Police without comment on reports on arrested Bosniak in connection with explosive case

 

 

 

 

RTRS, BH Radio 1 – The Spokesperson for the RS Police Director, Radovan Pejic, refused to either confirm or deny report by news agencies according to which one person of Bosniak nationality, brought into connection with the explosive detected near Potocari Memorial Centre, was arrested inTuzla during the night upon request of the RS Interior Ministry. Agencies also reported that this person has been handed to BiH Prosecutor’s Office in Sarajevo. Pejic added that RS MoI will not reveal the details of the investigation which is on-going. Tuzla Cantonal Interior Ministry also did not confirm the report. Its spokesperson, Miralem Malkic, added this report is not official information: “We cooperate with the RS MoI and the PublicSecurityCenter Bijeljina and in this regard measures are being carried out.” Malkic stressed that the investigation is in the jurisdiction in the BiH Prosecution. 

Subasic: Mothers of Srebrenica will not be intimidated by explosive case

 

BH Radio 1 – The Chair of the Association ‘Mothers of Srebrenica and Zepa enclaves’, Munira Subasic, stated for Fena news agency that they the women of Srebrenica will not be intimidated by the news of large amount of explosive being planted in Potocari. Commenting the news on explosive, Subasic said that the aim of this was to prevent the event passing in atmosphere it deserves.

Srebrenica organizing board holds last session before commemoration

 

RTRS, BH Radio 1 by Samir Kahrovic – The last session of the Srebrenica commemoration organizing board was held today. It was stated that despite the latest events, commemoration will pass in safe atmosphere. Organizers stated that 611 identified Srebrenica victims will be buried in Memorial during the ceremony. About 50.000 people, 46 state delegations, prime ministers, presidents and representatives of the international organizations are expected to attend.

RS MoI has information on possible suspects

 

RHB – Spokesperson for the RS Police Director, Radovan Pejic, stated that the security level in the area has been increased and the extensive search of the ground has been conducted. RS MoI has identified several persons suspected of planting the explosive, while it had established the cooperation with SIPA, FBIH MoI and BIH Prosecution. RTRS by Drazen Glisic – “We have intelligence information on the identities of these persons but it cannot be revealed at the moment for the security of the investigation. All received information on the identities of the suspects has been forwarded to F BIH MoI and cantonal MoIs” said Pejic. On the question of RTRS reporter if this proves the efficiency of RS police, Pejic added: “RS police in every aspect from day to day proves that it is professional and apolitical. We will continue to work in the same manner”. [NOTE: all media carry that RS police has some clues on perpetrators].

Beta: Persons of Bosniak nationality have most likely placed explosive at Potocari

RS police searches Bosniak houses; Hafizovic: Andnan told me they have info on mujaheedins planting explosive

 

Nezavisne Novine pg 3 ‘Police searched four houses’ by J.S. – The RS police Tuesday searched the houses of Admir, Hazim, Nezir and Asim Dedic in the village of Burnice near Bratunac. As NN learnt, the search of these four houses was carried out by RS police without a search warrant, on grounded suspicion perpetrators who placed explosive at Potocari Monday evening were hiding at these houses. Daily also learns that nobody was arrested. Oslobodjenje pg 3 inset ‘RS SWAT team searched for mujahedins in Bosniaks houses’ – Daily also brings SWAT team of the RS MoI has searched the houses of four Bosniak returnees to village Burnica near Bratunac. Asim Dedic, owner of one of the houses, stated that his house was searched by policemen who looked for weapons. Sefket Hafizovic, RS National Assembly Deputy Speaker, immediately asked for the meeting with RS Police Director, Dragan Adnan, because of this. “Andan told me that they had to search the houses as they had information that mujaheedin terrorists are behind [this]… This is the same scenario where SDS is trying to diminish the importance of 11 July by scaring people of coming to Potocari,” said Hafizovic.

OHR urges: ‘Without speculations on who is behind it’

Lukac certain investigation to be completed successfully

 

Dnevni Avaz pg 2 ‘I am sure we will successfully complete investigation’ – The Deputy Head of SIPA, Dragan Lukac, stated in Bijeljina that the planting of explosive near Potocari caused a serious security situation which demands the engagement by all security structures. “It is too early to bring any kind of conclusions, but I am certain we will complete the investigation successfully,” said Lukac.

