Public Utilities Sector Advisor – Economic Department

 

PURPOSE AND SCOPE OF POSITION

 

The Public Utilities Sector Advisor will work with the international economic advisors responsible for the public utility sectors in preparing and coordinating policy analysis and policy recommendations on issues related to the reform of the utility sectors, in particular on transport and energy. He/she will be responsible for assisting the implementation phases of projects relevant to the reform of the public utilities. Tasks include establishing and maintaining relations with national officials, representatives of the International Financial Institutions and the donor community as well as preparing briefings and reports in the relevant fields of responsibility. The advisor will work under the general guidance of the Deputy High Representative on Economic Matters/ Head of the Economic Department and the specific guidance of the respective Senior International Public Utilities Advisors.

 

 

DUTIES AND RESPONSIBILITIES

 

A)    Policy analysis and design

 

·        Co-ordination of all policy issues with national authorities, donors and other international institutions;

·        Analysis and design of policy and preparation of policy recommendations in the public utilities sector, in particular in the transport and energy sectors, with a specific focus on the assimilation process of Bosnia and Herzegovina into the European Union;

·        Review and design of economic legislation in conjunction with international lead agencies;

·        Preparing and monitoring implementation of policies, together with national authorities and international institutions.

 

 

 

 

B)    Liaison

 

·        Organizing meetings with national authorities, donors and international agencies as well as preparing and reviewing documents for these meetings.

 

 

C)    General Support

 

·        Coordinating and writing progress reports, strategies, speeches and talking points for Principals on relevant issues in the utility sectors;

·        Prepare all related correspondence.

 

 

 

PROFESSIONAL REQUIREMENTS/QUALIFICATIONS

 

·        University degree in relevant field of study (Economics, Law, Engineering or a study with a focus on policy design in a utility sector);

·        Several years of work experience in one of the utility sectors, preferably in the transport and/or energy sectors with an administrator, regulator, consulting firm or business dealing with public policy issues;

·        Thorough understanding of the social, economic, and political landscape in Bosnia and Herzegovina;

·        Strong personal commitment to peace implementation in Bosnia and Herzegovina;

·        Excellent command and writing skills in English;

·        Good diplomatic skills;

·        Exceptional commitment, flexibility and availability to work;

·        Ability to work under stress, both independently and in a team.
