BiH Presidency meets leaders of ruling parties in Doboj today

 

BH Radio 1 – Advisor to the Chair of the BiH Presidency, Drago Vukovic, confirmed that the BiH Presidency members would meet with the leaders of the most important political parties in BiH today in Doboj. The meeting is to discuss the situation in the BiH CoM following the decision by Chairman of BiH CoM, Adnan Terzic, to accept the resignation by Foreign Minister Mladen Ivanic.

RHB says positions of members of BiH Presidency are different when it comes to the issue, since Presidency Chairman, Borislav Paravac, believes Terzic decision is bad, which resulted in illegal blocking of BiH institutions.

SRNA: RS MoI arrests another three persons

 

SRNA – Srna news agency learns from the sources in RS Interior Ministry that RS MoI has arrested another three persons [under suspicion of committing the war crimes] in Zvornik region this morning. Srna also reads that the persons arrested in previous days have been transferred to the Prosecution in Sarajevo .

SNSD Simic on Srebrenica declaration

 

SRNA – Head of SNSD Caucus at the RS National Assembly, Krstan Simic, stated that the one-sidedly proposed declaration on Srebrenica, adopted by the CoE Assembly on Thursday, proves that the victims of Srebrenica are being abused in political purposes.

US Senate adopts Resolution on Srebrenica

 

FENA – The Congress of the Bosniaks from North America stated that the US Senate has unanimously adopted the Resolution on Srebrenica on 22 June, which reads that the genocide was carried out by Bosnians Serbs with direct assistance of former Yugoslavia [SCG] authorities.

Tadic on attending Srebrenica commemoration

FENA – Serbian President, Boris Tadic, stated today that he will attend the Srebrenica commemoration in order to demonstrate Serbian’s stance on the war crimes committed against other nations. “I am going to Srebrenica because war crimes by some of my countrymen on behalf of the nation occurred there,” stated Tadic visiting Bucharest.

RS MoI arrests persons from Srebrenica list?

 

Dnevni Avaz cover splash ‘Big arrest action’, pg 3 ‘Arrests of persons from Srebrenica list has started?’ by A. Hadzic – E. Sarac – DA brings that according to the unofficially information in the last three days a big arrest action has been carried out in the region of Podrinje, apparently of the persons from the list of the Srebrenica Commission suspected of participating massacre. DA source say that in Skealni near Srebrenica 7 persons working in the local police were arrested. The action has allegedly started on Tuesday upon the request of the BiH Course. DA carries that arrested were Petar Mitrovic, Jovan Nikolic, Branko Dzinic and Miso Stupar, while on Thursday Milenko Trifunovic, Slobodan Jakovljevic and Aleksndar Radovanovic were detained. In addition, sources say that Novak Stjepanovic Krka was also arrested in relation to murders committed in village Borkovac near Bratunac in 1992 and Srebrenica. RTRS – Edita Pejovic form the BIH Court public relations office stated that they could not comment the arrests since certain investigations are still being carried out. EUPM spokesperson Alun Roberts said EUPM has no information about this arrest.

Sara carries the spokesperson for the RS MoI, Radovan Pejic, as stating that for BHT 1 that action has been carried out following the request by the BiH Prosecution. The report also said 6 persons were arrested. 

BHT 1 Zoran Sarenac – “We can inform that RS police is carrying out certain measures and activities upon request of the BiH Prosecutor’s Office and in accordance with program, law and priority tasks and they are achieving certain results”, stated Pejic. Jovan Nikolic’s attorney, Sreto Markovic from Bijeljina confirmed for BHT that the Prosecution suggested detention for his client but the final decision will be made Thursday evening.

They visited premises where Serb prisoners of war were kept during the war, as well as the Memorial Centre in Potocari. They did not offer any explanations on the reasons for their visit. RS Govt to be actively involved in securing Srebrenica commemoration

D., Dnevni List pg 2 ‘Security at commemoration in Srebrenica’ by NINA  – The RS Government on Thursday concluded that it would actively participate in the preparations for securing the commemoration in Srebrenica on July 11. RS Ministries of Finance and Interior have been tasked to review the costs necessary for securing the commemoration. The RS Government has not yet appointed the delegation that will attend the commemoration in Srebrenica. The RS Government adopted the Report on activities of RS MoI in preparations for securing the said commemoration.

