SDP’s Komsic: Police reform to return to institutions

 

 

 

SRNA – According to the SDP representative, Zeljko Komsic, the representatives of the political parties have reached an agreement at the meeting today to return the discussion on the police reform to the institutions, and again organize the meeting of the political leaders afterwards. Komsic also told journalists that “all this seems to be a bit unserious and it appears like a farse, especially since we waited for SDS representative for two hours.”  According to the agency, BiH CoM Chairman Adnan Terzic and HR Paddy Ashdown are expected to address journalists later in the day and present the conclusions.

Meeting on police reform commences in Sarajevo

 

BH Radio 1 Vanja Ilicic, RHB – Representatives of the leading political parties in BiH have gathered this morning in Sarajevo to hold the meeting on police reform. As the Chair of the BiH CoM, Adnan Terzic, told journalists just prior to the meeting, the reason for the gathering is the request of the RS Government to return the talks in the parliaments. Terzic insists what has been agreed on Vlasic not to be changed, adding that the today’s meeting should set the further activities to lead towards the solutions of remaining issues concerning uniforms, HQs and police regions. Reporter says that the majority of those who were invited did come to Sarajevo [without naming them]. Meeting is also attend by the HR Paddy Ashdown and Head of EC delegation to BiH, Michael Humphreys

FBiH HoR in session

 

BH Radio 1 Ljiljana Radl, RHB – FBiH House of Representatives holds the extraordinary session today in order to discuss the changes to the law on FBiH internal debt. OHR insists on these changes, as the law stipulates the authorities to complete the process of registering the debts to the old currency savings holders by 28 August. The process however has not even started, and the new change to the law foresees extension of the deadline to the end of year. Representatives also adopted the conclusion tasking the FBiH Government to inform citizens through media where they can register their old currency savings in period from 12 September to 31 December.

RSNA in session

 

BH Radio 1 Brana Markovic- RS National Assembly has commenced the session this morning to discuss the information of RS internal and foreign debts. As for the foreign debt, it was noted that by the end of last year it has amounted to just over 1.5 billion KM. After this, the delegates will hold new session whose agenda includes 39 items of agenda regarding laws in a field of judiciary, inspections, university, agriculture, public notaries, etc. 

HNZ on RTV system law

RHB – HNZ (Hrvatska narodna zajednica – Croat National Alliance) says the decision of the BiH Constitutional Court that the Law on RTV system does not endanger Croat vital national interests shows the unsolved constitutional status of BiH Croats. HNZ argues the decision shows that the Croats do not decide what’s their national interest, instead it is decided upon by others because the Croats are not adequately represented.

BHT Boris Gagic– BiH Council of Ministers (CoM), Adnan Terzic expects solving police reform issues at the political parties’ leaders meeting on Tuesday. It is unknown who will be present from RS. Ruling parties do not know who will represent them at the meeting. No one will come from SNSD. RS Prime Minister Pero Bukeilovic, who is not invited to the meeting in Sarajevo, reminds that party’s leaders took full responsibility for police reform. “They need to finish what they started on Vlasic, if they agreed on anything on Vlasic. I would be more than happy if they agree tomorrow and finish that job,” Bukeilovic stated. Who will and will anyone represent SDS at this meeting is unknown. This party remains at its earlier position, future police regions can’t cross entities’ border. ”I think that tomorrow’s meeting will not result with reform statements. The goal is to start with a new round, Momcilo Novakovic, SDS representative stated. Better coordination between RS Government and RS representatives in BiH joint institutions was the subject of Monday’s session in Banjaluka. Police Reform was not on the top of agenda. Goran Milojevic, PDP representative, assumes that Mladen Ivanic, PDP leader, will attend the meeting.  SNSD says that they suggested a compromise long time ago. They indicated that they would not come in Sarajevo for the meeting.

Oslobodjenje cover splash, pg 7 ‘SDA punishes Tuzla because of agreement with SDS’ by Azhar Kalamujic – Daily carries that according to the BiH Council of Ministers Chair, Adnan Terzic, the outcome of today’s meeting on police would be consensus reached on whether the talks regarding police reform would be continued in the parliaments or in similar gatherings of opposition and position parties. “There will be no new agreement on police restructuring at the table,” claims Terzic. Daily writes that OHR has a bit different agenda of the outcome. OHR Spokeswoman, Ljiljana Radetic, stated that “OHR hopes the meeting participants will agree on establishing a working group which would seat during the summer and than would represent the draft agreement.” This document, says Radetic, would be a basis for further negotiations to be held in early September. Terzic says he is not aware OHR intents this, but adds that such working group already exists and is composed of Security Minister, entity Prime Ministers, Director of SIPA, him, etc. Daily also carries comment by SDP leader Zlatko Lagumdzija who claims that he was already approached by SDA and some members of the international community on new proposal regarding the distribution of police regions. He claims that Terzic has reached ‘dishonorable’ agreement, which among other things also includes move of police region HQ from Tuzla to, as journalists says, Bijeljina or Brcko.  If this plan is adopted, Lamgudzija says he will accuse IC and SDA of high treason, adding Tuzla is being published by SDA as the party never won elections there. 

