BiH Parliament Assembly held a session today, with no specific results. The whole session was spent in discussion about the agenda of the session. HR Deputy Schumacher described the session as follows: “I think what we are experiencing and witnessing here today is a return to darkest time of parliamentary paralyse.” As covered by the agenda, the Assembly was supposed to discuss the Law on BiH Coat of Arms, the Law on BiH Flag, the Law on BiH Anthem and to approve appointments of the CoM members. Schumacher also suggested reduced agenda that would cover the at least approval of appointment of CoM members and scheduling of the next meeting of the HoR. Schumacher also said that delegates have to be aware of their responsibilities and that they have to take responsibility for their actions, as the International Community do not want or will be the protector.

Croatian policemen returned to Martinbrod, this time supported by special units. BiH TV team was prevented to visit the site where the Croatian police established a new checkpoint. IPTF organised a press conference, and said that Croatian police established a new checkpoint in the village of Licka Kaldrma, which is mainly in Croatia, and very small part of it is in BiH. The problem is that this checkpoint is at crossroads to the village of Tiskovac, where Serb refugees returned from FRY, IPTF spokesman Roberts said. The refugees have Bosnian ids but Croatian police demands from them to show Croatian documents, Roberts added.

The International Community is more than ever determined to establish pre-war condition of peace in Brcko, the rule of the law, revitalisation of economy and privatisation, Ambassador Farrand said at the press conference held in Brcko. Ambassador Farrand said that the International Community will stay in Brcko as long as necessary in order to achieve these aims, and that Brcko citizens can rely on his words. Farrand also added that the final decision for Brcko will be made in Vienna.

The SDA Zepce will accept continuance of negotiations with the HDZ Zepce, about establishment of the legal authorities in Zepce, in accordance with the election results and arbitration decisions of OSCE and OHR. SDA Zepce cannot accept Zepce to become another Usora and to act as a canton within canton within the parallel state system of so-called Herceg Bosna.

The International Contact Group of Six made detailed draft proposal of measures for resolving situation in Kosovo, NATO diplomatic sources confirmed. New incidents were also reported from Orahovac, and in Drenica region. Serbian Media Centre reported that Albanian terrorists abducted five Serbian citizens.

The Joint Consultative Commission of the RS and BiH Federation held a meeting, discussing implementation of agreement on measures of reconciliation and trust in BiH. International Community representatives were also present at the meeting and BiH Ambassador to OSCE in Vienna, Turkovic said that accordance at the meeting was achieved quite easily.

BiH Central Bank Governor Peter Nichol held a press conference in Tuzla. Nichol said that strategic aim of the BiH CB is that Konvertible Marka finds its place in exchange rates list of commercial banks in Europe.
