BH Radio 1 Ljiljana Radl – The FBiH House of Peoples has extended the deadline for the Commission on Property Claims for Refugees and DPs for making decisions on the citizens’ requests by the end of year. In continuation of the session, the delegates should discuss the changes to the Law on sale of apartments under tenancy right. However, as the Law is the 16th item on the agenda, reporter says it is hardly possible the representatives will be able to discuss it.

Dodik told BNTV SNSD will today decide on its (non)participation at tomorrow’s meeting on police reform

BH Radio 1 – The Leader of the SNSD Milorad Dodik stated for Bijeljina based BN Television (BH Radio did not specify when the statement was given) that the party will today bring decision whether it will take part in the meeting on police reform to be held in Sarajevo tomorrow. Dodik added the party has no intention of just being formally present without active involvement in the process, adding he will not go to Sarajevo .

UHSP on PBS law

 

RHB – United Croat Party of Rights (USHP) says in its press release that it is not surprised with the decision of the BiH Constitutional Court according to which the Law on RTV system is not destructive for vital national interests of the Croats in BiH. The party notes it will again start the issue of organizing of referendum of BiH Croats aimed at forming of Croat TV.

Terzic and Humphreys sign CARDS 2005 programme

RHB – Chairman of BiH Council of Ministers, Adnan Terzic, and Head of EC delegation to BiH, Michael Humphreys, signed the CARDS programme for 2005 worth 49,4 million Euros in Sarajevo today. The aim of the funds is to modernize reforms, namely to strengthen state institutions.

Numanovic – The leader of 11 political parties will meet in Sarajevo on Tuesday to hold a consultative meeting which should set plan for further activities regarding the police reform. The Chair of BiH Council of Ministers, Adnan Terzic, say the reform is the last Feasibility Study’s condition which has to be met in order to launch the negotiations on Stabilization and Association Agreement. Terzic adds that the talks on reform must be completed by 15 September. The meeting will discuss the proposal by the RS Government on talks to be resumed in the entity government and CoM, which is apparently partly supported by the IC. SDA objects this proposal, and Terzic underlines that the Tuesday’s meeting is aimed at speeding up reforms: “The High Representative and I think that now… the only and key priority of all subjects in BiH should be the agreement on this reform,” said Terzic adding that there will be no changes to what has already been agreed in Konak/Vlasic negotiations. Inset ‘Change of police maps’ carries Terzic as saying that there will be some changes to 9+1 map previously selected by the HR. “I personally thin it is realistic for at least three regions to cross inter-entity line, in directions Tuzla –Bijeljina – Brcko; Foca-Gorazde and… Sarajevo… We also have to change some things in Herzegovina,” concludes Terzic.

Oslobodjenje: RS political parties still have not decided whetherh they will take part in mtg on police reform

 

Oslobodjenje pg 7 ‘Politicians from RS have not yet decided about attending the meeting’ by A. Omeragic – O. Vukovic – Leader of SNSD, Milorad Dodik, has rejected to attend the meeting on police reform to be held in Sarajevo on Tuesday. Inset ‘Terzic’s authority questionable’ carries Dodik as explaining SNSD doesn’t want to be a part of “unsuccessful concept of the authorities.” Dodik concludes: “Terzic is no authority for me, he cannot keep even CoM together, thus is will not go for a meeting,” SDS official, Stanko Pivasevic, stated for daily that party has not yet decided whether its representatives should attend the meeting organized by Chair CoM Adnan Terzic and HR Paddy Ashdown. DNS Vice President, Marko Pavic, said that the party would bring decision on its possible participation today. For the time being, only Petar Djokic and his party RS Socialists confirmed its presence at the meeting. SPRS announced it would demand the return of the discussion on police reform to the institutions.   

NN on police reform talks: SNSD is not coming, SDP’s decision today

 

Nezavisne Novine pg 2 ‘SNSD is not coming, SDP’s decision today’ by M. Cubro – SNSD’s Nebojsa Radmanovic Sunday confirmed the party would not participate in the continuation of negotiations on police reform. He stressed the party has, so far, given a great contribution to the reform but they will not participate to the talks Tuesday because “we do not know why CoM Chairman would invite leaders of the ruling and opposition parties to the negotiations’” SDP’s Zlatko Lagumdzija could not confirm whether the party would participate and said it would reach a decision regarding this matter Monday. Stanko Pivasevic, SDS Spokesperson, could not confirm SDS’ attendance either. HDZ, PDP and Party for BiH will take part in negotiations. PDP’s Borislav Borenovic says the party finds the so far presented police reform model unacceptable. The Party for BiH’s Beriz Belkic reminded that the police reform is the only remaining pre-requisite for the start of SAA negotiations.

NHI leader Zubak says something is being changed in political positions on police reform

 

RHB, RTRS, Dnevni Avaz pg 2 ‘There are signs something is being changed’ – NHI Chairman Kresimir Zubak stated that those who block police reform are now aware that the reform has to be carried out in accordance with European standards. Zubak stressed that it is hard to say whether the agreement on police reform will be made on Tuesday when negotiations on it will continue. He confirmed that NHI representatives will attend the meeting and added that NHI is in favor of police reform as suggested by European Commission.

