FBiH Govt establishes draft law on police officers

BH Radio 1, News at 12:00 – At the session held this morning in Sarajevo , the FBiH Government has established the draft Law on Police Officers, after voting on the amendments submitted in the previous parliamentary discussion. The draft law will be sent into the further procedure, with a suggestion to schedule the extraordinary session of the Parliament due to the importance of this issue.

BiH-SCG Inter-state Council session to take place

RHB, News at 12:00 – President of Serbia and Montenegro, Svetozar Marovic, arrived together with SCG Foreign Minister, Vuk Draskovic, and SCG Human Rights Minister, Rasim Ljajic, to Sarajevo today to attend a BiH-SCG Inter-state Council meeting. It is expected that two sides will sign several agreements including an agreement on determining border crossings between the two states.

ICTY released detailed charges against Delic

Fena – Today the ICTY released detailed charges against retired BiH Army General Rasim Delic. According to the indictment Delic is individually criminally responsible for the acts or omissions of his subordinates, pursuant to Article 7(3) of the Tribunal’s Statute.

HDZ Vice President Dragan Covicsaid “The most important thing we wanted to do is to stress our determination to solve the issue of BiH’s admittance to the Partnership for Peace during this year. When it comes to the Euro-Atlantic integrations, we have discussed all projects related to this issue. When it comes to the EU we decided that we had to start negotiations on the Association and Stabilization Agreement during this year, and according to some estimation it could happen by June 2005.” It was also decided that PDP representatives continue their work in BiH Council of Ministers (CoM), by which all problems in the CoM’s functioning have been removed. RTRS also says that Covic stated that he is convinced that constitutional changes could be made until the next elections so BiH could become a more functional state.

Diklic – Chairman of the BiH CoM Adnan Terzic said: “Parties have agreed for PDP to stay within the Parliament majority and I think that it was a good thing to do. I have to take a stance regarding resignations by the end of this month, and now I have to discuss with PDP whether these Ministers are going to stay or PDP is going to propose new ones.”  

Dnevni Avaz pg 3, announced on cover ‘Covic: PDP Ministers remain at BiH CoM’’ – Sulejman Tihic, SDA President, confirmed that during the Neum meeting they had also discussed the issue of constitutional changes, adding: “However, representatives of SDS and PDP refused proposals claiming there has been no necessary atmosphere for constitutional changes provided in the RS. Hence, we did open the issue of constitutional changes but we have not agreed on anything.”

RTRS – Acting SDS President Dragan Cavic feels that it is important that political parties held a meeting without the pressure from the International Community. Cavic stated that constitutional changes were mentioned but they were not discussed. PDP Chairman Mladen Ivanic stated that the parties agreed that they will take over running of the country from the international institutions. “With that fact PDP has created conditions for its members to participate in the CoM and in the next few days it will be decided who will personally participate in the work of the CoM”, says Ivanic. Nebojsa Radmanovic Chairman of the SNSD Executive Board stated for RTRS that SNSD does not agree with this stand since the BiH CoM will remain the same. Nezavisne Novine pg 3 ‘Ruling parties are just buying time’ by V. P.Nikola Spiric from SNSDsays it would be too naïve to believe politicians in Neum discussed only resolving of the CoM crisis since RS President Dragan Cavic and outgoing Minister of Foreign Affairs Mladen Ivanic went to Neum to discuss constitutional changes. Petar Djokic (SPRS) thinks the talks in Neum were identical to Mrakovica meeting, which was dedicated to a discussion on constitutional changes. Slobodan Popovic (SDP) warns the ruling parties do not have the right to discuss the constitutional changes under cover of discussion on crisis of the executive authority.

RHB -SDP member Tomislav Limov commented on the meeting and stated that the right place for meetings and agreements is the BiH Parliament. An inset (entitled ‘SDP: Meeting in Neum was absurd and comical’) into Dnevni List pg 3, mentioned on front ‘Four leading parties assume responsibility’ by NINA also carries Limov as saying that the Neum meeting was absurd and comical, claiming that the authorities are pretending to be doing something by organizing the said meeting. Limov notes that a crisis is one constant thing that has marked the functioning of the current authority.

Founder of Croat Christian Democrats, Petar Milic, notes the problem is that the SDA wants a unitary BiH with 5 regions without any authorities, the SDS and other Serb parties want to preserve the RS no matter the cost, whilst it is only the HDZ that is headless, i.e. it has no political position.Vice President of HNZ, Mate Bandur, believes the problem with the HDZ is that certain individuals have monopolized the whole of Croat people without discussions and agreements with other political parties. Similar like HNZ, the HSP (Djapic-Jurisic) expect that all Croat parties should gather in order to reach a consensus about important issues for the Croats.

