Humphreys says EC would support any RS Government elected in accordance with laws

SRNA, RTRS, BH Radio, RHB – The Head of EC delegation to BiH, Michael Humphreys said EC would support the election of any government in RS, which has been elected in accordance with the Law and is committed to reforms. He gave the statement following today’s meeting in Banja Luka with the outgoing RS Premier, Dragan Mikerevic. He announced he would also meet Pero Bukejlovic today.

Ivanic will not support Karavelic’s appointment

RTRS – Mladen Ivanic, the outgoing BiH Foreign Minister, will not sign the proposal on the appointment of Vehid Karavelic to the position of BiH Ambassador in Pakistan.

BH Radio By Ljiljana Radl, RHB – The FBiH House of Peoples holds session in Sarajevo today. As expected, the discussion on the draft Law on purchase, allocation and return of apartments was taken off the agenda. Delegates also discuss the draft Law on returnees to FBiH, noting that refugee status not to be limited to 6 months. Instead, returnees should be able to continue receiving assistance after that period.

RS NA holds regular session today

BH Radio By Radmila Grubisa –The RS National Assembly has continued with the 23 regular session in Banja Luka today discussing the draft law on treasury, public attorney’s office and court experts in RS. Delegates will also consider the draft law on employment and RS Pension and Disability Fund, which is expected to cause heated discussion. Later in the day, RSNA will also hold 24th session, and SNSD already announced it would demand discussion on situation in Trebinje and Vlasenica municipalities to be included in the agenda.

Bileca municipality demands police further action following the rape case

 

 

 

 

 

 

 

BHT 1 – Following the extraordinary session, Bileca Municipality Assembly demanded from the police, prosecutors and a court to undertake all necessary steps in order to punish rapists of 23 years old girl from Bileca. Great number of Bileca citizens protested due to the fact that three out of four persons arrested under suspicion of raping the girl were released after two days in prison. Citizens also demanded for perpetrators to be arrested, their families moved out from Bileca, police commander to explain the reasons why release was so quick, etc. Police claims that everything was done in accordance with the law, and that there was no reason for the persons to be held detained any longer. The Deputy of the RS Police Director, Nijaz Smajlovic,said that the police was not responsible. If citizens’ requests do not be fulfilled, they are going to request for police leadership to be dismissed. They announced protests for Tuesday also.

BiH Prosecutor indicts Hasan Cengic for office abuse

 

Vecernji List, front pg splash ‘Indictment against Hasan Cengic’ and pg 2 ‘Cengic organized productions of arms in BiH’, not signed – The BiH Prosecution raised an indictments against Hasan Cengic (SDA), an MP in the BiH Parliament, on Monday. VL learns that the indictment covers the period when Cengic was Deputy Defence Minister of FBiH, when Ante Jelavic was the Minister. In that context, VL learns from “confidential sources” that Cengic is charged with abuse of office/authority, namely that he gave a permission to certain company to produce arms for the needs he would decide about. By doing so, Cengic overstepped the authority by failing to inform the Minister, and his decision was never sanctioned by the BiH Presidency and SFOR.

Cengic comments for DA that he did not know that the indictment was raised against him: “I don’t think that crime occurred in [that case]. That company had nothing to do with me, and the permission mentioned has to do with the BIO foundation under my chair at the time. Permission was given in a capacity of ‘permission in advance’ to enable registration of occupation… Issuing that permission did not mean that any weapons production happened.” DA learns that Schmidt offered out-of-court settlement to Cengic, which was rejected.

Popovic; EuroBlic RSpg 1 ‘Bukejlovic heard views of Club of Centre’ – Representatives of four parties in the RSNA making up the Caucus of the Centre – DNS, DS, Pensioner’s Party and ‘Spas – are prepared to conditionally support the appointment of the new RS Government led by Pero Bukejlovic. During talks with Bukejlovic representatives of the caucus said that they would make a decision in the next several days. Representatives of the caucus said that they would support Bukejlovic’s government if it gets at least the necessary 42 votes, but without SDA in the new Government, and if the new Government will work on the economic and social recovery and the improvement of the position of pensioners.

SDP did not support nor will support neither the existing nor the new Government consisted of SDS and their coalition partners from the BiH Council of Ministers, SDP stated.

He has stated he would like to have less and less imposing by the international community. With regard to the cooperation with ICTY, Bukejlovic says there is no dilemma on whether there should or should not be cooperation with the Hague and he has expressed his surprised over the fact institutions recently established at BiH level do not participate more actively in cooperation with the Hague. He said the cooperation with the Hague should foresee a reciprocity – such activities should simultaneously be carried out in the Federation of BiH as well. Asked if he had the support of Assembly majority, Bukejlovic replied that the issue of CoM should be resolved urgently in order to be in a position to do this. Inset ‘Ashdown’s conduct was correct’ – With regard to the crisis in RS and BiH, Bukejlovic commented that HR Ashdown’s conduct was correct since he gave an opportunity to the authority to test their maturity in resolving the problem.