DA: SNSD will not participate meeting on police reform; NHI: RS parties must be ready for compromise

 

Dnevni Avaz pg 2 ‘SNSD will not arrive, Dodik on vacation’ by A.M. – SNSD Vice President, Krstan Simic, announced that the party will not be present at the today’s [Tuesday] meeting regarding the police reform. Explaining that Milorad Dodik is on vacation, Simic adds that the second reason for not attending is party’s stance that the talks are a task of parliamentary majority in both entities and the state. “We don’t want to come upon invitation of the Chair of the Council of Ministers without being a part of those authorities, or the parliamentary majority. SNSD believes that we should first get a proposal and than to take a stance on it. To propose solutions in capacity of opposition party is not wise,” said Simic. Inset ‘Without compromise by RS parties there is no sense to attend’ carries Dobrica Jonjic, Chair of NHI Executive Board, expressing his hope that RS parties to attend today’s meeting will come ready to reach compromise regarding the crossings of inter-entity lines. Otherwise, says Jonjic, there is no point in meeting.

DL: SDP to take part in police talks

 

Dnevni List, pg 3 ‘SDP in negotiations after all’, not signed – SDP’s Damir Hadzic confirms that the SDP will take part in today’s talks on police reforms. According to SDP’s knowledge, the ruling parties have already reached a certain compromise, which is allegedly very bad.

EC’s Humphreys: Police reform the only obstacle to EU

 

Dnevni List, pg 3 ‘Police reform the only obstacle to EU’, by Mensud Zorlak, Dario Pusic – Announces that the Head of EC delegation to BiH, Michael Humphreys, will be taking part in today’s talks on police reform in capacity of supervisor. He will present his view of the situation to the EU Enlargement Commissioner, Ollie Rehn, who will take the final decision whether BiH deserves a chance to start with the SAA talks. Humphreys says: “The Constitutional Court of BiH took a decision on the Law on Public RTV system and I expect the law will soon pass through the parliamentary procedure. In that case, the reform of police forces will be the only issue that domestic politicians need to agree upon so the country can start with the SAA talks”.

VL: Lots of trading with police regions

 

Vecernji List, pg 2 ‘Trade with police regions at detriment of Croats’, by Zoran Kresic – VL learns from an anonymous participant of ‘preparatory’ talks that have been carried out in past few weeks that the forthcoming talks on police reform, which start today, will most probably be a success and that a compromise means as less moving across the entity border lines as possible. The source says the 9+1 police map will be revised in order for the Serb side to agree to reforms i.e. to agree to abolishment of the RS Interior Ministry. Apparently, there were ‘trades’ with police regions, which resulted in a deal that police regions should not get across the entity lines in eastern Herzegovina and central Bosnia. In the same time, the police regions would get across the entity borders near Brcko, Tuzla, Banja Luka and Sarajevo.

Covic and Tihic meet to talk about crisis in BiH CoM, ongoing reforms

 

Vecernji List, pg 3 ‘Covic announces talks on constitutional changes’, by zk – VL learns that the President of HDZ, Dragan Covic, met with the SDA President, Sulejman Tihic, late last week when they talked about the crisis in the BiH CoM and relations between the partner parties. On that occasion, Covic also announced that talks on constitutional changes would be open in BiH soon. Covic told VL that two of them agreed to meet with the Serb side after the summer holidays to talk about staffing issues and constitutional changes. Covic and Tihic also agreed to continue talks about other reform processes, such a police reform, after the summer holidays.

