Jovan Manasijevski, Macedonian Vice President, confirmed that the Trajkovski’s body was identified on Monday, and that it will be taken to Skoplje on Wednesday. Funeral is scheduled for Friday. Branko Crvenovski, Macedonian Prime Minister, asked NATO for all relevant information regarding plane crash. Crvenovski stressed that Macedonia was not willing to leave reasons of the accident to stay inexplicable.

RTRS – Prime Minister Crvenkovski sent a letter to NATO General Secretary, Jaap de Hoop Scheffer asking him to do everything in his power to reveal the truth around the plane crash. Funeral of late President has been planed for Friday and it is expected to be attended by more that twenty state delegations, as well as of EU and NATO. Following the funeral, Macedonian Government will hold series of sessions with representatives of political parties to agree on the procedures for extraordinary presidential elections.

BiH authorities established Commission to investigate the plane crash 

Dnevni Avaz cover splash, pg 4 ‘US experts investigating accident’ – BH Transport and Communications Minister Branko Dokic on Monday established the Commission which is to investigate the Macedonian plane crash, learns DA. This was confirmed also by Chairman of CoM Adnan Terzic, who also added that two US experts were part of the Commission. Terzic rejected the claims that SFOR was guilty for the accident, urging that investigation results have to be seen before making any judgments: “Within a month, the [Commission] could present preliminary report to the public.”

Dnevni List front splash, pg 5 ‘Course of the flight was probably shortened’– DL claims it is certain that the plane was handed over to the French flight control in the Mostar Airport from the Zagreb flight control at the altitude of more than 4500 meters.

Vecernji List front splash ‘ Convention on air traffic violated’, pg 3 ‘BiH violated convention of air traffic’ by Zoran Kresic – Referring to the published parts of an alleged conversation between the flight control and the pilot in Oslobodjenje daily on Monday, VL argues that this might cause a new scandal with far reaching consequences since the rules on air traffic say that these sort of information are not to be made public, especially not during investigations. In an exclusive statement to VL, Deputy State Prosecutor of Macedonia, Roksanda Krstevska, says she cannot confirm the authenticity of the media report, noting that she is yet to hear the conversation between the flight control and the pilot. She further explained that the international legislation foresees very severe fines in case that such material is made available to the media.

Dnevni Avaz pg 4 ‘We will reach truth about plane crash’, Dnevni List pg 3 ‘Black boxes from Macedonian airplane still in BiH’– The daily learns from the BiH Security Minister, Barisa Colak, that the “black boxes” from the Macedonian airplane are still in BiH. “The black boxes have not been taken outside BiH and only when the Prosecution decides, they will be taken to a place where they will be examined. There is a probability of decision being made tomorrow. The BiH Prosecution has the jurisdiction over it”, says Minister Colak noting that only when the investigation works and conversations between the flight control and the pilot have been determined, a cause of the plane crash will be known.

FTV – BiH Prosecutors Office said that they would decide on the country to which black boxes will be sent for analysis.

Dnevni Avaz pg 4 ‘Why SFOR refuses to say where is French flight control?’ – According to Dzelal Hasecic, Deputy Director of BiH Civil Aviation Administration, stated for DA that options for reasons of the plane crash include either pilot mistake or mistake of the flight control. Answering whether it is true that flight controllers in charge at the time of accident were sent to France the very same day plane crash took place, SFOR spokesperson Dave Sullivan that SFOR was not aware of the controllers’ whereabouts.

I talked to all three candidates on Saturday [28 February] and I selected Dumic because I believe he can set up the Defence Ministry successfully,” Terzic said. He added that the Bosnia-Hercegovina Parliament would confirm the appointments at its next session.

RTRS – Dragomir Dumic, an attorney from Bijeljina, commented: “I think, alike with any contract, when it comes to Stabilisation and Accession Agreement the deadlines are essential. So, as far as I am informed, those deadlines are relatively short, the work must be done urgently and that is why I expect to have the support of all relevant factors… I am really optimistic. Of course when I get to know the total range of jobs I will have the opportunity to be more concrete and to give a bit wider statement than this one. But, I am truly optimistic,” said Dragomir Dumic, BiH Minister of Defence.  

FTV – “I will do everything in my power so BiH gets into Partnership for Peace”, said Dumic.

Oslobodjenje cover splash, pg 3 ‘Dragomir Dumic chosen because he is an attorney’ – Terzic explained that Dumic was chosen because he was an attorney, while two other SDS candidates, Ljubisa Trifkovic and Mico Vukovic, were economists. “I think that at this time of defence reforms we need a lawyer in this position”, said Terzic.

I think we have done a good job regarding the appointments”, Adnan Terzic stated.

