News Summary

BiH House of Representatives holds session

The BiH House of Representatives held a session in Sarajevo on Monday. TV BiH journalist reported that the delegates did not declare themselves on the appointment of the Council of Ministers Chairman. This showed that the biggest problem of the delegates is to agree on the agenda. Five hours, including three breaks, were needed to confirm the delegates’ determination to discuss the adoption of previous session statutes. In the text given to delegates at the beginning of the session, four priorities were highlighted; economic reforms, development of joint institutions, refugee returns and fighting corruption. At Mirko Banjac’s suggestion, confirming the Council of Ministers Chairman appointment was taken off the agenda. Haris Silajdzic withdrew six of the seven draft laws that he suggested until he receives an opinion from the OHR. The delegates disagreed over the BiH Presidency’s inappropriate relation with its House of Representatives. Nor was there room for the analysis of the work of the IMC and the constitutional basis for its existence in Monday’s discussion. The session was interrupted during a discussion on the statute and a continuance was scheduled for 16 May. This was another pale edition of the BiH House of Representatives. Although it formally meets, it seems that this state, except the Government, has not had a state parliament for a long time now. Because of this, it is very probable that the High Representative will be the one to decide on all essential issues for BiH in the future as well.
