocent Bosniaks from Srebrenica in July 1995 represent irrefutable evidence on involvement of Serbian policy in genocide committed in this BiH city and throughout BiH.

Dnevni Avaz pg 2 ‘General confusion and chaos at MoI’s of RS and Serbia’ by E.Sarac – Daily learns from its source that the Serbian MoI holds entire documentation proving other Serbian units along with “Scorpios” were present in the area of BiH. The documentation proves these units were subjugated to RS MoI. Daily’s source notes: “It was a single system of command from Belgrade through Pale and Banja Luka. RS MoI does not need to conduct additional investigation, since it has been holding evidence on involvement of Serbian units in genocide and aggression against BiH at well-kept archives in RS and Belgrade for 10 years now.”

Dnevni Avaz pg 2 ‘Where were the snapshots until now?’, Glas Srpske pg 4 ‘Too long trials in the Hague’ – In a statement to APA (Austrian Press Agency), Erhard Busek, the Special Coordinator of Stability Pact for SE Europe, pledged in favour of accelerating the work of the ICTY, adding: “It would be useful for the region if the things were developing faster.” Commenting on snapshots on murder of Bosniaks from Srebrenica, he described it as “horrible”, noting: “Where were those snapshots so far? This issue should be investigated.”

Glas Srpske cover pg splash ‘New wave of violence’ by S. H. and O. M.Stojanka Delfogo, a sister of Vlastimir Pusara who serves his sentence for war crimes in Zenica prison, called GS Sunday and claimed her brother was attacked in prison. She claims showing of the record of Scorpions’ crimes triggered a wave of violence in the prison, victims of which are Croats and Serbs sentenced for war crimes. Apart from Pusara, a Croat, Ivica Bakovic aka Baka, was too attacked and injured. A man, who wanted to stay anonymous, also contacted GS and said his father, who serves his sentence in Zenica prison, called him and told him to call police or anyone who might help them. The person says the prison guards have done nothing to prevent the violence and demands for Serb inmates to be transferred to a prison in RS.

J. – the article refers to a meeting between then US President Jim Carter and Radovan Karadzic, held in Pale on December 20, 1994. On that occasion, they discussed a truce and Karadzic agreed to a ceasefire as of December 23, 1994 but according to anonymous witness of the meeting, he also expressed his suspicion that Muslims would not respect the truce. Karadzic also told Carter Muslim forces in Zepa and Srebrenica were constantly attacking neighboring villages and were killing Serb civilians and Carter replied to Karadzic that he [Karadzic] had both an obligation and right to protect those civilians. The author of the article wonders whether former President Jim Carter would be called to a responsibility over the act of crime of encouraging to events that followed in the area of Srebrenica and Zepa.

EuroBlic pg 2 ‘Vucic: Plan for abolishment of RS’, Nacional pg 4 ‘Preparation for the abolishment of RS’ – Aleksandar Vucic, SRS General Secretary, stated that “the aim of the media pursuit against Serb people and the state is the arrest of Ratko Mladic and formal abolishment of Republika Srpska”. According to him, this plan should include abolishment of RS in three months time, when the talks on final status of Kosovo should commence. Vucic also condemned the crime committed against Bosniaks in Srebrenica, calling for punishment of all those responsible for those crimes. He said that Serbs as people are not responsible for separate crimes some people committed, announcing he would soon disclose information on crimes committed against Serbs ion former Yugoslavia.

Nacional pg 4 ‘Bestiality of individuals to condemn the entire people?!’ by V.Dj. Dragoljub Kojcic, DSS delegate at the Serbian Parliament and one of founders of SDS, claims that constant release of Srebrenica snapshots has much deeper background than just pure justice, adding: “Crimes has to be condemned…However, it is also known snapshots exist on unseen monstrous murders of Serbs in BiH, so I expect these are also released for the sake of this same justice…” he added: “I am afraid that some factors of IC do not wish well to Serbs and their goal is to make Serbian public feel collective guilt.”

Kukic carries a harsh commentary on election of Dragan Covic to the position of the HDZ President, in which the author describes Covic as a big manipulator surrounded by criminals who take care how to preserve the things they have stolen during the last year. The author expects that Covic would start with purges in order to secure a safe future to himself and control over all process within HDZ and BiH. The author says that only numerous court processes against Covic can stop him in the aforementioned intention.

