ICTY finds Goran Jelisic guilty of murder
The ICTY acquitted BiH Serb Goran Jelisic of charges of genocide in Brcko in 1992, but found him guilty of crimes against humanity on Tuesday for committing 12 murders. The ICTY judicial panel said the sentence would be handed down at a later date. This verdict was handed down rather unexpectedly, since the prosecution just completed presenting its case last month, while the defense was scheduled to call its witnesses in November. The ICTY Panel called upon the rule allowing them to hand-down their verdict right after the procedure’s first phase. The ICTY said that the sides could appeal the verdict. Let us reflect and remember that Jelisic was one of main commanders of the Luka concentration camp, where Sakib Berezovic was held in captivity. Berezovic, one of the main material witnesses in the case against Jelisic, recently returned from The Hague. The ICTY has decided to sentence Jelisic for charges to which he has pleaded guilty. The sentencing phase of the trial is expected at a later date, at which time more explanation will be given concerning the verdict.

No third BiH entity, nor will there be one soon – Stiglmayer
“Croatian President Franjo Tudjman needs to know that there is no third entity and will not be one very soon, nor will the OHR allow the revision of the Dayton Agreement” said OHR spokesperson Alexandra Stiglmayer. “The Dayton Agreement specifies that BiH is one state composed of two entities and three constitutive nations, and was as such signed by Tudjman” said Stiglmayer. “Such statements only undermine the accord reached in Dayton.”

Seven members must be appointed to BiH Federation Television-Radio Council
The nomination of seven members to the BiH Federation Radio-Television Council opened the Tuesday session of the BiH Federation House of Representatives. House Chairmen Enver Kreso said, “this procedure started on 30 September, when the Parliament should have appointed the seven members. Today we have decided to introduce a seven-day deadline to complete this task.” Head of the HDZ Caucus in the BiH House of Representatives Mato Franjicevic said, “I am afraid there is very little elbow room. There are criteria that must be introduced into the game. I hope that these seven members are appointed by mid-November.” The OHR has already given two warnings to both Houses of Parliament to open a procedure to reconcile viewpoints and complete the selection process. The national structure of the Council has already been determined – four members are to be Bosniak and three Croat.

Live coverage of parliamentary sessions
The BiH Federation House of Representatives is expected to discuss why TV BiH stopped live coverage of its ninth session this Wednesday. The BiH PBS Establishment Board suggested the following: Regarding the decision of the TV BiH Board of Directors to stop live broadcasts of parliamentary sessions, their representatives met with the highest BiH Federation and state legislative institutions to inform them of programming, production and material problems that RTV BiH has to deal with. At its Monday session, the Establishment Board assessed that the radio and television informative programs need to secure coverage of parliamentary activities, which will offer higher quality and more timely information. The Board believes that a special show covering parliamentary activities is necessary. RS television also needs to agree with the Board on scheduling related to this matter. The Board will support equal coverage of the sessions of both parliamentary houses.