EuroBlic cover ‘Government must have full support’ and RSpg 4 ‘Government by 15 February’ by Marija Jandric – The lead of a page-long interview to the paper of Dusan Stojicic, RS NA Speaker, is the establishment of the RS Government, on which he expresses his view that new RS Government should have been established by middle February (and within the stipulated deadline of 40 days which started on 8th January). He also says: “It is clear that the final BiH interest to accept European standards involves the ultimate goal, which is more or less hidden. And that is that total and final abolishment of RS. I am convinced we have enough strength to oppose to that, because we do not demand anything we do not have, but instead we demand preservation of what we have been guaranteed by the Dayton and Constitution.” He is also of the view that April would not see any new political sanctions against RS and that the times when sanctions were used as a means to accomplish the final gal are behind us, since they brought no good. He refuses to speak about change of Dayton Agreement, stressing that over the past years, RS has done a lot on implementation and superstructuring of Dayton Agreement.

Cardzic – Upon the statement of SDS delegate Momcilo Novakovic, who has said no SDS representative would attend CoM session scheduled for February 1, SDS delegates have stated no person has invited them not to attend the session. BiH Justice Minister Slobodan Kovac has stated: ‘Novakovic can say SDS Ministers will not attend the session, it is his right, but I am not a member of SDS’. It is not as yet confirmed whether Deputy Minister for Safety Dragan Mektic, Defense Minister Nikola Radovanovic and PDP members would attend the session.

BHT 1 on abolishment of visas for BiH citizens

 

BHT 1 – BiH Council of Ministers Chair Adnan Terzic should meet European Commission representative in March 2005 to discuss, among other issues, visas regime for BiH citizens. Greece delegation to the European Commission proposed the regime regarding BiH to be less rigid, while EC says that BiH had several more tasks to accomplish for visas to be abolished. EC Spokesperson Emma Udwin said: “Once, BiH meets all [Feasibility Study] 16 conditions… it will take several months for Brussels to react.”  Terzic expects BiH citizens to under free visa regime by fall 2005. But analysers claim that chances for this to happen are extremely low.

Nezavisne Novine pg 5 ‘No visa free regime without the rule of law’ – EC Spokesperson Frane Maroevic said EU will not consider the possibility of cancellation of the visa regime for BiH until BiH authorities prove the state is committed to fighting all forms of crime and that it has full control of its borders.

SD: HDZ to dissolve branches in Tomislavgrad municipality

Vukadin – Reports that, pursuant to decision of the Presidency of HDZ BiH, the person in charge of Tomislavgrad branch of HDZ BiH, Dr. Ivan Bagaric, dissolved all 11 party branches in municipality of Tomislavgrad. SD notes that the decision is not a surprise given the poor election results in last local elections and inter-party conflicts that had been shaking the HDZ in the town.

NN says HR met Matijasevic to discuss police reform

Dizdarevic says human rights are violated in BiH

He also stated: “Everything that is of minority in BiH is exposed to authorities’ strikes, which don’t pay attention to minorities’ position”.

Oslobodjenje pg 9 ‘Getting out from trenches’ by Zija Dizdarevic – The author writes about political developments in the country and claims the current crisis is a product of the crisis of the Constitutional model, but also an evidence on powerlessness to establish an efficient democratic alternative. According to Dizdarevic, a potential does exist primarily in social-democratic option, however neither SDP nor SNSD accept SDU. He explains his views of the mentioned political parties and claims SDP and SNSD have formed a political alliance, which is contradictory due to differences in their characteristics. He also referred to SDS, SDA and HDZ individually and commented on their relations by saying that this is an exploited formula of ruling in BiH and an obvious obstacle to its social – economic progress. The author concludes by saying that the crucial question is whether one wants to have the state of BiH or not. ‘with regard to this, it is necessary that the international authorities definitely break the illusion on the possibility of separation of RS from BiH’, the author concludes.

January pensions in FBiH increased for 4.54%

After this increase, minimal pension in FBiH rose from 154 to 161 KM, average pensions to 218 KM and the highest is 728 KM.  Payment of January pensions will start on February 1.

BHT 1 – According to the plan, by the ed of the year, pensions should be increased by 6 %. FBiH Minister of Labour and Social Policy Radovan Vignjevic said that the Government also plans to ensure funds to pay out the overdue pensions. Pensions in RS will not be increased, for the time being.

Investment summit commences in Sarajevo

Polovina-Mandic, Dnevni Avaz pg 15 ‘Terzic: to strengthen cooperation in the South-east Europe’ by Fena– The second Business-Investment Summit for BiH, organized by Foreign Investment Promotion Agency (FIPA) and Argonauts Consultants Limited from Cyprus started in Sarajevo on Monday. 185 companies from 10 countries of the Southeast Europe attend the Summit. Opening the Summit Chairman of the BiH CoM Adnan Terzic stated: ‘Our country is ready to respect standards of developed, democratic countries guaranteeing security to foreign capital.’ FIPA Director Mirza Hajric stated that a record number of foreign investments was marked during the last 13 months.