Nezavisne Novine pg 2 ‘HDZ did not choose European course by electing Covic’ by R.C.-V.P. – Adil Osmanovic, SDA Vice President, stated that SDA finds the election of Dragan Covic not to be the best solution, owing to pending indictment against him. Other political parties (Svetozar Pudaric from SDP of BiH, Marko Tadic from HSS, Kresimir Zubak from NHI, Momcilo Novakovic from SDS, Tihomir Gligoric from SPRS, Mirko Blagojevic from SRS) share the view HDZ failed to choose the European course by electing Covic as HDZ President, as well as that this election would result in disbandment of party members and trust of voters.

RS Police Director regrets his claims on BiH links with Madrid bomb attack

“I particularly regret any damage that my comments on the links between BiH and the Madrid bomb attack may have caused,” says Andan’s letter addresseed to EU Police Mission Commissioner Kevin Carty. Andan’s letter to Carty – parts of which have been made public by the RS Ministry of the Interior – says that the intelligence in question is operational by nature and that it has not been established as true and therefore cannot be used as “clear evidence”. “Making intelligence information of an operational nature public too soon is professionally inadvisable and in this context can obviously be considered wrong and politically motivated, as the conclusions of your report to the High Representatives say, which I accept in principle,” the letter says. Andan says that his “statements were not politically motivated and that in this sense he does not wish to withdraw his claim”. “But, at the same time I accept that such a claim could be interpreted as police interference in political issues and that it is inappropriate that a director of the police should present such claims for political purposes,” the letter says.

In his letter Andan expresses his “full personal commitment to upholding professional standards and making joint efforts on issues of security challenges”. “A high level of alertness, preventive work, intelligence and operational activities – these have to be the imperatives for the work of all security agencies and by the same token of the RS police, both in relation to our contribution to the broad international movement against terrorism and also in relation to our legal, professional and moral obligation to protect the citizens, society and institutions in the RS and BiH from this international scourge. Such an attitude of the RS police and myself as police director will be our absolute duty in line with professional standards of police work, to which particular attention will be paid also in public commentaries in order to prevent problems of this kind from appearing in future,” the letter says in conclusion.

Dnevni Avaz pg 8 ‘That man should be removed from the office’ – According to Bosniak member of the BiH Presidency Sulejman Tihic, the apology by RS Police Director Dragomir Andan regarding his statement on preparations for Madrid terrorist attack in BiH was not enough since this was not the first time Andan presented an inaccurate information. “I think that man should be removed from the office,” said Tihic.

Pink, BHT, Hayat, FTV, RTRS, Dnevni Avaz pg 8 ‘A private investigation against RS Police Director underway’, Oslobodjenje pg 3 ‘Finally to appoint SIPA Director’, Nezavisne Novine pg 4 ‘AID is running private investigations against Serb staff’ by V.Popovic, Glas Srpske pg 5 ‘A private investigation’ by D.T., FENA – BiH House of Representatives Deputy Speaker and Alliance of Independent Social-Democrats (SNSD) Main and Executive Board member Nikola Spiric said that it was high time for the State Investigation and Protection Agency (SIPA) director to be appointed. Spiric told a press conference in Banja Luka on Sunday that High Representative Paddy Ashdown should react if the SIPA director is not appointed in accordance with the results of an open competition, not by imposing a solution, but by implementing the law. Spiric supported the initiative of BiH Council of Ministers Chair Adnan Terzic for early elections and said that this would provide a new parliamentary majority that would work on reforms more efficiently, instead of waiting for new elections. Spiric also talked about unofficial reports of a “private” investigation into the role of RS Police Director Dragomir Andan “in the events of 1991”, and added that BiH Security Minister Barisa Colak should respond whether this has been “ordered”, as well as “are his assistants conducting private investigations in conjunction with Bosniaks, and in most cases against Serbs”.

According to Dnevni Avaz, Spiric said he had received the information on investigation against Andan from a source close to FBiH Interior Ministry. The Ministry’s Spokesman, Robert Cvrtak, said he was not aware of any investigation against Andan being conducted by FBiH MoI.