Cubro – announces the continuation of the police reform talks, carries statements of SDP’s Zlatko Lagumdzija, Head of EC Delegation to BiH Michael Humphreys, appeal of CoM Chairman and HR with regard to necessity to continue the talks and find a solution for the police reform and also carries the inset ‘Von Kitlitz: non-attendance will not contribute to the police reform’ – German Ambassador to BiH Arne Von Kitlitz met with SNSD’s Nebojsa Radmanovic Monday in Banja Luka, after which he has stated that the announced non-attendance of SNSD to police reform talks will not contribute to the police reform. Radmanovic reiterated SNSD’s stance by saying the party would not attend the talks, while RS PM Pero Bukejlovic informed the German Ambassador with the stance of RS Government by saying the police reform must be executed in accordance with EU principles and in frame of institutions.

SRS expects from RS parties’ reps to follow RS Govt’s and RS NA stances re police reform

 

Glas Srpske pg 5 ‘Against secret meetings’ by Z. Ma. – RS SRS President Milanko Mihajlica expects from representatives of RS parties, who were invited to attend the police reform talks in Sarajevo today, to follow stances of RS Government and RS NA. ‘Police reform talks must continue, but in frame of RS and BiH Constitutions. Representatives of RS Government, F BiH Government and CoM should be the ones to conduct these talks’, Mihajlica has stated and added that SRS opposes to any secret meeting. He said HR Paddy Ashdown, by inviting parties’ representatives to the talks, had supported SDA, which finds RS Government’s stances on continuation of negotiations unacceptable. It also reads that, judging the announcements of RS political parties, the new round of talks on the police reform does not have great chances to be successful.

Draft Law on Defence should be before delegates of Entities’ parliaments after summer holidays

 

BHT Tanja Alavuk – Draft Law on Defence should be in front of delegates of Entities’ parliaments after summer break. If adopted, Defence Reform project will be financed by USA. Deadline for adopting a Law is November 17 2005. Until law is adopted, FBiH Minister of Defence, Mirosalv Nikolic, suspended recruitment. “As a SDA member, I have to say that we have had a complaints on subjects that are already signed and what will go to the Entities’ parliaments…November 17th is very close, and by that date we have to have a final document on Defence System in BiH Irfan Ajanovic, delegate in FBH Parliament stated. BiH Council of Ministers Chair, Adnan Terzic, thinks that EC should financially support defence reform, even the reform is under NATO patronage. “Reforms mean directly introduction of European standards… direct help, support and pressure to stabilize and standardize life in this region. And that is why the Brussels should be interested to finance all reforms that we should implement” Terzic stated.  If Law on Defence is adopted, Entities’ Ministries of Defence would be abolished BiH would have three multinational brigades with headquarters in Banja Luka, Tuzla and Mostar. “People who are presently employed within entities’ defence structures will become a part of structures of BiH forces, starting with 1st January 2006.” Said BiH Minister of Defence, Nikola Radovanovic.

FBiH Defence Minister Nikolic orders postponement of military service for August class of recruits

 

Dnevni List, pg 5 ‘Temporary postponement of military service’, by NINA, Vecernji List, pg 3 ‘Military service postponed’, by ra, Slobodna Dalmacija, back pg ‘Temporary postponement of military service’, by F – FBIH Defence Minister Miroslav Nikolic issued an order on temporary postponement of serving of the obligatory military service for the August class. Nikolic made this decision based upon the fact that all political parties agreed that they would support the new draft law on service in armed forces and because of activities of the Defence Reform Commission. Apparently, the August class will be sent to army in October and December.

NATO’s Scheffer welcomes agreement on defence reform: ‘Reforms must be turned into laws’

 

Dnevni Avaz pg 5, mentioned on cover, ‘Reforms must be turned into laws’ by Sead Numanovic – In an interview to DA, the NATO Secretary General, Jaap de Hoop Scheffer, welcomes the newest progress in BiH when it comes to reforms, especially in field of defence. “At the same time, there is plenty left to be done. FBIH and RS Armies must cooperate more closely, and reforms agreed on conceptual level not must be converted into laws. Incidents which demonstrated questionable loyalty of some parts of structures inside the armed forces in BiH must get, and will get, decisive and harsh response,” stressed Scheffer. He adds that the only remaining political obstacles on BiH’s and SCG’s road to NATO is the fact that Radovan Karadzic and Ratko Mladic are still at large.

S. – Chairman of BiH Council of Ministers Adnan Terzic and Head of EC delegation to BiH Michael Humphreys signed an agreement on financing the CARDS program for 2005 worth 49,4 million euros in Sarajevo on Monday. The funds are intended for ensuring and helping/supporting the return of refugees, fight against discrimination, ongoing reforms including the reforms of public administration and judicial systems, education and the economic development. “Through CARDS program the EU has already invested 375 million euros in BIH in addition to 2,6 billions euros invested through all other programs launched EU by and monitored by EC and we hope that it will help BIH to fulfill obligations that it accepted on its path towards EU” stated Humphreys. On the other side, Adnan Terzic did not conceal his disappointment with the total amount of the funds. “49.5 million euros is catastrophically small amount of money intended as a help for BIH” said Terzic. He added that EU would also have the benefits from reforms in BIH since those reforms would ensure the stability of the region.

