Dnevni Avaz pg 22 ‘Terrorism is a big evil of the modern world’, Dnevni List pg 8SRNA – Members of the Collegium of the BiH House of Peoples on Friday condemned the terrorist attack in London in which a great number of people were killed and wounded and sent telegrams of condolences to the UK Parliament’s House of Lords and the UK embassy in BiH. The House of Peoples will do its best to make sure that BiH, as a member of the anti-terrorist alliance, makes a contribution towards curbing this evil of modern times, says a statement by the public relations office of the BiH Parliamentary Assembly. The statement stresses that violence has never been a means to any, including political, ends. “The fact that the victims were people who were neither the creators of any policies nor were responsible for any policies makes this crime even bigger,” says the statement by the public relations office of the BiH Parliamentary Assembly.

RS President Cavic says London blasts heinous crime

 

RTRS, Dnevni Avaz pg 22 ‘Cavic send letter to Rycroft’, Glas Srpske cover page ‘Condolences to British’, SRNA – RS President Dragan Cavic has offered his condolences to British ambassador to BiH Matthew Rycroft over the terrorist attacks, tragic deaths and suffering of the people of London. Cavic said in his letter that this terrorist act had shocked the people of the RS and that it represented a heavy blow to the liberty of civilized people throughout the world. The RS president said he hoped that those who ordered and carried out this heinous crime would be apprehended and punished as soon as possible.

SDA condemns London blasts

 

Dnevni Avaz pg 22 ‘Criminal acts should put the world nations further together’, FENA – The Party of Democratic Action (SDA) most fiercely condemns the terrorist attacks against innocent people in London, the SDA’s public relations office said Friday. We sincerely sympathize with the families of the victims as we ourselves experienced terror against innocent civilians during the aggression against BiH. Such criminal acts should strengthen the resolve of the civilized world to fight all forms of terrorism. We hope that the perpetrators will soon be found and brought to justice for their misdeeds, the statement said. The SDA has called on the BiH Council of Ministers to offer help within its means to the British government to alleviate the suffering of the nation.

In July 1999, suffering Srebrenica inhabitants walked along the same trail in an attempt to escape from Serb forces and reach liberated areas, which were controlled by members of the Second Corps of the Republic of BiH Army . The column will be joined on their journey by people willing in this way to pay respects to the victims of the Srebrenica genocide. Provisions for medical care and water have been made for the participants in the “march to death”, with particular attention being paid to their security. Special police members set off on the trail two hours ahead of the marchers while FBiH Army helicopters are following the column from the air.

Head of BiH Islamic Community Ceric holds sermon in Srebrenica

 

Hayat, Dnevni Avaz cover page, pg 4 ‘Srebrenica genocide must not be forgotten’, FENA – Head of the BiH Islamic Community Mustafa Ceric led regular Muslim prayer and held a sermon in Srebrenica on Friday. After the sermon he read the text of the Message on Srebrenica, which was read in all mosques in BiH on Friday after being adopted by the Rijaset of the BiH Islamic Community in Sarajevo on the same day. “Since July 11 1995 Srebrenica is more than a city and more than its name. Srebrenica is a place of test of conscious for all those who were able and did not prevent the crime against man. Our choice needs to be the road of good. Our choice needs to be the road of return to where our land and home is. Our choice needs to be the road of faith and moral. Our choice needs to be the road of wisdom and courage to help each other, to support each other in the effort to make Srebrenica a place of memory for a happier future, rather than a city of memory of a tragic past”, Ceric said.

RHB, Oslobodjenje pg 7 ‘Srebrenica is a warning and a call for peace’, Vecernji List pg 8 ‘Assistance in correcting Dayton injustices’ – The Iustitia et Pax commission of the Catholic Bishops’ Conference of BiH has issued a declaration on the occasion of the tenth anniversary of the massacre in Srebrenica, condemning the crime and pointing out the necessity for the amendments to the Dayton peace accords which stopped the war in BiH in 1996. The declaration, carried by the Bosnian Catholic news agency on Friday, reads that these days all should remember with grief the massacre which the Bosnian Serb army and various paramilitary units committed in the eastern Bosnian Muslim enclave of Srebrenica in the summer of 1995. “We particularly emphasize the fact that many of those who committed that crime have to date succeeded in evading to face their guilt. We also recall a shameful fact that many international leaders had hesitated for too long to stop the conflict,” the Bosnian Catholic bishops said in their declaration, calling on governments in leading countries in the world to take necessary steps to bring war crimes suspects to justice. The Iustitia et Pax commission also warns that the current state of affairs in BiH shows that the recent years in the country have proved that “the boundaries defined by the Dayton agreement formed very dangerous territories”. The unjust boundary lines have legalized unacceptable and immoral ethnic cleansing and thwarted efforts aimed at achieving a lasting peace, the declaration reads. The state and society of BiH needs political arrangements that will guarantee justice, and the time is now ripe to consider and rectify the injustices imposed by the Dayton peace accords, the Catholic commission said, calling for organizing an international conference on BiH. “Possible new failures of Europe and the international community to consistently carry out their duty and commitments in Bosnia would threaten the stability of the entire region, including prospects of neighbouring countries to become full members of Europe and the European Union. Finally, such a failure would present disappointments in the values of the European Union and the collapse of the common foreign and security policy,” the declaration said. The Catholic Primate in Bosnia, Cardinal Vinko Puljic, sent a letter to the leader of the Islamic community in Bosnia, Mustafa Ceric, on the occasion of the 10th anniversary of the Srebrenica massacre, expressing his solidarity as a human being and a believer with all the innocent victims and the families whose loved ones were killed.