FTV by I. Pavkovic says that the Neum meeting did not bring any innovations and that HDZ, SDA, SDS and PDP agreed that they will continue work according to principles of Dayton Peace Accord.

BHT 1 also says that the police and defence reforms should be subjects of the next meeting announced for March 22 and 23, which will be organized by SDS.

Dnevni List, pg 2 ‘Children’s play’, by Erna Mackic – Commenting results of the Neum meeting, the author says, among other issues, why the PDP ministers in the BiH CoM even bothered to submit resignations from the respective posts, when representatives of the other three ruling parties persuaded them in course of two days to give up on the resignations. According to the author, it all reminds of children’s games, because of which the whole country is suffering.

Bosniak and Serb Caucuses at CoP: Govt elected in accordance with Constitution

 

TV PINK – The Bosniak Caucus in the RS Council of Peoples, while discussing on decisions of RS National Assemble on nomination of RS Prime Minister and representatives in the Government, has not reached the necessary consensus on starting the issue of protection of national vital interests ofBosniaks. Chairman of the Bosniak Caucus Ramiz Salkic believes that the constitutional procedure was violated while nominating the abovementioned persons. Salkic says that the issue of legitimacy of nominated ministers from Bosniak Caucus arises since they do not belong to any Bosniak party, which has its representatives in the RS National Assembly. Salkic said “There was no consensus in the Caucus for the issue of protection of vital national interest to be started, and unfortunately we are not going to start the procedure.”  Serb Caucus has also discussed on nomination of RS Government and it was decided that the Government was nominated in constitutional way.

L, Nezavisne Novine pg 6 ‘Dayton is the greatest failure of the West’ by Beta, Glas Srpske pg 3 ‘From the Dayton to fall-apart?’ not signed, EuroBlic pg RS3 ‘Horrible war for poor peace’ by Beta – Serb-American Center organized a round table discussion on Dayton Agreement Wednesday in Belgrade. Professor Professor of the Belgrade Faculty of Political Science Nenan Kecmanovic thinks ethnic cleansing is gradually being completed in peacetime as well. BiH Minister of Communications and Transport Branko Dokic has stated the main problem of BiH is that the population has no trust in those political representatives it had elected because High Representative Paddy Ashdown has greater authorization than any other ruler of any country, considering the fact he has the authority to impose both executive and legislative authority.

DL: Ashdown out in beginning of summer

 

Dnevni List, pg 9, mentioned on front ‘Ashdown leaves in beginning of summer’, by Zvonimir Jukic – DL notes that the current High Representative for BiH, Paddy Ashdown, is more and more a target of criticism coming from both the domestic media and intellectuals and international analysts and that diplomatic circles in BiH are often discussing “political misses of the British Lord” among themselves and with leaders of opposition parties in BiH. In that context, DL says there was a private dinner, which was organized at an embassy of one of world powers and which hosted Zlatko Lagumdzija and Milorad Dodik, during which the “wrong policy of the OHR and the need to urgently remedy it” was discussed.  DL goes on to say that Ashdown’s statement that the RS could not be abolished without the consensus of all three peoples has made Ashdown politically less important and powerful, because the SDS and PDP understood it as if they could, among other issues, block the state institutions and ignore constitutional provisions. This leads the author to say that because of this and other reasons, members of diplomatic circles in BiH believe that Ashdown is a “worn down politician” and that the Peace Implementation Council will thank Ashdown in beginning of summer, not in November as planned earlier, and appoint a new High Representative.

N. – Chairman of the BiH CoM Adnan Terzic said “When it comes to General Delic, I have to admit that I feel sorry for the General, since he used to be the BiH Army Commander, which I belonged to, and which defended BiH, but my party and I believe that the justice should be proved in The Hag and that is why I welcome Delic’s decision to surrender.”  TV PINK carries that neither FBiH Prime Minister Ahmet Hadzipasic nor his Deputies wanted to comment on the indictment.

Dukic, Jovicic, BHT 1: Indictments to be issued against Silajdzic, Ganic, Mahmuljin and Godinjak?

 

TV PINK, RTRS – President of the RS Association of former detention camp inmates Branislav Dukic said: “What has happened was done by us, being the witnesses, and holding evidences on 536 detention camps in FBiH. The BiH authorities, led by Alija Izetbegovic, were in charge of the mujahedines and they ordered them to commit the war crimes in the northern BiH.” Dukic also added that there was a possibility for three new indictments to be issued, and according to some allegations the indictments are against Ejup Ganic, Sakib Mahmuljin and Haris Silajdzic.