Rozajac – The Chair of the Srebrenica Task Group, Jovan Spajic, confirmed to daily that that Group expects information on the two RS Interior Ministry’s units that operated in Jahorina to arrive from the ICTY, as well as the information from Serbian MoI on unit under the command of Ljubomir Borovcanin and Scoprions unit. He added that while a lot of work has been done, information on these units are still problematic.

BHT 1, Dnevni Avaz, pg 4 ‘It is disgrace to stand before people of Srebrenica whilst Karadzic and Mladic are at large’, by Sense, Slobodna Dalmacija pg 8 ‘Absence of main indictees brings into question ICTY’s role’ by H – The ICTY Chief Prosecutor, Carla del Ponte, on Thursday declared that fact that two chief suspects for the genocide in Srebrenica, Radovan Karadzic and Ratko Mladic, are still at large “grossly compromises the role” of the Tribunal.  Attending the 7th Conference of ambassadors on duty in the Hague, Del Ponte stressed “majority of the victims will not be convinced that justice has been served as long as Karadzic and Mladic are at large. This is not only about mocking justice, but about jeopardizing reconciliation.” Del Ponte noted that the “short term interests” of the states that would wish to see the ICTY closed in 2010, as planned, “would be fulfilled if Karadzic and Mladic were extradited to the Hague fast and together”. “Than we could have one instead of two trials” and save “three years of hearings”, she said.

Feral/Dani magazines on Cavic and Tadic’s coming at commemoration in Srebrenica

 

Feral pg 20 ‘Unwanted’ by I. Lovrenovic carries an editorial commenting on Dragan Cavic and Boris Tadic’s coming at the commemoration in Srebrenica. Author says that having in mind the intention of Serb politicians to limit the whole crime committed in BiH during the war on Srebrenica one should not underestimate a moment in which two Serb(ian) leaders come to Potocari. The author concludes that after this nothing will be the same although it does not seem so at the first sight. 

Dani ‘Beginning of the end of decades of lies’ op-ed by Emir Suljagic – On the same topic, Dani’s journalist notes that Cavic and Tadic’s arrival to Potocari would be “a unique test for all of us.” Author believes this is not important for the sake of apology, but “acknowledgment and arrests that must follow” the visit. “Both Cavic and Tadic will have must less space for calculating after this. They will both have to offer some answers. Cavic… will have to publicize the names of all police members who took part in Srebrenica massacres, as well as order investigation and process of all the… RS MoI will have to identify all BiH citizens in any connects with Scoripions… Victims… have to publicly ask Tadic to investigate and process Scorpions…” notes the editorial concluding that while all this would happen only in ideal conditions it would also mean the “beginning of end of decade of lying”.

Stojanovic: in case SiCG authorities acknowledge genocide was committed in Srebrenica, he could only try to prove this cannot be held against Serbia

 

Vecernje Novosti pg 4 ‘They are marking us with stamp of genocide’ by I. Lovric and B. PopovicRadoslav Stojanovic, a legal representative of SiCG at the International Court in Hague, says if any of Serbian authority institutions acknowledges genocide was committed in Srebrenica, then he will not be able to deny it before the Hague. ‘In that case, I could only claim and prove that the “committed” genocide cannot be held against Serbia, Stojanovic said. Former federal chief of diplomacy Vladislav Jovanovic claims only the Security Council, as in accordance with UN Charter, has the authority to judge whether a country had committed an aggression. He claims genocide was not committed in Srebrenica.

Serbian Prosecutor Vukcevic announced indictments for war crimes in Srebrenica, Zvornik would be brought soon

 

Vecernje Novosti pg 15 ‘Indictments against Scorpions are on the way’ not signed – Serbian Prosecutor for war crimes Vladimir Vukcevic has stated that the Prosecution is dealing with cases that include approximately 2,000 victims and he announced indictments for was crimes in Srebrenica, Zvornik and non-Albanian population in Kosovo would be brought soon. Among other, indictments against the Scorpions’ members for murder of six Muslims in Srebrenica should be brought in July, according to Vukcevic.

Update to Srebrenica declaration in CoE

Nezavisne Novine pg 2, announced on cover ‘Crimes in Srebrenica were condemned’ by V. Popovic – Article reports that the Parliamentary Assembly of CoE Thursday adopted a declaration by which it condemns Srebrenica crimes.