Slovene OSCE Chairman Rupel says Srebrenica remains painful reminder

 

Oslobodjenje pg 6 ‘Paying tribute to victims of the massacre’, Dnevni Avaz pg 10 – The OSCE chairman, Slovene Foreign Minister Dimitrij Rupel, paid tribute on Friday to the victims of the Srebrenica massacre ahead of the 10th anniversary of the killings. “The tragedy that occurred at Srebrenica ten years ago remains a painful reminder not only for the citizens of BiH, but for the entire world,” Rupel said, offering condolences to the families of the victims on behalf of the OSCE. Rupel moreover said that “we must continue to honour the victims of Srebrenica and support their families who have struggled to re-build their lives and seek justice for these crimes. The OSCE reaffirms its commitment to them.”

RS police increases presence in Srebrenica area

 

BHT Mirela Cosic – RS police increase presence of its officers in Srebrnica area in order to prevent possible incidents before and during ceremony marking the 10th anniversary of genocide in Srebrenica on July 11. “It is for certain that everyone in this area will be safe on July 11,” stated RS Police Director spokesman, Radovan Pejic. Investigation on 35 kilograms of explosive planted near memorial Center in Potocari gives no results. Two persons that were detained and interrogated on Thursday are released. State Information and Protection Agency (SIPA) spokesman, Admir Katica, said that SIPA officers, together with members of other law enforcement agencies and BiH Prosecution, were at the location where explosive is found on Friday, conducting certain investigation procedures.

Preparations for transport of bodies and funeral of Srebrenica victims completed

 

BHT Armela Subasic – Remains of 610 Srebrenica victims will be buried on July 11 in Potocari. Public company from Visoko, Gradska Groblja ( City Cemetery ), completed all preparations for transportation of bodies and funeral. BHT brings feature about Amir Mustafic, man from Srebrenica who lives now in US. He came to BiH for the funeral of his father and brother, Srebrenica victims who will be buried down on July 11.

Delegations of more than 50 states, organizations to arrive in Srebrenica

 

Pink, FTV, Oslobodjenje pg 6 ‘Delegations of more than 50 states and international organizations’, Nezavisne Novine pg 3, FENA – Delegations of more than 50 states and international organizations have confirmed their arrival in Srebrenica on July 11 for the commemoration of the tenth anniversary of the genocide. Presidents of Serbia-Montenegro Svetozar Marovic, Serbia Boris Tadic, Croatia Stjepan Mesic and Albania Alfred Mojsiju have confirmed their arrival. Foreign Affairs Ministers of Turkey (Abdullah Gul), Great Britain (Jack Straw), Holland (Bernard Bot), France (Philippe Douste-Blazy), Sweden (Laila Freivald), Slovenia (Dimitrij Rupel), Macedonia (Ilinka Mitreva) and Bulgaria (Salomon Pasi) will also arrive. A number of other countries will also be represented at the level of ministers, deputy ministers or ambassadors. The USA will be represented by the Ambassador for War Crimes Issues Pierre-Richard Prosper while Poland will be represented by its former Prime Minister, Tadeusz Mazowiecki. ICTY President Theodor Meron, World Bank President Paul Wolfowitz, ICRC Director for Europe Beatrice Megevand-Roggo, EU Enlargement Commissioner Olli Rehn and representatives of the UN, Council of Europe, the Organisation of the Islamic Conference and NATO have also confirmed their participation.