BHT 1 found out unofficially that the indictments against Mahmuljin,Ganic and wartime Tarcin Police Chief, Edhem Godinjak should be delivered in coming days to Hadzipasic, through the BiH Ministry of Foreign Affairs. Hadzipasic and FBiH Minister of Interior, Mevludin Halilovic, stated that they did not receive those indictments yet. Delic himself expressed belief that the indictments against Ganic and Mahmuljin exist.

BHT 1 alsobrigs report on history of El Mudzahid unit formed in August 1993 at the Delic’sorder. “That unit had its place in BiH Army’s hierarchy and it is known, when it comes to responsibility, whose responsibility this is. I think that it is absurd to pull out things from the context and to bring that responsibility to the Army commander,” said Rasim Delic. Political leaders from that period, Haris Silajdzic and Ejup Ganic didn’t want to speak on this subject, commented BHT reporter.

Inmate in Zenica prison willing to testify against Delic

 

Dnevni List, pg 6, mentioned on front ‘Al Qaeda’s officer ready to testify against Rasim Delic’, by N. Bise – An inmate in the Zenica prison, Ali Ahmed Ali Hamad was attacked yesterday (Wednesday) by several other inmates, who used to be members of the ‘El Mudzahedin’ unit, after he was labelled as the most dangerous witness of crimes the unit had committed during the war. According to Ali Hamad’s lawyer, Dusko Tomic, his client is willing to go to The Hague to testify about the crimes the unit had committed, about roles of late Alija Izetbegovic, Rasim Delic, Sakib Mahmuljin, Nezim Halilovic Muderiss and Al Qaeda’s operations in BiH, which is, according to Ali Hamad, still active in BiH. Head of State Border Service: RS MoI gave no useful information for arrest of war criminals

Sinanovic  – The Head of State Border Service, Mile Juric, Wednesday stated SBS never received any useful information from RS MoI with regard to arresting war crimes indictees. He rejected speculations saying war crimes indictees are crossing over border between BiH and SiCG and said: ‘If RS is accusing us of not fulfilling our tasks with regard to cooperation with the Hague, then we can raise counter-question: It takes maximum five minutes to cross over the border – what were MoI bodies doing for the remaining 23 hours and 55 minutes, where were indictees sleeping, eating or walking?’ Deputy SBS Director Nijaz Spahic expects cooperation would improve in the course of this year after Work group for cooperation with Hague Tribunal is established and after memorandum on understanding is signed between police agencies.

DA has learnt that the lsit of people, whose arrest of extradition the Hague Tribunal demands from Belgrade, Pristina and Skoplje, includes the following names: Momcilo Perisic (former JNA General charged with destruction of Mostar in 1992), Momcilo Mandic (former RS Interior Minister charged with the crimes committed in BiH by para-police units), Zdravko Tolimir and Radivoje Miletic (close associates of Ratko Mladic charged with crimes Serbs committed in BiH during the war), Ramus Haradinaj and Vlado Buckovski. The sealed indictments against these six persons are on the way to respective cities.

TV PINK – New RS Police Director has not been nominated yet. Chairman of the independent board for nomination of new RS Police Director Ilija Lukic said that another session had to be held in order to re-discuss details related to the interviews with the candidates and then the board should state its final decision. The board has also analysed the documentation, which was missing, including the criminal report on a candidate, which was sent anonymously. If the board nominates the new Police Director, RS Minister of Interior Darko Matijasevic should state his opinion, as well as the RS Government. Radovanovic on PfP, check-up of RS Army

 

Dnevni Avaz cover pg splash ‘We are conducting major check-up of RS Army’, pg 5 ‘If we fail to fulfill conditions by April, we should withdraw application for admission into PfP’ by Edina Sarac – In an interview to Dnevni Avaz, Nikola Radovanovic, BiH Defence Minister, says that if BiH authorities in March assess that BiH has failed to fulfill conditions for admission into PfP, it would be the best thing to ask NATO members at April session not to discuss our application, adding: “I am of the view it would be far more politically legitimate and credible than to keep insisting on that. Firstly, because of negative image of BiH being created in the world after each rejection we get.” He confirms all persons from RS Army are going through check-up process, especially individuals or untis who were connected with Ratko Mladic during the war. Namely, check-up is to determine whether these persons are still working within defence structures or outside it. He expects to see first pre-liminary report from RS Army by 28 February.