FTV – “In the upcoming period, we expect to maintain inflation at the current rate of 1% annually, economic growth of 6–7% per annum and to reach gradual stabilization of the payment balance. We will introduce 17% single rated VAT this year, which will additionally enhance the fiscal discipline and revenue collection and create preconditions for funding the necessary social programmes”, said Terzic.

Dakic – The resigning RS Government on Monday appointed Vlastimir Topalic as the Director of “Srpske sume” company. RS Prime Minister spokesperson, Goran Radivojac, said of the Monday’s session of the RS Government that it also consented with the Memorandum of Understanding between the BiH Council of Ministers, the Entity governments and the European Commission Delegation in BiH on the project of managing the quality of waters in rivers.

Police detains 2 dismissed Nova Ljubija mine workers

Spadic, Dnevni Avaz pg 6 ‘Dismissed workers held management locked in the building for an hour’ by M. Zgonjanin, Oslobodjenje pg 2 ‘A dismissed worker detained’ by B. Ka. – Dismissed workers of “New Mines of Ljubija”, who were classified as staff surplus in November last year, protested in front of the main office building again. The workers took advantage of security’ worker’s lack of attention and locked the office building from the outside.  Police came to the scene promptly and after negotiation arrested two of the workers. Company management wouldn’t give any comments Monday.

M. – Organizational Board for return of apartments of Zenica Steelworks and BH Steel Zenica calls on the House of Representatives of the FBiH Parliament to include in the agenda of the next session of the chamber the Proposal of law on return, allocation and sale of apartments in FBiH, which was removed from the agenda last week at request of the OHR. The President of the Board, Islam Imamovic, says the workers cannot accept that the discussion about the Proposal be postponed until the Commission for restitution related issues and return of nationalized apartments has completed the job, noting that the discussion can be postponed only until the next session of the chamber. Otherwise, says Imamovic, the Board will resort to more radical measures in fight for their rights. “We came to the entrance to the FBiH Parliament last December, so it is not ruled out that we can block the work of the Government and Parliament”, says Imamovic.

VL interview: Mostar Mayor Beslic on economy, finances in Mostar

 

Vecernji List, pg 5 ‘Decision on temporary financing will be adopted’, by Miso Relota – Carries an interview with the Mayor of Mostar, Ljubo Beslic, in which he, whilst talking about his recent meeting with the HR for BiH, Paddy Ashdown, and PDHR, Donald Hays, says: “In talks with the leading international officials in BiH, we agreed that privatization of Mostar companies, especially of Aluminij and Hepok, should speed up (…) PDHR Hays added that the OHR was in permanent contacts lately regarding the privatization of Aluminij and that things looked a lot better nowadays than half a year ago”. Furthermore, Mayor Beslic notes that the next session of the Mostar City Council will be held on February 8 during which a decision on temporary funding of City of Mostar will be taken.

RS PoW urge Del Ponte to bring indictments against Bosniaks

Glas Srpske pg 5 ‘Witnesses know everything’ by G.K. – Association also sent a letter to Borislav Paravac and Mladen Ivanic, demanding from them to reject the nomination of Vahid Karavelic, the retired general, to the position of the BiH Ambassador in Pakistan. The Association claims they hold evidence proving Karavelic was mainly responsible for the establishment of “Silos” detention camp at Tarcin.

According to NN, RS MoI has confirmed to the paper that it has launched the investigation on this case.

DA op-ed: war criminals should stand trials in BiH

 

Dnevni Avaz pg 3 ‘Why criminals should stand trials in BiH?’ by Edina Sarac – The author strongly opposes to demands of Croatia and SiCG for processing war crimes committed in the area of BiH, substantiating her stance by saying ICTY Chief Prosecutor Del Ponte pleaded for processing of war crimes in the country in which the crimes have been committed. She concludes by saying it might happen that Belgrade and Zagreb would, once again, write BiH history and “reward” criminals for crimes they committed in BiH.

Trial in Hajducke Vode case to resume on Tuesday

 

 

Glas Srpske pg 12 ‘Testimonies and then closing statements’, Nezavisne Novine pg 37 ‘Defence and prosecution to give their closing statements today’, Euro Blic RSpg 8 ‘Trial to continue” The trial of 10 police officers from Doboj, indicted for causing general danger as they participated in the police action that took place at the Hajducke Vode Motel will resume before the Doboj Basic Court Tuesday. The resumption of the trial is expected to see a statement by the Federation ballistic expert, Bruno Franic, as well as a chemistry expert, Biljana Vasic from Banja Luka . The Defence and the Prosecution will then give their closing statements.

Vehicle of Nova Banjalucka Bank was robbed in Banja Luka

FBiH MoI: Conspiracy of crime, business and politics in BiH

Vecernji List pg 3, mentioned on cover ‘Conspiracy of organized crime and business’ by E. Medunjanin – The Federation of BiH Ministry of Interior stated in its report on the security situation in the FBiH, which was submitted to the entity Parliament at the end of the last year, that conspiracy among organized crime, business and politics exist in BiH. The report also says that for this reason the struggle against the organized crime will be extremely hard.