RTRS report by Vesna Cibic – According to the RTRS, 36 parliamentarians at Council of Europe Parliament signed the declaration initiated by Sead Avdic. Declaration states that a horrible crime was committed in Srebrenica for the religious reasons. Serb members of BIH Delegation LJiljana Milicevic and Tihomir Gligoric didn’t sign the declaration. Gligoric repeated his position that he never knew about the initiative whilst Avdic claims that he scheduled a meeting to which Milicevic and Gligoric never came.

C., Dnevni List pg 4 ‘Two-day meeting of PIC Steering Board Directors’ by NINA – The Political Directors of the Peace Implementation Council Steering Board are ho9lding two-days meeting in Sarajevo. The meeting will address BiHs current difficulties in resolving remaining obstacles on the road to Europe. The meeting will also consider the progress being made in reviving the BiH economy and tackling poverty, and also the current effort to streamline government so as to make it more efficient and more affordable. “Prime Minister Adnan Terzic will brief the Steering Board on strategy for realising his and the High Representative’s “joint ambition” that BiH should be in a position to launch Stabilisation and Association negotiations by the tenth anniversary of the Dayton Agreement,” stated OHR spokeswoman Ljiljana Radetic.

Ashdown sets 29 June as deadline to stop payments to Covic

 

BHT1, Hayat, RTRS, Dnevni Avaz, pg 2 ‘Salaries to Covic are in contradiction with High Representative’s decision’, mentioned on front ‘Ashdown warns Paravac over payments to Covic’, by S. N., Glas Srpske pg 2 ‘Covic without salary and privileges’ by V. Bugarin – The High Representative, Paddy Ashdown,gave the Chair of the BiH Presidency, Borislav Paravac, until 29 June to ensure all payments to Dragan Covic are stopped. Statement by OHR reads that this includes halt of any allowance or privileges he may still be enjoying, such as use of Presidency cars or flats. In addition, OHR expects Presdiency to explain exactly how this decision to continue payments was taken and who had political responsibility for taking that decision. The illegal continuation of payments to Dragan Covic, following his removal from his position in the Presidency on 29 March 2005 , is a direct and flagrant contravention the HR removal decision, was announced by the OHR.

As an example the author states the case of removed HDZ President Ante Jelavic who had the same destiny as Covic, but who was allowed to receive the salary for the next 6 months as well as all benefits of the BiH Presidency.

Tihic says BiH Presidency did not approve salaries for Covic

 

FTV, Hayat, Dnevni Avaz, pg 2 ‘Tihic: Ranko Ninkovic is responsible’, by A. M., Oslobodjenje, pg 6 ‘Presidency did not approve payout of salaries to Covic’, not signed – BiH Presidency member Sulejman Tihic on Thursday said that the Presidency did not approve the payment of salaries to its former member Dragan Covic. Reacting HR’s request for Presidency top explain how come Covic received payments, Tihic stressed: “At least I, as a BiH Presidency member, did not participate in this in any way, which means that it was impossible to issue such a decision. The HR’s decision in this view is quite clear, and as far as I know, even Covic himself publicly said that he would not use any compensations and privileges following his removal.” The responsibility for direct breach of the law and the decision, deems Tihic, in this case lies exclusively with the Secretary General, Ranko Ninkovic, and other responsible officials in the Secretariat of BiH Presidency. Thus, Tihic concludes that he does not accept any responsibility of BiH Presidency and that he would request identifying and sanctioning of responsible persons, is said in the announcement.

Covic on Doboj meeting, receiving salary after being removed from BiH Presidency

 

Oslobodjenje, pg 6 ‘We can make that we are better of’, by A. N. – Carries the removed member of BiH Presidency and current president of HDZ BiH, Dragan Covic, as commenting on the today’s (Friday) meeting of leaders of political parties in power with the BiH Presidency and Chair of BiH CoM, Adnan Terzic. Covic argues that the parties should sit down and find a solution to the benefit of all. Asked to comment on the issue of salaries that he has been receiving since he had been removed from the BiH Presidency, Covic says: “I did not get the OHR’s decision (on removal and annulling the compensations) and I cannot comment on it. I personally think that what a member of BiH Presidency should be entitled to when a mandate has expired, even considering European conventions, is the right to close protection (bodyguards) for 12 months and certain compensation”. HDZ Presidency session held in Kiseljak

 