Polovina-Mandic, Nezavisne Novine pg 9 ‘This year is crucial for approach of BiH to NATO’ by Srna – Reports that the Co-Chairman of Defence Reform Commission, Raffi Gregorian, was giving a lecture to the staff of the FBiH Defence Ministry and FBIH Army, when he noted that this year was crucial for the defence reform and meeting conditions that NATO had set out before BiH. Apart from pointing out the fact that the BiH Defence Ministry is yet to be fully staffed, a process which is eight months late, Gregorian spoke about the future of entity armies: “Entity armies are built in the Law on Defence of BiH. My mandate does not say anything that concerns talks about the future and destiny of entity armies (…) One of NATO’s requests is creation of a single military force in BiH, but that is not in the mandate of the Defence Reform Commission”.

Z. – HR to BiH, Paddy Ashdown, on Wednesday stated that the key component of BiH efforts to get prepared for negotiations on Association and Stabilisation Agreement with European Union is the existence of the police, which is able of combating crime in an efficient manner.

RHB, TV PINK, Oslobodjenje pg 4 ‘All conditions from Feasibility Study soon to be fulfilled’ – Director of the Direction for European Integrations Osman Topcagic stated significant progress was made in fulfilling 16 priority tasks defined in the Feasibility Study. He couldn’t state when will all 16 conditions be fulfilled but believes it will happen soon.

SBS pc: SBS should employ 6 000-7 000 police officers to become more efficient

TV PINK – State Border Service (SBS) Deputy Director Robert Peric states that, in order to prevent illegal border crossings and for BiH borders to be supervised all the time, SBS should employ 6000-7000 police officers, which BiH cannot afford at the moment. SBS points out that the number of illegal entrances was reduced during 2004. SBS has also established special working group in charge of arrestment of war crime indictees, but due to lack of information, the service cannot be efficient. That is the reason why cooperation between BiH SBS and other BiH intelligence institutions should be improved. BiH Court confirmed indictments for “Sugar affair” case

 

FTV, Oslobodjenje pg 2, announced on cover ‘”Laundered” money returned to wholesalers’ by A.N., Dnevni Avaz pg 3 ‘BiH Prosecutor’s Office brought indictment against Hugo Santa and Bozo Mandic’The BiH Court confirmed indictments for so-called “Sugar affair”. Bozo Medic and Hugo Santa were indicted for committing criminal acts of tax evasion and falsifying public documents in year 2002. They are also suspected of founding fictitious company “Rakic Prom” in Bijeljina, by using false identification. The investigations on the others suspects are underway.

BHT 1 also carries Head of the European Commission in BiH, Michael Humphreys as saying: “Since the measures that should prevent illegal trade and corruption have been undertaken, the BiH authorities and citizens will benefit from this, because trade is one of the most important parts of the agreement on Stabilisation and Association.’ Indirect Taxation Administration Director, Kemal Causevic, said that with better analyses of the quantity of goods, similar affairs will not be possible in future.

Chairman of the Bosniak Caucus at RS NA Ramiz Salkic, and Adil Omsnaovic, RS Vice President, believe that the international community is exerting pressure against Bosniak Caucus at RS NA to accept the Law, which would stop further payments from the budgets of municipalities and cities in RS as compensation to Bosniaks and Croats for damaged property. 

SNSD on Trebinje financial crisis

 

RTRS, Nezavisne Novine pg 9, announced on cover ‘Money paid to Alijagic brothers will be paid back to Trebinje’ by V. Duka – The SNSD Caucus in the RS National Assembly called upon RSNA Speaker Dusan Stojicic to schedule an urgent session that will discuss the changes to the Law on the RS internal debt. SNSD Chairman Milorad Dodik, who spoke with municipality officials in Trebinje, stated that with this law problems regarding the Trebinje bank account would be resolved. With the changes to the Law postponement of the payment for the war caused damages would be extended to 40 years. Dodik says that SNSD will support the changes but he is not sure whether SDS and PDP will do the same. Head of the Trebinje Municipality Dobroslav Cuk feels that Dodik has done a lot in order to help Trebinje. Members of Peace Implementation Council also called upon the RS authorities to resolve the financial crisis in Trebinje.

Mostar: Police identifies one person responsible for making phone threats

 

Dnevni List, front pg splash and pg 49 ‘Mostar: Person who reported bomb unveiled’, by N. Dedic – The Mostar Police Administration filed with the competent Prosecution a report against a minor, initials E. Dz., who is suspected of phoning the High School of Mechanical Engineering in Mostar on February 18, 2005, when he warned the school that there was a bomb planted in it. It turned out to be a hoax. Police is also investigating other incident, when anonymous person made a similar phone call to the Canton 7 Government.