FTV: Returnees scared, but preparations for ceremony go on

 

FTV by Salih Brkic – FTV comments that the incident has disturbed the returnees to Srebrenica; however since the were no explosives found in the Memorial itself, preparations for marking the anniversary of massacre have continued on Tuesday morning. “Of course we are afraid, especially now after something like this happened. Nevertheless, we believe that – with help of the members of the RS Ministry of Interior, and all other security forces – we will be safe in Potocari on July 11”, said Memorial Centre Potocari Director Mersad Smajlovic.

Mtg on security during Srebrenica commemoration: 50.000 people to attend 

 

RTRS by Tihomir Joksimovic – Meeting of the agencies participating in ensuring security during the marking of Srebrenica massacre anniversary was held on Tuesday. The security of the ‘March of the Peace/Death’ from Crni Vrh to Srebrenica is being considered as the priority. The list of attendants to the ceremony in Potocari has not been completed but about 50 000 people are expected. The Director of RS Police Dragomir Andan stated that the RS MoI is actively and professionally participating in securing the area in Potocari but “we cannot do everything alone and we have to rely on other protection agencies”. Ragib Hadzic from FBIH MoI announced the extensive search of the vehicles on that day. The next meeting will be held on Friday, 8 July. Mesic rejects UK ’s proposal for all to apologize in Srebrenica

RHB – Croatian President Stjepan Mesic stated that the perpetrators of the war crimes are the only ones who should apologize for their actions. “I don see how Croatian people is responsible” added Mesic. Mesic reacted on informal suggestion of United Kingdom for all sides that were in the war to apologize on the Commemorational Day in Potocari in Srebrenica.

This law, which includes members of the Army of BiH and the Croat Defence Council (HVO), obliges the FBiH Government to provide additional 120 millions KM in budget for 2006. FBiH Prime Minister Ahmet Hadzipasic immediately said that they would not be able to honour that. “Especially if one knows that World Bank insists that only 288 millions KM should be available for the users of soldiers’ rights. In that case even the current users will have 10-15 percent lower incomes”, said Hadzipasic. The law on special rights of recipients of war decorations and members of their families should be applied as of January 1, 2006. After the law was accepted, PM Hadzipasic urged the FBiH Parliament to come out about its confidence in the FBiH Government, because, as he said, there is not enough money for the implementation of this law. “I completely support 22 delegates who requested that both Houses of FBiH Parliament should discuss the confidence in FBiH Government as soon as possible, because Government, with current ministers, cannot provide additional 120 millions KM in budget for 2006”, said Hadzipasic.

He stressed: “PBS Law has entered parliament procedure – hence, all the attention now must be directed towards police reform.” Following the meeting with Dragan Cavic, RS President, SDHR Ney stated that the meeting discussed police and defence reforms, adding: “As for police reform, we have agreed talks on possible compromise must resume asap.” Speaking of defence reform, SDHR Ney said that this is the condition for accessing the PfP, adding that session of DRC will be held on Friday, July 8th and he will attend it.

SNSD’s Simic on police reform: entities borders could be cross only if necessary

 

BHT 1 by Boris Gagic – BHT 1 says that since the OHR will not give up on the three basic European principles regarding the police reform, RS opposition parties suggested a compromise solution. “We still believe that the entity borders should be a primary principle, but we also think that this principle could be violated if, and only if, it is absolutely necessary”, said SNSD member Krstan Simic. According to the BHT reporter, RS Government claims that it is preparing the solutions that will satisfy the European criteria, but with no further details.

Terzic in Zagreb : agreement on Ploce port soon to be discussed; DA: Terzic/Sanader to sign agreement on property issues

 