BHT presents latest research results prepared by PULS Agency: Majority of citizens not supporting government

BHT Damir Simic – BHT brings latest research results prepared by PULS Agency. Sample was 1.000 examinees. The goal is a tracking a political trends in BiH. 19% of examinees from FBiH think that BiH is on good path in development. In RS are just 11% who thinks the same way. This research shows that BiH Council of Ministers, Entities’ Governments and other authorities do not have more than 50% of citizens’ support, reports BHT.

SD: Covic and Ashdown made a deal about PBS law

 

Slobodna Dalmacija, pg 12, mentioned on front ‘HDZ’s top tricked the Croat TV channel’, by Zlatko Tulic – The author says that the decision by the BiH Constitutional Court to declare the Proposal of Law on RTV system as not destructive for the Croat vital national interests is no surprise. Tulic says it is the HDZ top that is the most responsible for the situation, reminding that professor Slavo Kukic predicted such scenario earlier when he stated in a TV show two months ago that everything related to the PBS law was arranged by Dragan Covic and the High Representative for BiH, Paddy Ashdown. SD explains that the plan was that the HDZ invokes the vital national clause, which was eventually turned down by the Constitutional Court, which is presided by Mate Tadic, who is, together with Covic, charged with illegalities in the ‘Lijanovici’ case. In that case, the HDZ would save its face before the electorate.

RHB, Dnevni List, pg 5 ‘Covic and Tadic talked about reforms to Public RTV system’, by NINA – Reports that the President of HDZ, Dragan Covic, and President of HSS, Marko Tadic, met in Mostar yesterday when they talked about reforms to the RTV system, Law on higher education, changes to the Constitution and Election Law. According to an HDZ statement, the two presidents stated that the parties had both joint and different positions regarding aforementioned issues. The statement did not go into details.

Vecernji List, pg 2 ‘BiH is far away from Europe’, by Ilko Barbaric – Commenting on chances of BiH to join Europe i.e. the EU, the author says the statement by the High Representative, Paddy Ashdown, that BiH politicians will determine the future of BiH sounds like a ‘blasphemy’, since Barbaric believes the BiH politicians do no have either the strength or vision for it. Barbaric is wondering what kind of European future BiH is in for, “when a people, needless to say which one, does not have a right to media in its own language, education system, its history, and finally the territory”.

RS PM Bukejlovic met Serb reps in BiH institutions, agreed on better mutual cooperation

 

RTRS, Glas Srpske pg 2 ‘Agreement is the best response’ by G.Dakic, Nezavisne Novine pg 4 ‘Better mutual cooperation announced’ by Agencies – RS Prime Minister Pero Bukejlovic and the Serb representatives in the BiH institutions Monday in Banja Luka have agreed to intensify the cooperation and coordination between the Government and state-level institutions for the purpose of boosting the efficiency of work and passing the necessary laws on BiH’s road to European integration. Bukejlovic told a press conference that this meeting was not organized in connection with Tuesday’s talks on police reform in Sarajevo, but that it was previously arranged to exchange information on work of the Government and the state-level institutions. According to GS, Bukejlovic said he was not invited to attend police reform meeting, expressing hope that this meeting would reach an acceptable solution. Deputy Speaker of the BiH House of Peoples Goran Milojevic welcomed the entity Government’s initiative for improving cooperation and boosting efficiency, stressing that exchange of information in the future would be raised to a higher level and that this would “result in a better status of RS within BiH”. The Chief of SDS Caucus in the BiH HoR, Momcilo Novakovic said that these meetings are an opportunity to intensify cooperation at the level of institutions with the aim of ensuring that the ongoing processes are clearly defined through the stands of the Government, the Council of Ministers and representative groups. According to GS, Bukejlovic commented on defense reform, saying that the RS NA should discuss documents DRC adopted and take a stance regarding transfer of constitutional authority to BiH level.