US Ambassador McEllhaney: I want to see Tadic in Potocari

RHB, BHT, FTV, Hayat, Oslobodjenje pg 2 ‘Ashdown remover Central Bosnia Canton Education Minister’, Dnevni Avaz pg 12 ‘Ashdown removed Nikola Lovrinovic from office’, Dnevni List pg 2, mentioned on cover, Vecernji List pg 8 – On Friday High Representative Paddy Ashdown signed the Decision on removing the Central Bosnia Canton Education Minister Nikola Lovrinovic. The Decision bars Lovrinovic from holding any official, elective or appointive public office and from running in elections unless or until such time as the High Representative may expressly authorize him to do so. Minister Lovrinovic has failed to take action to implement Laws on Primary and Secondary Education and as a result has undermined the rule of law. The failure to implement these Laws, one year after they have been introduced, clearly shows Lovrinovic’s disregard for the benefit of students and teachers. Assets obtained through cutting costs by eliminating double administration could be used for improving working conditions for both students and teachers. Continuing defiance of the laws and his transparent attempts to obstruct its application for another school year could not be tolerated. By continuously obstructing to implement the Laws Lovrinovic has failed the duties of his office. He openly subordinated the interests of the cantonal government to his own political objectives. He has acted as if it was up to him to decide whether to follow the law or not. As a result, Lovrinovic has inflicted considerable damage on the dignity and independence of his office. The High Representative’s Decision is effective immediately.

EC’s Humhreys says BiH police reform is condition for start of talks on SAA

 

RHB, Pink, BHT, RTRS, Oslobodjenje pg 10 ‘Police that will suit all in BiH but be based on EU principles’, Dnevni Avaz pg 2 ‘Police reform a condition to get EU green light’, Glas Srpske pg 5 ‘There will be no imposition’, Nezavisne Novine pg 10 ‘Bukejlovic requested for continuation of talks’- BiH can begin the talks on stabilization and accession with the European Union even if Radovan Karadzic and Ratko Mladic are not arrested, but the police reform must be carried out, Michael Humphreys, Head of the European Commission delegation in BiH, stated in Banja Luka on Friday after holding separate talks with RS Prime Minister Pero Bukejlovic and RS National Assembly Speaker Dusan Stojicic. Humphreys said that BiH’s cooperation with the Hague Tribunal was good enough for a green light to be given for the beginning of BiH’s talks on the stabilization and association agreement signing with the European Union, stressing that the talks could begin provided that the issue of police reform in BiH previously be addressed. “If the remaining issues are cleared, we will start the negotiations. Now, of course, it is a continuing process. That cooperation has to continue. In due course, Mladic and Karadzic must be handed over,” said Humphries. The final agreement on the police reform must suit all sides in BiH and meet the three principles of the European Union, Humphreys underlined, adding that the European Union would not impose solutions on BiH. It is up to the authorities of the RS to take the initiative and Thursday’s government statement calling for the resumption of police reform talks is a case in point, Humphreys said. Prime Minister Pero Bukejlovic and Assembly Chairman Dusan Stojicic said they were convinced that the representatives of the local institutions would find the solution for the reform of the police structures in the course of September acceptable to the institutions of BiH in keeping with the principles of the European Commission.

HR Ashdown welcomes RS commitment to restart police reform talks

 

RTRS, Dnevni Avaz pg 2 “OHR supports RS Government’s intention’, Glas Srpske pg 2 ‘Encouraging news from Srpska’, FENA – The High Representative on Friday welcomed the commitment from the Government of Republika Srpska to re-start talks on police reform with the Council of Ministers of BiH and Government of FBiH, OHR said. The High Representative said: “Police Reform remains the last significant blockage that needs to be cleared before BiH can move down the road to Europe. I welcome the intention of the RS Government to re-engage constructively in creating the framework for police reform in line with the EU’s 3 principles and on the basis of the agreement already reached at Vlasic. I endorse Prime Minister Bukeljovic’s suggestion that the time is now right for the institutions in BiH to map a way forward for re-opening the formal process of talks, which ended at Konak on 16 May. The police reform process will require a broad consensus and the IC encourages the authorities to undertake the necessary consultations to ensure a successful outcome.  The OHR fully supports this process, and is ready to assist with expert facilitation at the request of institutions in BiH.” The High Representative also noted that if BiH is to have the opportunity to start negotiations for an SAA with the EU by the 10th anniversary of Dayton , then talks would need to be concluded with an outline political agreement ready to put to Parliaments by the middle of September, OHR said.

SDA requests resumption of police reform talks on the basis of PRC report/ recommendations

 

Dnevni Avaz pg 2 ‘An attempt to annul the agreement’, FENA – The BiH Party of Democratic Action (SDA) requests resumption of talks on police reform under auspices of the OHR, in line with the Report of the Police Restructuring Commission, SDA announced on Friday. “We do not accept the proposal of the RS Government sent to the Council of Ministers and the FBiH Government, because it aims at annulling the agreements reached so far and delaying the solution of this important matter”, said SDA. The Party deems that the Ministerial council for cooperation on police matters, which, allegedly, should coordinate and harmonize activities of police institutions, can not be a replacement for the police structures envisaged by reforms, read the SDA statement.