BHT1, RTRS, Dnevni List, pg 4, mentioned on front ‘Terzic rushes solution to issue of Ploce port’, by Ivica Glibusic – The Chairman of BiH Council of Ministers, Adnan Terzic, attended the opening ceremony of premises for the International commission for Sava river basin in Zagreb on Tuesday. On top of this, Chairman Terzic met with the Croatian Prime Minister, Ivo Sanader, with whom he spoke about property and legal issues between the two countries. As for the issue of Ploce port, Terzic said the issue would be left for harmonization by the Inter-state cooperation council. Furthermore, Chairman Terzic announced he would be going to Zagreb in late July to officially meet with PM Sanader and talk about pending issues between BiH and Croatia. Oslobodjenje pg 8 ‘ICTY is piece of cake for the process that would be lead here’, mentioned on cover, by Vedrana Zivak – In an interview to Oslobodjenje, RS President Dragan Cavic comments to the possible solutions to the crisis in Council of Ministers stating: “It is not realistic to expect Adnan Terzic, will leave [from CoM Chair position], neither he should… It necessary to define all issues that are subject of disputes in CoM and continue to work in order to complete this mandate, but also start the negotiations on Stabilisation and Association Agreement with EU in order to ensure the SAA is signed in next year.” Cavic adds he believes that current parliamentary majority should stay the same until next elections: “I cannot prejudice the solutions, but those participating this crisis should make all one step behind.” Asked to comment possibility of establishing two new ministries in CoM, Cavic says he doesn’t believe this would be possible as the CoM has no resources for this to be a condition for resolution. Asked about police reform, Cavic expressed hope this will be agreed on soon, stressing “we all need that process.” Noting that SDS is ready to discuss constitutional change under possibility that there is consensus on this issue, Cavic says that SDS is the only party without any rights to finances form the state budget and without the court’s decision on this.

SBiH’s Safet Halilovic on possible establishment of two ministries in CoM

 

Hayat by Denis Zaimovic– Reporter says that the Council of Ministers has been facing a crisis for which one of the solutions is reconstruction, however notes that this option is unlikely as some of political leaders aren’t prepared to consent to it concerned about possible consequences. According to BiH Ministry of Civil Affairs, Safet Halilovic reconstruction is a possibility: “As far SBiH is concerned, and me personally…if it comes to reconstruction, we will insist on establishment of two new Ministries [of Agriculture and Health]”. Halilovic adds that the establishment of these Ministries is justified as the current CoM composition doesn’t respect the equal ethnic distribution of positions, thus the enlargement would solve this issue. According to the same source, the only person who opposes to this option of crisis’ settlement is Mladen Ivanic. According to NN inset pg 2 ‘SDA criticizes Adnan Terzic’, one of officials close to SDA top told NN that Adnan Terzic is responsible for having acted as free shooter, adding that the party would support any of his decisions after all.

According to Deputy Director of BiH State Border Service, Robert Peric, according to his knowledge the BiH CoM did not reach an agreement about the issue with the Croatian and SCG authorities, stressing that the current arrangement with Croatia says that minors have to have passport to get to Croatia.

VL on Dzihanovic’s proposal of constitutional changes: Few FBiH ministries to demise

Vecernji List, pg 2 ‘FBiH Government to lose one third of ministries’, by Eldina Medunjanin – The article is dedicated to the proposal of constitutional changes that was proposed by the FBIH Vice President, Sahbaz Dzihanovic, which includes demise of some FBiH ministries, the jurisdictions of which would be assumed by the state Government. VL reckons that the rationalization of executive authority in the FBiH would receive a considerable support from both the ruling and opposition parties, and VL believes that several FBiH ministers will be ‘shut down’ in the process. In that context, VL lists the Defence and Interior ministries, as well as ministries of Justice, Trade and Traffic.

BHT 1 by Vesna Simic – Serbia is determined to extradite Ratko Mladic to the ICTY if he hides in Serbian territory, stated SCG Minister for Human Rights and Minorities Rasim Ljajic at the roundtable “War crimes, trial, justice, reconciliation” which started in Belgrade. Although he stressed that authorities in Belgrade are aware of the fact that Mladic is an obstacle on Serbia’s path to European Union, Ljajic repeated that no one knows where he currently is. “I said it quite a few times: we’ve looked for Mladic in one monastery on one mountain, in one private house, in one private apartment in Belgrade, in one private clinic in Belgrade, and some other locations – and he was not there, although we had reliable information that these were his hideouts”, said Ljajic. SCG Minister of Defence Prvoslav Davinic said that crimes were committed on all sides, but that Serbia has to clear in its own yard first. “At this moment, three constitutional peoples in BiH – and especially Serbs and Serbia – are not ready to admit everything that happened during the war”, said Serbian President’s Advisor Jovan Simic. In the same time, Serbian Radical Party announced that Serbian President Boris Tadic should not go to Srebrenica, asking “what’s Serbia got to do with that crime?” Just before the beginning of the conference “War crimes, trial, justice, reconciliation” conference, several jumbo posters in Belgrade – which shows the images of Srebrenica massacre – were covered with insulting messages, such as “there will be a re-run”, “Ratko Mladic” and so on. Mass grave containing bodies at least 7 Serbs found