Crisis at Brcko District Assembly continues

 

Oslobodjenje pg 3 ‘Crisis in Brcko District continues’ by Fena – Chairmen of Brcko District Assembly Caucuses and Mayor Mirsad Djapo Monday failed to reach an agreement with regard to holding 17th regular Assembly session. The session was adjourned last week after the adoption of the agenda, which was opposed by Serb delegates and after which they have walked out from the session. The agenda, upon the initiative of Mayor Djapo, included items regarding the Regulation Plan on “S” and “Srpska Varos” settlements in Brcko. Serb delegates demanded for these items to be excluded from the agenda with an explanation that a procedure was not followed as well as that the construction of a mosque on grounds of former military barracks would be inappropriate. HSS delegate Ivica Ageljic has stated that no progress was achieved on Monday because the Mayor refused to exclude the disputable items from the agenda, while Serb representatives refuse to attend the session as long as the items are a part of the agenda. ‘There are some signals that mosques, instead on grounds of the former military barracks, might be constructed at some other location in “S” settlement. This matter is still to be discussed and no stance was presented with regard to this matter’, Ageljic has stated.

Lemo, FENA – International Scientific Conference “Genocide against the Bosniaks of UN safe haven Srebrenica July 1995 – lessons for future generations”, which took place from July 11 to 15 in Sarajevo and Potocari, has determined that genocide was in fact committed in the Srebrenica area, which calls for defining the crime and political implications of the crime from the legal point of view. Presenting the conclusions of the Conference, which was attended by 120 scientists from BiH and abroad, member of the Organizational Board academician Muhamed Filipovic said that this gathering was exceptionally successful. As he said, the Conference did not have a political, but exclusively scientific character with the task of opening and investigating the problem of Srebrenica based on scientific research. He indicated the fact that this significant gathering was not attended by a single senior state official, which speaks about the character of the current authorities. Participants of the Conference supported the BiH lawsuit for genocide against Serbia and Montenegro before the International Court of Justice, and the results of this gathering will be used in procedure before this court, which starts in February. The participants of the Conference have regarded as shameful the fact that Radovan Karadzic and Ratko Mladic are still at large. It was stressed that these two indicted war criminals must be brought to justice as soon as possible for the future of all people in BiH. “I believe that as long as the English are dominant factor here, as long as Paddy Ashdown is here, Karadzic and Mladic won’t be arrested,” said Filipovic. One of the conclusions from this gathering is that the RS is founded on genocide, that it has therefore to be abolished and that the Dayton Accords must be amended.

Srebrenica, Zepa Mothers express disappointment because Karadzic, Mladic are still at large

 

FTV, Oslobodjenje pg 2 ‘It is shameful criminals are still at large’ – The Mothers of Srebrenica and Zepa Enclaves Association sent an open letter to media expressing their disappointment with ten years of failed attempts by the authorities of RS, Serbia and Montenegro and the international community to arrest the criminals responsible for genocide in Srebrenica. Letter was sent on the occasion of tenth anniversary of raising the ICTY indictments against Ratko Mladic and Radovan Karadzic. It is shameful that the victims, after all sufferings, are still waiting for satisfaction, read the letter.

EU’s Solana says all war crime indictees must be tried

 

BHT – EU High Representative for Foreign Policy and Security Javier Solana exclusively commented for BHT on 10 years passed since ICTY raised first indictments against Radovan Karadzic and Ratko Mladic“Everybody have an obligation according to the Law to find war crime indictees. Those accused for war crimes must go where they belong to and that is ICTY where they will have proper/fair trial” Solana stated.

RS Police Director’s Spokesperson Pejic: RS MoI holds no relevant information that Karadzic and Mladic are in RS or BiH

 

Pink, BHT, Glas Srpske pg 2 ‘In line with Law and conscious’ by SRNARadovan Pejic, Spokesperson of the RS Police Director, told SRNA news agency that RS MoI holds no relevant information that Radovan Karadzic and Ratko Mladic are in RS and BiH. He stressed that RS police is “equipped professionally committed and honest in its intention to fulfill all the tasks anticipated by the Law on cooperation with the ICTY.” He noted that if RS police had information Mladic and Karadzic were outside RS but inside BiH, it would immediately forward those information to the security structures in BiH in charge. Krsman – The international community representatives understood problems of BiH farmers more than local authorities do. BiH farmers have been protesting for 31 days m now in front of BiH State Institutions building. Agriculture reform is needed for BiH’s accession to the EU. Because of this, the High Representative, Paddy Ashdown, will lobby for agriculture sector reform together with European Commission Delegation to BiH Head Michael Humphreys.  They visited protesters on Monday. Ashdown said to farmers that the protests are reflection of democratic society. “As a short term solution, a Commission for Agriculture could be formed and it could be formed even today. That is an obligation of local authorities,” Ashdown stated. “BiH without agriculture policy at state level will not be able to enter the EU,” Humphreys stated. Ashdown warned citizens to pay attention while giving votes next year at the elections. “There is no politics, this is a battle of farmers for their rights” Ranko Bakic, President of Farmer’s Association stated.