Terzic to ask HR Ashdown to appoint new SIPA Director

 

RTRS Report by Sladjana Jasarevic, Nezavisne Novine pg 4 ‘Terzic asks help from Ashdown’ by R.C.-V.P.  – Chairman of BIH CoM Adnan Terzic will ask High Representative (HR) Paddy Ashdown on Monday to appoint the new director of State Information and Protection Agency (SIPA). Terzic stated that ministers from RS are obstructing the appointment of the new director. “We insist that the new director of SIPA is Serb, because in this way practically no one from Serbian side will be in the institutions that are responsible for the security of BIH” stated BIH Minister of Foreign Affairs Mladen Ivanic. “I do not want to wait any longer, Mr. Ivanic knows that we have agreed upon that the Minister of Defence is Serb, director of OSA is Bosniak and director of SIPA should be a Croat, I cannot brake the agreement” stated Terzic. Official attitude of OHR is that this situation must be resolved. “The new director of SIPA must be elected as soon as possible” stated Oleg Milisic, spokesperson of OHR. RTRS tried to interview BIH Minister of Security Barisa Colak but he was unavailable.

SDU leader Tokic: BiH is in deep crisis

 

Dnevni Avaz pg 2 ‘BiH is in deep crisis’ by L. Sinanovic – The SDU President, Sejfudin Tokic, commented to DA that BiH is in deep crisis, which is only confirmed in the statement by the Chair of the BiH Council of Ministers, Adnan Terzic, who said that extraordinary elections should be held. Tokic adds that Terzic’s statement was admittance needed by BiH public who has been deceived for years that the country has guaranteed success.  

SPRS to demand early elections

 

Glas Srpske pg 5 ‘Early elections’ by D. Trisic – SPRS will demand for early elections to be organized before the end of the year. The party President, Petar Djokic, believes the ruling parties are responsible for defense and police reforms and he emphasized ‘we have been exposed to humiliation’ due to their failure.

RS President Cavic: There is no BiH without entities

 

Oslobodjenje pg 11 ‘There is no BiH without entities’, Glas Srpske pg 3 ‘Nobody won’ not signed – RS President Dragan Cavic, in an interview to Novi Sad TV “Panonija”, has stated BiH cannot exist without the entities nor the entities can exist without BiH. ‘As in accordance with the Dayton Peace Agreement, nobody won the war in BiH, and it is a fortune it was like that. If only one side had won, only one people would now be living in BiH, while others would be refugees’, Cavic said. He had assessed that RS ‘as relatively new historic fact’ is an element of stability, not instability, in the region.

5th Croat parties’ mtg on const. changes held

 

Dnevni List pg 4 ‘Position of Croats is aggravating’ by De.L. – The 5th meeting of Croat parties and associations regarding constitutional changes was held in Rama on Friday. HDU, HKDU, HSS, HSP Djapic-Jurisic, NHI, CCD and some Croat associations attended this meeting. HSS President Marko Tadic stated that they discussed competence of state authority and organization of central authority bodies. Tadic expressed belief that Croat parties would reach consensus on most important issues regarding constitutional changes.

Nezavisne Novine op-ed pg 7 ‘Ashdown has nobody to transfer authority’ by Mirza Cubro – The author notes that the policy international commu7nity community is running is very confusing, inconsistent, hardly-comprehensible and unadjusted to the current mentality of this state. He commends the attempt for transfer of HR’s powers onto local institutions of BiH, raising the issue of whom HR might transfer these authorities. He is critical of each and single BiH institution, starting with BiH Presidency, BiH COM, entity Government. He concludes the op-ed by saying that the best thing would be if the existing ruling authority had less powers possible, since their practsie is to destroy anything they place their hands on.

Dnevni Avaz pg 5 ‘Cancellation of tender for Energopetrol possible’ by Adnan Dzonlic – In a statement to DA, the FBiH Prime Minister, Ahmet Hadzipasic, says that the Consortium of INA-MOL bidding to purchase Energopetrol shares has broken three key conditions stipulated by the agreement with the FBiH Government which could lead to cancellation of tender. The Government will seat on Thursday to take the joint stance. “Previously agreed approach to INA’s debts in BiH has been changed now in the response by the INA-MOL. Furthermore, the guarantees for investments have been ‘turned’ around in a way Government cannot accept them. Finally, the ownership structure… though agreed, has been significantly changed in the letter/agreement submitted by the Consortium. If they are not ready to adjust to our demands, tender will be cancelled,” says Hadzipasic.  

RTRS interview with PDHR Butler: Foreign investments in RS decreasing

 

RTRS Report by Zorica Rulj – Principal Deputy to High Representative (PDHR) Larry Butler in his interview for RTRS stated that foreign investments in RS are decreasing because RS did not implement adopted laws. “If investors sense that politicians are not fully oriented toward EU integrity their interest for RS is decreasing” said Butler . He added that isolation is equal to poverty. OHR stated that managers of the companies should report to the owners of those companies and not to the politicians.