FTV – The HDZ Presidency held its session on Thursday in Kiseljak in order to discuss personnel problems, new personnel solutions in the executive and legislative power, filling of vacant positions as well as offered resignation of FBiH Minister of Health, Tomo Lucic. HDZ President, Dragan Covic welcomed the meeting of the ruling parties, which is going to be held in Doboj on Friday. Hayat carries Covic as saying that there would be no exceptions, namely if HDZ Presidency decides something, all its members should interpret the Presidency’s stance in the same way. VL: ‘Doko, Bozic and Lucic are leaving, Vrankic remains’

Relota carries that although HDZ President Dragan Covic did not want to speak these days about the Ministers who would be changed, it is quite certain that Dragan Doko, Marinko Bozic and Tomo Lucic would be the first HDZ Ministers who would be changed. VL also says that, most probably, Federation of BiH Minister of Finances Dragan Vrankic would remain at the current position in the coming period. 

 

Dokic asks Terzic and Ivanic to solve issue of his successor

 

Dnevni Avaz pg 8’Dokic demands from Terzic and Ivanic to appoint his successor’ by Srna – The BiH Minister of Communications and Transport, Branko Dokic, has called on the Chair of the Council of Ministers Adnan Terzic and PDP president Mladen Ivanic to solve the issue of his successor on this position in accordance with the Constitution and the Law on BiH CoM during his summer holidays.

FTV – Dokic has also asked from the HR, Paddy Ashdown to assist the process of appoint his successor.

Avaz: Interview with Ambassador Rycroft

 

Dnevni Avaz, pg 5, mentioned on front ‘No abolishment of visas without police reform’, by Sead Numanovic – Carries an interview with the UK Ambassador to BiH, Matthew Rycroft, in which he, among other issues, notes: “I hope that the talks on SAA between BiH and EU will begin during time when Great Britain chairs (the EU). It would be the best reward to people in BiH, because your country has started to resolutely move towards the EU. Still, whether it happens, I does not depend on us, it is down to your political leaders. They have to complete the remaining tasks: carry out the reform of public RTV system and police. I am convinced the tasks can be realized and we are ready for negotiations. If that does not happen, BiH will lose precious time and lag even more behind its neighbors”. Ambassador Rycroft also notes that the issue of police reform is important for creating pre-requisites for abolishment of visas, underlining that countries from the region cannot enter the EU without the full cooperation with the ICTY.

Grahovac calls on Nikolic to resign

 

Hayat by Asim Beslija – FBiH Deputy Prime Minister Gavrilo Grahovac called on FBiH Minister of Defence Miroslav Nikolic to resign after Nikolic stated he saw no problems in having Croatian anthem played along with BiH one at oath taking ceremonies in barracks of FBiH Army. Grahovac claims that there is no room for Croatian anthem in official ceremonies. “I expect Nikolic to resign, if he is not going to do that, then I expect the FBiH Prime Minister to start the initiative, and if the FBiH PM is not going to do so then I expect the FBiH President and two Vice Presidents to do so, if they care about BiH’s sovereignty”, said Grahovac.

Dnevni Avaz, pg 4 ‘I will not resign because everything was done according to the law’, by E. Sarac – The FBiH Defence Minister, Miroslav Nikolic, says he will not resign over the Capljina oath-taking ceremony, as was requested from him by the FBiH Deputy Prime Minister, Gavrilo Grahovac. Nikolic insists that the law was observed and that Grahovac is trying to score cheap political points.

SD: Crises at FBiH level at sight?

Tulic carries that the crisis at the Federation of BiH level is also possible since it has been speculated that FBiH Defence Minister Miroslav Nikolic might be removed, Minister for Defenders’ Issues Ibrahim Nadarevic has already submitted resignation and SDA does not intend to appoint a new Minister yet.

Nezavisne Novine pg 4 ‘There is no need for the third entity’ by V. Popovic – Upon BiH Presidency member Ivo Miro Jovic’s statement that BiH needs the third entity SDP says this is a matter for SDA to comment on, since it was SDA that had appointed Jovic BiH Presidency member. SDA believes the idea on 3rd entity is dangerous. SNSD thinks all peoples should reach a consensus on this, while SPRS believes Croats and Bosniaks should reach an agreement on 3rd entity. SDS opposes to this idea and PDP thinks RS cannot be forced to get involved in a discussion on 3rd entity as well as that problems of F BiH cannot be resolved on the detriment of RS. Party for BiH thinks BiH does not need 3rd entity and is of the view that even the two existing ones should be abolished.

Nacional claims Kucan has the greatest support in diplomatic circles.