BiH, Slovenia to continue talks on social insurance agreement in October

 

BHT, Hayat, Oslobodjenje pg 5, mentioned on cover ‘Continuation of talks on pensioners agreed’, Dnevni Avaz pg 8, FENA – The negotiations between the BiH and Slovenian delegations on concluding the Agreement on Social Insurance and Agreement on Avoiding Double Taxation will resume not later than in October this year in Ljubljana, Ambassador of the Republic of Slovenia to BiH Tadej Labernik said on Monday at the meeting with BiH Minister of Civil Affairs Safet Halilovic and BiH Foreign Minister Mladen Ivanic. Ambassador Labernik does not regard the several month long stall in the negotiations for concluding the Agreement on Social Insurance as an obstruction from the Slovenian side. He added that his country does not have any bad intentions and is prepared to negotiate to resolve disputable matters in the Agreement on Social Insurance. The negotiations between BiH and Slovenian delegations commenced in October 2003 and four rounds have been held so far. Even after the fourth round of talks in November last year, a number of open and non-harmonized issues remain. Over 14.500 pensioners in BiH await conclusion of the Agreement on Social Insurance between BiH and the Republic of Slovenia.

FBiH HoR holds extraordinary session; OHR requests changes to deadlines re verification of old foreign currency savings

 

Dnevni List, front pg splash and pg 4 ‘OHR orders registering of old foreign currency savings’, by Ivica Glibusic – Speaker of the FBIH House of Representatives, Muhamed Ibrahimovic, confirmed for DL that the chamber would today (Tuesday) hold an extraordinary session, which should discuss changes to the Law on internal debts of FBIH and executive procedure. DL goes on to say that the OHR has sent the FBIH HoR a letter, which requests changes to the deadline for registering of the old foreign currency savings as described in the original form of the law. In that context, DL says the FBIH Government did not undertake activities about the issue although the verification of the savings is suppose to be done by end August.

Bugojno: Serb and Croat books removed from library

VL says that Croat returnees see it as another attempt by the SDA and its wartime chief Dzevad Mlaco to discourage the returnees.

Colak: ‘We estimate and believe BiH will not be target of [terrorist] attacks’

 

 

 

Dnevni Avaz cover splash ‘We’ll not hide information on possible attack’, pg 2 ‘There is no information on BiH being possible target of attacks’ by F. Vele – BiH Security Minister, Barisa Colak, states for DA that the task force for fight against terrorism, composed of representatives of all BiH security agencies and lead by one of BiH Prosecutors, is preparing the strategy to defend BiH from terrorist attacks. The strategy, says Colak, will be completed by the end of year. He also says that following a number of attacks carried out in UK, Turkey and Egypt, BiH have not received single information which would indicate that BiH was also a target country. “We estimate and believe that BiH will not be a target of attacks,” says Minister adding hat in case such threat would be present BiH citizens would be informed about it. Colak also denies media speculations claiming that some suspects in those terrorist attacks possess BiH passport/citizenship, adding the Ministry has evaluated these and established there were untrue.

French Foreign Affairs Minister De Villepin: jihad warriors were trained in camps in Afghanistan , Iraq and BiH

Ra – French Foreign Affairs Minister Dominique de Vilepin has stated he an British PM Tony Blair discussed cooperation in fight against terrorism during his visit to London on Monday. With regard to jihad warriors, de Vilpen said they are present in all countries and said these are individuals that were trained in camps in Afghanistan , Iraq and BiH, where they have acquired necessary experience.

Posters calling for unity of Serb lands appear in Bijeljina

 

Oslobodjenje pg 3 ‘People of Srpska seeks for (ethnically) clean land’, Nezavisne Novine pg 4 ‘A politician for a healthy Serb community is needed’ by Onasa – Posters calling for the unity of all Serb lands and politicians who will serve their people in good conscience and with high professionalism, defending Serb national interests, appeared in Bijeljina this morning. The flyers that were posted in many locations in the town refer to the necessity of the unity of Serb lands and urgent arrest of Naser Oric and bear the following message: “If we do not do something today, tomorrow may be too late.” A police statement says that the posters have been removed and that the search for the persons responsible is under way.