NN: RS MoI in scheme with Chinese Mafia

Karic – the article reads illegal entering of Chinese citizens to BiH is in increase in the past two years. Many Chinese citizens are issues “H” visas (used only for a business visit to a country) but either stay in BiH or use BiH as a transit country for Europe. The article lists names of a number of firms registered in BiH that issue “H” visas for Chinese citizens and reads Zhu Yine aka Chuis the person usually linked with illegal entering of Chinese citizens to BiH. The mentioned person was granted BiH citizenship in 1997 by RS MoI and he, reportedly, helps Chinese citizens to come to BiH and then exploits them as slaves. Sources close to RS MoI claims so called “Laus group” is helping Chu in realizing his activities and one of the leading persons of this group is a son of a high official of RS MoI. RS Administration for Legal, Personnel and Foreign Citizens’ Matters of RS MoI in August 2003 forwarded information to Department for Foreign Citizens, warning of the possibility that a number of Chinese citizens might attempt to enter BiH to get a job or to use BiH as a transit country but former Head of the Department for Foreign Citizens of RS MoI Sinisa Karalic has attempted to hide this information from Banja Luka PSC inspectors.

Forged diplomas of Banja Luka town administration employees

Vujanovic – Inspectors of RS Ministry for Education and Culture have found out that diplomas of ten employees of Banja Luka town administration have been forged. Diplomas of all employees of the town administration have been forwarded to the inspection service of the competent Ministry for verification.

Investigation on conducting of ‘BP Trade’ firm

Nezavisne Novine pg 5, announced on cover ‘Investigation on establishing and business conducting of “BP Trade” firm’ by M. Cubro – Sarajevo Cantonal Prosecutor’s Office is investigating circumstances of establishing and business conducting of “BP Trade” firm, jointly established by “Bosnaplod” and BIO – firm under control of Hasan Cengic. “BP Trade” was established in 1997, BIO invested 6,500 KM and “Bosnaplod” invested 3,500 KM of initial capital in this firm. “Bosnaplod” gave business premises (1,160 square meters) in Sarajevo at disposal of “BP Trade” firm, after which BIO transferred an obligation of paying out a loan in the amount of 0,5 million KM to “Bosnaplod” firm. In the meantime, “BP Trade” rented the above mentioned business premises. NN claims “BP Trade” firm’s only purpose was to enable BIO firm to earn money from renting business premises.

Djeretic announces lawsuit against FBiH PIO MIO/ FBiH PIO/MIO: There is no ground for lawsuit

 

 

 

 

 

TV PINK, Dnevni List, pg 7 ‘Lawsuit against FBiH MIO/PIO announced’, by Arijana Beus – RS Minister of Labour and Veterans Miodrag Djeretic announces that an indictment is going to be brought if the FBiH Pension-Invalid Insurance rejects to carry out the decision of the Human Rights Committee, according to which, it has to pay pensions to persons who earned their pensions in the FBiH. Djeretic said that he had to meet with the competent FBiH Minister as soon as possible in order to resolve the issue. Djeretic said: “If we fail to solve the issue trough the discussion, I will be the one to bring the indictment.” One the other hand, the RS Pensioners’ Association announces protests in front of the OHR in Sarajevo, if the issue is not to be resolved by 21st of March. Chair of Banja Luka Pensioners Association Nenad Ratkovic said “We are criticising Paddy Ashdown, an international representative, who did not use the instruments to make representatives of the FBiH Pension-Disability Insurance Fund (FBiH MIO/PIO) to accept those pensioners who earned their pensions there.”  On the same issue Dnevni Avaz pg 8 ‘FBiH does not have legal obligation to take over pensioners from RS’ by L.S. carries Spokesperson of the FBiH MIO/PIO Zarif Safic stated that Deretic does not have a single argument on the ground of which he could sue the FBiH MIO/PIO.

RHB, TV PINK, FTV – During its session held on Wednesday the Federation of BiH House of Representatives postponed discussion on changes and amendments to the Law on privatisation of companies.

Former RS Minister Savanovic still acts as Minister

 

 

Nezavisne Novine pg 4 ‘Savanovic traveled to Germany as a Minister’ by N. Moraca – Former RS Minister for Education Gojko Savanovic went to a seminar to Germany despite to the fact he is no longer the Minister. The seminar is organized in frame of a discussion on history and geography textbooks between entity Ministers. Advisor to RS Minister for Education Dane Milesevic says Savanovic went to the seminar because it was scheduled during his mandate. ‘The current Minister for Education, Milovan Pecelj, was not in a position to attend the seminar because we have not managed to get all necessary papers in order in such a short period of time’, Malesevic has stated. The Spokesperson of the Ministry, Duska Golic, on the other hand, has stated she did not know whether Savanovic went on a business trip, explaining it is not her duty to know this considering the fact Savanovic is no longer the Minister.