General Ratko Mladic had some personal terms, that were not unacceptable. He has demonstrated understanding for the situation Serbia is facing…”

This is not safe space that people indicted by ICTY would find safe to hide.” Finally, Cavic, who also says it is his moral obligation to go to Srebrenica, concludes by saying that “ICTY is piece of cake in comparison with the processes to be lead in this country. There are 12.000 people of different nationalities in this country with a status of war crimes suspects, and possibility there will be many more. This process will take decades and we have to learn living with this problem.”

BHT 1 by Hajrudin Redzovic – The meeting of the entities’ officials, members of the international community and the heads of the several RS and FBiH municipalities, working to resolve the issues of Bosniak returnees to Kotorsko problems, ended without any agreement. After DobojMunicipality granted 120 building sites in Kotorsko to the Serb refugees from Ozren and Vozuca, Bosniaks from Kotorsko – who claim that they own that land – sued RS and DobojMunicipality. Eight years and two Doboj Municipal Heads later, nothing is solved: Serbs still don’t want to leave Kotorsko, where they have built new houses, and Bosniaks still don’t want to give up what they say is their land. Tuesday’s meeting was organized on the initiative of the RS National Assembly vice president Sefket Hafizovic. “The representatives of Zenica-Doboj and Tuzla Cantonal Cantonal Ministries, as well as the FBiH and RS Ministry of Refugees and Displaced Persons stated that they are ready to finance the restoration of 50 houses in FBiH for Serbs who currently live in Kotorsko. But those Serbs do not want to return to the FBiH”, said Hafizovic. FTV, RTRS – also report on the failure of the meeting.

Terzic to meet with farmers today

Bakic also said: ‘We would demand defining of precise deadlines, however, we shall not stop with the protest until demands were met.’

Update to co-capitalization of ‘Energopetrol’

 

Vecernji List, pg 5 ‘MOL refuses to pay hidden debts’, by Dejan Jazvic – the INA-MOL consortium will today (Wednesday) submit the FBiH Government its final reply to the FBIH Government’s request related to taking over of all ‘Energopetrol’s’ debts, which are apparently a lot bigger than stipulated in the original tender. According to VL, the original tender mentions 60 million KMs, whilst the ‘newly discovered debts’ amount to additional 80 million KMs. According to the manager of INA BiH, Franjo Bozic, even the original offer by the consortium to cover the original debts was ‘too generous’, whilst the taking over of some new debts would be ‘a real exaggeration’. Dnevni List, front pg splash ‘Sanja Vuleta escaped from BiH’ and pg 49 ‘Vuleta escaped to Italy or Austria’, by I. PopovacSanja Vuleta, who is to face murder case re-trial in Mostar, has apparently escaped from BiH. (NB:this is a high profile murder case in Herzegovina)

Nacional: CIA interested in mujahiddin in BiH

Nacional, pgs 24-27 ‘CIA looking for 900 Bosnian mujahiddin’, by Merima Spahic, Maroje Mihovilovic, Berislav Jelinic – Carries an extensive report related to the recent visit of the CIA Director, Porter Goss, to BiH. Nacional says Goss spent only few hours in Sarajevo, during which he met with the OSA Director, Almir Dzuvo, and the High Representative, Paddy Ashdown. OHR told Nacional that media reports about alleged conflicts between Ashdown and Goss are untrue, as well as the Serbian media claims that Goss came to lecture Ashdown. Nacional goes on to say that Goss did not come to BiH to talk about intelligence on whereabouts of war crimes suspects, instead he came to task OSA to collect all information on movements of foreign nationals who have BiH citizenships and who are labelled in the US as Islamic fundamentalists. Nacional also says the last time a senior CIA official visited BiH (beginning of 2002), a group of naturalized BiH citizens (the so-called ‘ Algiers group’) got extradited to the US in one month time. Finally, the article reads that Goss was not happy with the attitude of BiH authorities towards terrorism, especially after the BiH Government sent a request to the US to release the ‘ Algiers group’ from Guantanamo bay.