Former HR Petritsch expressed disappointment with situation in BiH

 

FTV – Former High Representative, Wolfgang Petritsch, currently in visit to Sarajevo, expressed disappointment with situation in BiH in an interview for FTV. This relates to no arrests of the war crimes indictees and to even lower care of ruling political parties for the future of BiH. Asked can BiH make progress with nationalistic parties, Petritsch said that it is very clear that mono-ethnic parties won’t enter the Europe (bring BiH into Europe). “If political system in BiH don’t change and move more towards the European model, European political sides, I see a big danger of continuity of stagnation in many common problems with which BiH is facing,” he said.

Ivanic says he has nothing to agree on with Terzic

 

Dnevni Avaz pg 2 ‘Ivanic: There will be no deal with Terzic’ – BiH Foreign Minister Mladen Ivanic operating in so called technical mandate for the second consecutive month said in an interview for ONASA he had nothing to agree on with BiH Council of Ministers Adnan Terzic with regard to the current crisis within the state government. Ivanic reiterated that Terzic was the one who had made the decision on acceptance of his resignation and he had to realize/implement this decision, revoke it. “If he does not want to accept either of these two options, he should resign from office,” said Ivanic.

Oslobodjenje pg 2 ‘Karadzic and Mladic are somewhere between BiH and SCG’ – Belgrade businessman and former RS Justice Minister Momcilo Mandic reiterated in a statement for the daily he had not been financially supporting war crime indictees including Radovan Karadzic. “Karadzic and Ratko Mladic are hiding somewhere between BiH and Serbia_Montenegro,” said Mandic. He added that he was saying this because he knew very well their mental composition.

OHCHR presents reports on right of missing persons families

 

Pink, BHT, Hayat, FTV, Oslobodjenje pg 2 ‘Missing persons families are victims of the war too’, Nezavisne Novine pg 6 ‘Missing persons families not protected enough’, FENA – The Office of the UN High Commissioner for Human Rights (OHCHR) in BiH presented in Sarajevo on Friday the report on the fulfillment of rights of families of missing persons in BiH, which is aimed at providing a clear image about the achievement of rights of families of missing persons under the existing legal framework in BiH. OHCHR legal assistant Jasna Dzumhur said that during the past several years the Office received a number of complaints concerning the status and rights of families of missing persons, which was a clear signal that there are a number of legal ambiguities in this segment, ranging from the legal framework to the access of families of missing persons to certain rights. According to her the complicated structure of BiH and the divided authorities cannot rid BiH of responsibility for failing to ensure the rights for all its citizens. OHCHR representative Viktorija Ruzicic said presenting the report that the International Committee of the Red Cross received 21,374 requests for finding missing persons filed by their families. The report provides an analysis of laws which directly or indirectly deal with the issue of families of missing persons, but also weaknesses in the legal system.

Dokic and Pavic convicted on the basis of a settlement

 

BHT, Hayat, FTV, RTRS, Dnevni Avaz pg 2, Oslobodjenje pg 3 ‘Mulct of KM 25,000 and one-year suspended prison sentence’, Nezavisne Novine pg 11 ‘Dokic and Pavic cut a deal with prosecution’, FENA – The former RS ministers of traffic and communications, Branko Dokic and Marko Pavic, on basis of the settlement on admitting guilt, on Friday were sentenced to the suspended prison sentence of six months and mulcts of 25.000 KM, respectively, on basis of the criminal act of malpractice. They reached the settlement with the Banja Luka County Prosecutor’s Office on July 1 so that the qualification of the criminal act was renamed into malpractice instead of the previous – abuse of office or authority. In their written announcement, which was handed out to the press, Pavic and Dokic said that they did not abuse their positions and did not intend to damage anybody, and that they were commended for performing their duties as ministers of traffic and communications. Pavic and Dokic are bound to pay the mulcts in the period of three months from announcing the verdict, and Pavic must pay another 11.680 KM into the RS Budget, while Dokic has to pay 10.205 KM, given that they obtained these funds without any legal basis.

Former FBiH Customs Administration Director Rebac tried to commit suicide

 

Dnevni List cover page, pgs 4-5 ‘Rebac tried to commit suicide’, Nezavisne Novine pg 2  – Former FBiH Customs Administration Director Zelimir Rebac attempted to commit suicide by jumping from a bridge in Mostar on Friday. Rebac was prevented from doing so by a friend of his, a police officer and another man. Reasons for this act are still unknown. During his mandate, he was pointing to a number of financial irregularities in the work of state institutions.