SRS not to support transfer of defence, police authorities from the entity’s to the state level

RHB, RTRS, Dnevni Avaz pg 2 ‘Radicals oppose all the reforms’ – SRS stressed that its members in RS institutions will not accept transfer of defense and police authorities to the state level. SRS feels that the work of RS representatives in BIH institutions is not good enough and is asking BIH Presidency member Borislav Paravac to coordinate activities of Serb representatives.

On Saturday, the BiH Constitutional Court announced that Law on Public Broadcasting System does not endanger the vital national interest of Croat people in BiH. “I don’t want to comment the decision as the BiH Presidency Chair, but I must say that as a man I am deeply disappointed. Either there will be equality in this country, or there will be no the country. I think that the Law on Public Broadcasting System has some elements of racism”, said Jovic.

Nezavisne Novine pg 5 ‘Law be out in effect after its adoption at House of Peoples’ by M.Cubro Mirsad Ceman, Chairperson of the Constitutional and Legal Commission of the BiH HoR, confirmed that the Law on PBS will be put into effect the day it is adopted at the BiH House of Peoples, regardless of announcements of Croat delegates they would file a suit with Strasbourg Human Rights Court. Ante Spaic, President of the Croat Caucus at HoP, said that “is most likely” suit will be filed, reiterating the Law on PBS does not guarantee equality of the Croats in BiH in public broadcasting sector.

Dnevni List, pg 5, mentioned on front ‘Croat will create new state within BiH’, by Marko Karacic – Following the BiH Constitutional Court’s decision, which says the Proposal of law on RTV system is not damaging vital national interests of the Croat people, the President of HDZ Caucus in FBIH Parliament, Ivan Madunic, says the Court was only obeying what the OHR told them to do. He believes what is going on (in BiH) right now is that the state is being divided down the middle and that the Croats will have to make their own state from the beginning because a people has to have a space to live. “If any people has any right, then it is a right to media. HDZ’s Sopta on PBS law: OHR interferes into work of judiciary

 

Vecernji List, pg 5 ‘Court bypasses constitutions and international charters’, by Miroslav Vasilj – The author says that the ‘disappointment’ is the best word that can describe reactions of the Croat people and Croat parties following the BiH Constitutional Court’s decision, which says the Proposal of law on RTV system is not damaging vital national interests of the Croat people. An HDZ MP in the BiH Parliament, Ruza Sopta, says she learned from OHR representatives about the Court’s decision a few days ago before it was actually made public, and Sopta says it is a clear case of interference into the work of judiciary. She also notes that the issue could be taken to the European Human Rights Court in Strasbourg.

Tadic (HSS) on BiH Election Law: Threshold legalizes ethnic cleansing

 

Dnevni List, pg 8, mentioned on front ‘Legalization of ethnic cleansing in BiH’, by Zvonimir Jukic – The President of HSS (Croat Peasants’ Party), Marko Tadic, is resolutely condemning attempts to change the BiH Election Law, whose aim is, according to Tadic, to legalize the ethnic cleansing of Croats from the RS. Tadic explains that the HSS wants the abolishment of the current threshold (set at 3%), otherwise it would represent sanctioning of the ethnic cleansing. Tadic believes that the elections rules and regulations that are applied in the Brcko District and City of Mostar are the only ones that are, to some extent, in accordance with the decision of the BiH Constitutional Court regarding the constituent status of the three peoples in BiH.

VL: Croat opposition fails to unify one more time because of narrow minded interests

 

Vecernji List, pg 2 ‘Non-democratic league’, by Miroslav Vasilj – Commenting on the failure of the Croat opposition parties to join their ranks, the author says it is yet another debacle of the Croat opposition because they could not reach an agreement as to who would be nominated for the candidate for the Croat member of BiH Presidency. Vasilj notes the rift shows that the opposition parties are nothing better than the HDZ, which is being labelled by the opposition parties as a party that cannot rise to the challenge in the Dayton-like BiH.

He notes that Adnan Terzic cannot always count on the support of theparliamentary majority, adding practice shows this. He adds: “You know, it happens that all Serb delegates from the RS – regardless of their political party – oppose proposal of the BiH CoM.”

Carl Bildt: It is high time for High Representative to be abolished

 

Oslobodjenje pg 6 ‘It is high time HR were abolished’ – Carl Bildt, the former High Representative and Swedish diplomat, told Voice of America that Dayton Agreement, by itself, “should not be revised. However, you also have a BiH Constitution, which is a part of this agreement as its annex to be more precise. And this should be developed and discussed”. He stressed that after ten years of existence oif the BiH joint institutions, it is high time the institution of the High Representative were abolished, adding: “Let Bosnians create the future of Bosnia and I am convinced they would do that.”