HNZ President Brkic: 3 TV channels is only fair solution 

 

Slobodna Dalmacija pg 20 ‘3 TV channels only solution’ by B. Magas carries an interview with HNZ President Milenko Brkic who talks about the public RTV service on the eve of the round table discussion on presence of Croats in media space of the public RTV service, that is to take place on Saturday in Mostar. According to Brkic, the solution with 3 TV channels is not either cheap or simple but having in mind the current situation in BiH it is the only fair and possible solution in order to satisfy rights and interests of constituent peoples.

Bugarin inset ‘Trial on September 1’ – The main hearing in the case of Dragan Covic, Lijanovic brothers, Mato Tadic and Zdravko Lucic will start on 1 September this year, was concluded at the status conference held in the BiH Court in Sarajevo today. The main reason for the postponement of the main hearing is inability of the defence lawyers to appropriately prepare themselves for the trial, as the Prosecutor today presented them with the new evidences in the case. On 29 June, the indictments will be official read out, in accordance with the BiH Crime Procedure Code. Hayat says that being asked to comment on the allegations that the whole case was just a political process, Covic said “I have already said that this was a political process, but the trial should prove that”.

Dokic/Pavic to start on 15 September

The Court confirmed the indictment against Dokic and Pavic on March 29 accusing them of abuse of office while performing the duty of the Entity minister of traffic and communications. 

Dnevni Avaz pg 8 ‘Paddy Ashdown welcomed the move’ – OHR Spokesperson, Mario Brkic , said that the HR Paddy Ashdown has welcomed Dokic’s decision to absent himself from the BiH CoM in order to attend the trial.

HB trial/Obradovic: HNC was one of HB founders

 

Vecernji List pg 2 ‘Jelavic is not connected with transaction of shares’ by ra – Former Governor of the Herzegovina-Neretva Canton Zeljko Obradovic testified on Thursday at the trial against former HDZ President Ante Jelavic for the Hercegovacka Banka (HB) case. Obradovic stated that at the time when he was the HNC Governor 5 % of HB shares were purchased by the money from the HNC budget and in this way the HNC became one of the HB founders. Obradovic also said that Jelavic did not influence that the HNC buys 5 % of the shares. According to Obradovic, in 1998 the HNC transferred all 5 % of the shares bought from the HB on company Mondo M and in return the HNC Government received premises, equipment and vehicles. Hungarian PM says Hungarians interested to invest in Vc corridor in BiH

The BiH CoM Chair and Hungarian PM pointed out that bilateral cooperation between the two states was good, but stressed that economic cooperation had to be improved. Gyurcsany pointed out that some Hungarian investors were interested in Vc corridor, and Terzic invited them to apply for concessions on the Vc.

FBiH Government on status of workers who voluntarily quit job in process of companies’ restructuring

Zorlak – At its session held on Thursday the Federation of BiH Government defined a draft law on resolving the working and legal status of workers who quit their job voluntarily in the process of restructuring. According to Federation of BiH Minister of Labour Radovan Vignjevic, there are many companies, which have not been privatised, and many workers in these companies do not work at all, however they are still being treated as the workers in these companies. Vignjevic added that most of these workers work illegally and wait to see what would happen with their companies. FBiH Justice Ministry transfers 4 non-Bosniak inmates from Zenica prison to infirmary

Milesic  – FBiH Ministry of Justice has rejected a request of BiH Ministry of Justice to transfer four non-Bosniak inmates from the Zenica to Kula prison. The prisoners, accused of committing war crimes, have been attacked after the screening of snapshots of the Srebrenica executions of civilians. Vlastimir Pusara, Ivan Bakovic, Milorad Rodic and Zoran Knezevic have been on hunger strike for the past two weeks. The FBIH Justice Minister, Borjana Kristo, stated they should be provided immediately with food and health care, but within Health Service stationary in Zenica. She also said that the Zenica prison management has to consider measures to be able to provide safety to all citizens. BHT 1 “I have ordered their transfer to Kula prison in Eastern Sarajevo because that is in accordance with regulation book .when they are dislocated inside of the RS territory. I did not intend to leave them in Kula prison to serve their sentence there till the end”, stated Kovac. Meanwhile families of the 4 prisoners announced they will file lawsuits against FBiH and FBiH Ministry of Justice before the Human Rights Court in Strasbourg .

ITA is reported to have confiscated several hundred thousand KM worth of arms this week that were being shipped into BiH.