Tihic: FBiH Army Commanders will be appointed in next days

Dnevni List pg 7 ‘Sulejman Tihic: FBiH Army Commanders will be appointed in next days’ by R. Radic – DL carries that Chairman of the BiH Presidency Sulejman Tihic stated that after the BiH Defence Minister is appointed, the appointments of Federation of BiH Army Commanders will start as well. He added that these appointments will take place during this or following week. Asked to comment on the work of the BiH Presidency and internal relations among the members of this body, Tihic says that the Presidency functions very well compared with the information on the work of this body presented by some media. Tihic also says that he has good relations with Chairman of the BiH Council of Ministers Adnan Terzic qualifying the information about the conflict between him and Terzic over dominance within SDA as media speculations.

RS MoI reduces a number of police officers

RTRS, Onasa – The RS Interior Ministry prepared the final list of 621 policeman, who are to be laid off this month, receiving an average severance payment of 6,000 KM. RS MoI spokesman Zoran Glusac told ONASA that a total of 551 had applied voluntarily to be laid off, receiving severance payment in the amount of 6,000 KM, while further 70 police officers were to be dismissed in accordance wit the RS Labour Law. Glusac said that the police officers from all Public Security Centres would be dismissed, adding that most of the police officers would be laid off the Public Security Center in Banja Luka. After these dismissals, the RS MoI is to have around 6,500 employees. RS Defense Ministry Spokesman Branko Trkulja told ONASA that his ministry still had not made the final list of staff to be laid off in accordance wit the defense reform in BiH, but re reiterated that 2,200 soldiers and RS defense ministry employees were to be dismissed, being paid an average severance payment of 6,000 KM.

Glas Srpske cover pg story ‘Resignations in a hasty manner’ – Dusko Jandric, representative of RS Police Syndicate, confirmed to GS that 70 out of 621 police officers, who should lose their jobs, did not accept the agreements proposed on termination of employment with the RS MoI. They demand their termination of employment be implemented in accordance with the Law on Labour. As GS learnt, some of these policemen met criteria to be given much bigger severance pays than offered by Ministry, while some have remarks to selection process.

Djeric discusses evictions with NGOs

RTRS, Oslobodjenje pg 4 ‘Police will protect citizens’, Nezavisne Novine pg 15 ‘Evictions – problem of RS and Croatia’ – Representatives of the civic society Zajedno do Istine, the RS Association of Former Camp Inmates, the Association of Refugees and Displaced Persons “Ostanak” and the RS Association of Families of Fallen and Imprisoned Soldiers and Missing Civilians called Monday on RS Interior Minister Zoran Djeric to protect their human rights and suspend evictions. Djeric promised the representatives of these associations that the RS police would protect property rights of each and every citizen, but it would also assess the cases of eviction, which it was to attend.  He called on the BiH Council of Ministers to meet with the Croatian authorities and resolve the issue of property swapping, especially to address cases of the ethnic Serbs who regularly swapped their property in Croatia for property in the RS. “In accordance with its mandate, the RS Interior Ministry will assess each case of eviction, and based on those assessment it will decided whether to attend a certain eviction or not,” said Djeric. “We called on minister Djeric to protect our families and suspend evictions, until property relations between BiH and Croatia are ironed out,” said Chairperson of the RS Association of Families of Fallen and Imprisoned Soldiers and Missing Civilians Radojka Boric.

EUPM opens organized crime hotline

EUPM urged all citizens to call 080 020 505 in case they have any information regarding organized crime, and says that all callers are guaranteed secrecy.

BHTV 1, Vecernji List pg 2 ‘Reason for celebration only divides the state’, Vecernji List pg 2 ‘Serbs consider celebration of March 1 as offence’, Slobodna Dalmacija last pg ‘Only Bosniaks celebrate the holiday’ – In a larger part of Federation of BiH, Independence Day was celebrated on Monday. However, there is still a lot of controversy around this holiday, which this year marked 12 years of the independence voted in favour of in 1992 by 60% of BiH citizens while Serbs boycotted it. While majority of Bosniaks celebrate it, Serbs ignore it. “All holidays in BiH are valid as long as they don’t get revoked. It is a question of violation of the constitution and the law. Serbs deny Independence Day to be their holiday, because they never participated in referendum”, said Sulejman Tihic. Ministry of Civil affairs made a prepared the draft Law on National Holidays, and general conclusion is they should be reduced to minimum. BHTV 1 concludes that until authorities don’t pass the law every ethnic group will celebrate holidays of their own.

Dnevni List front, pg 4 ‘Serb parties consider Independence Day as provocation’- DL carries that for the first time after the war, the March 1, that is, the BiH Independence Day was marked on the territories of the Federation of BiH with the Croat majority apart from the West Herzegovina Canton. BiH Minister of Foreign Affairs, Mladen Ivanic, stated that the BiH Council of Ministers did not discuss marking of March 1 as the BiH Independence Day and that Serb representatives would not accept discussion on this issue.

Oslobodjenje pg 4 ‘Bosniaks celebrate it, Croats recognize, Serbs deny’, pg 5 ‘It is not our holiday’ – HDZ delegated to BiH House of Representative Vinko Zoric says that marking Independence Day was not disputable, but was the date no officially confirmed. Zoric urged for both RS and FBiH politicians to negotiate on this issue. At the same time, Serb member of BiH presidency Borislav Paravac said that Serb people do not feel 1 March to be their holiday, but instead it brought negative memories.