Pink feature story on BiH Defence Law and Law on military service

 

Pink Aida Hasanbegovic – The event which marked signing of the statement on adoption of drafts of Defense Laws and Law on military service. Defense Reform Commission (DRC) has adopted draft of laws and it is up to BiH Defense Ministry to carry out necessary technical preparations during next week in order for the drafts of laws to be sent to BiH Council of Ministers and Parliament for enactment. BiH Defense Minister Nikola Radovanovic said that abolishment of entity Defense Ministries and recruit unit were the two most important things the law foreseen. “In terms of the procedure, it is going to be carried out in three Parliaments, due to the fact that entity Constitutions need to be changed and this has to be done by entity Parliaments. BiH Parliamentary Assembly is in charge of the adoption of the laws”, said Radovanovic. The High Representative Paddy Ashdown welcomed the adoption of draft of laws. Domestic and foreign military experts find the offered solution great, since it foresees meeting of NATO standards. “Once BiH is securely in NATO, there will be no fear of conflict or war, not only within BiH itself, but region as well. This has to pass the Parliament procedure since it will make well not only to BiH but to the whole region”, said EUFOR Commander to BiH David Leakey. Representatives of International Community warn BiH politicians that some issues are more important than politics and ask them to adopt the laws as soon as possible.

Karadzic and Mladic have been accused of genocide, crimes against humanity and civilians as well as demolishing of religious objects, sniper shooting on Sarajevo civilians and hostage taking of UN soldiers. They are also accused of committing genocide in Srebrenica. Commenting on the anniversary and a fact Karadzic and Mladic are at large, the ICTY representative, Mathias Hellman, said that it was shameful they have still not been arrested.

He also notes that “it is not true that only Kostunica is responsible that Mladic was not extradited to the ICTY. Everybody at DOS knew where Mladic was. All the blame cannot be placed only on Kostunica. As much as Kostunica is responsible, so much I am also responsible or anybody else from DOS.”He expresses hope that the case of Mladic will have been resolved by the end of year.

VN on Srebrenica commemoration: new “Trojan horse”

 

Vecernje Novosti pg 4 ‘Clinton was paid for Srebrenica?’ by Boris Aleksic – The American paper “Strategic policy”, whose analysts have been employed as advisors at USA Ministries of Defence and Foreign Affairs, has warned that the monument to the victims of “genocide” at Potocari represents the new “Trojan horse” and an attempt to create the first “holy place” of Muslims in Europe. The paper also disputes that 8 th9suand Bosniaks were murdered in Srebrenica as well as that it was a genocide. It further claims that Bill Clinton was given the amount of USA $ 250 thousand to come to Potocari, as well as that Paddy Ashdown and Donald Hays have exerted pressures against RS top leadership to sign a false document accepting the official version of Srebrenica events.

Anniversary of war crimes in Keraterm marked

 

Nezavisne Novine pg 6 ‘Memories of 128 victims killed’ by D.Kovacevic – Several hundred citizens of Prijedor gathered Sunday at the former “Keraterm camp” in Prijedor area to mark the anniversary of the killing of 128 Bosniaks in 1992. Fatima Fazlic, a representative of a Women’s Association “Izvor” called on the BiH Court to bring to justice the guards from this prison as soon as possible. Other BiH both electronic and print media also covered the event.

Hadzipasic, Vrankic on FBiH Government, 2005 budget

 

 

 

Dnevni List, pg 3 ‘Budget is not before collapse’, by Erna Mackic – Carries an article dedicated to the situation in the FBIH Government, in which the FBIH Prime Minister, Ahmet Hadzipasic, notes that the Government received the support from the FBiH Parliament because the Government had been doing a good job. He also says that the Parliament and Government will jointly seek solutions to issues that were reached without harmonization between them. On top of this, DL carries the FBIH Finance Minister, Dragan Vrankic, who says the FBiH budget for 2005 is stable despite numerous lawsuits that have been started by members of the FBIH Army, who claim outstanding salaries.

Speaker of FBiH HoP Matic commands FBiH Govt regarding solution to ‘Aluminij’ case

 

Dnevni List, pg 4 ‘Aluminij will not be obstacle to political relations in Federation’, by Nermin Bise – The Speaker of the FBiH House of Peoples, Slavko Matic, is commending the solution, which was reached by the FBIH Government and ‘Aluminij’ management regarding the pending issues in the company. Commending the FBIH Prime Minister, Ahmet Hadzipasic, and his Government, Matic says this should enable the company to progress faster, adding that the same recipe should be applied in other cases that are similar to the ‘Aluminij’ case.

VL: FBiH Education Ministry dominated by Bosniaks

 

Vecernji List, pg 3, mentioned on front ‘Eight Bosniaks and one Croat lead education’, by Zoran Kresic – The author claims that the FBIH Ministry of Education, whose seat should have moved to Mostar ten years ago, is utterly dominated by the Bosniak (senior) staff since it is foremost the Bosniaks, who are the Education Minister’s closest associates. On top of this, VL claims that the FBiH Education Ministers are usually radical members of the SDA and that the Ministry has often tried to transfer the competence from the cantonal onto the FBIH Level, which is, according to VL, anti-constitutional.