FTV, Dnevni Avaz pg 2 ‘Significance of referendum bigger and bigger’ – On the occasion of Independence Day, BiH Prime Minister Adnan Terzic organized reception for high-ranking officials of BiH and International Community.

RTRS, Blic pg 13 ‘This is not RS holiday’, Vecernje Novosti pg 5 ‘Only Bosniaks celebrated’ – The RS prime minister Dragan Mikerevic said that the entities have the right to pass their own laws on public holidays, and that Bosnia-Hercegovina Independence Day, which is today being marked by the Federation, was not a public holiday in the Serb Republic. “The RS has a Law on Patron Saint’s Days and Public Holidays, and when we reach an agreement on Bosnia-Hercegovina’s public holidays, which I regard as crucial, then we will have public holidays at the state level,” said Mikerevic. SNSD considers that 1st March is not to be celebrated and they condemned the BiH authorities for not passing the Law on National Holidays. This opinion is shared by PDP, who stated that this date brings out the unpleasant memories about the events that lead to BiH into the war. RS Socialists also agree this with opinion, and its president Mihajlo Mihajlica said that only acceptable day for independence day can be a date of DPA singing.

SDS Main Board rejects SDS Presidency resignation

RTRS, Oslobodjenje pg 4 ‘Resignations of party’s presidency rejected’, Dnevni Avaz pg 5 ‘Presidency’s resignation rejected’, Dnevni List pg 10 ‘Party stands behind its members’ – SDS Main Board held the session in Srpsko Sarajevo on Monday in order to discuss recent collective resignation of the party’s Presidency. “SDS Main Board understands the reasons for resignation of SDS Presidency, SDS President and Vice President, but it doesn’t accept them and postpones the discussion on these issues after local elections, because the Board considers that basic reasons to accept [these resignations] don’t exist at this moment of complications in political, economic and social situation in RS. In that sense the Board will not assemble the extraordinary SDS electoral assembly, because it considers that holding extraordinary [inter-party] election session, instead of [discussing] important issues and [prepare] for local elections, would internally exhaust SDS,” said Dusan Stojinic, SDS Spokesperson.

Nezavisne Novine cover, pg 3 ‘Kalinic broke Cavic’, Glas Srpske pg 2 ‘Resignations rejected’ – According to NN, three members of Main Board voted contra rejection of resignations, while GS reports resignations were rejected through a unanimous vote. Following this decision, SDS Presidency held session and Mirko Sarovic announced he voluntarily resigns from all party top positions.

Session of 1990’s Parliamentarians Forum, Tihic on DPA changes 

Oslobodjenje pg 7 ‘Changes to Dayton’s Constitutions necessary’ – On the occasion of the BiH Independence Day, Forum of 1990’s Parliamentarians held the session on Monday discussing the Dayton peace agreement. Chairman of BiH Presidency, Sulejman Tihic said that changes to DPA were necessary in order to harmonize BiH Constitution with conventions on human rights: “RS entity has discriminatory character as its [name] qualifies it as an exclusive Serb area… That name is in appropriate and changes to the Constitution are therefore necessary.” Tihic also said that minorities in BiH were discriminated, and he also criticised a practice of BiH politicians to use every issue as the “protection of vital national interests”. Tihic concluded: “According to existing BiH constitution, there are three national groups in which everything is decided. In the international community there is still a consciousness on discrepancies of existing solutions in BiH, but there is still no political will to change that.”

Dnevni List pg 4 ‘Changes of Dayton should be done by domestic authorities with assistance of International Community’ – Tihic also advocates that domestic officials make changes of the DPA, while the International Community should help them because it imposed the current Constitution. 

Humphreys says BiH achieved great progress, but more needs to be done

 

FTV by Zeljko Tica – Michael Humphreys, Head of European Commission Delegation to BiH, in an interview to FTV said that BiH made progress. “BiH made a great progress in the fields of integration, reforms of defence system, indirect tax administration, but there are still many things BiH authorities can do”, said Humphreys. Humphreys added that it was still possible for BiH authorities to fulfil sixteen conditions, which will be enable BiH to start with negotiations on Stabilisation and Accession Agreement.

Terzic to address UN Security Council

 

Dnevni Avaz cover ‘I will seek support in New York’, pg 5 ‘In Security Council, I will point out our commitment to accessing PfP in June’ by Sead Numanovic – In an interview to DA, Chairman of BiH Council of Ministers Adnan Terzic said he, as well as the High Representative Paddy Ashdown who will submit six-months reports, will address UN Security Council on Wednesday. Terzic said that in UN he will stress that it was necessary to look at BiH as post-conflict country, and a success of the international intervention. In addition, Terzic said he will seek assistance for macro-economic strategy, and finally that he will stress BiH commitment to joining a member state of Partnership for Peace in NATO’s June Summit to be held in Istanbul.   

Mikrerevic visits Serb Sarajevo, promises health reforms 

RTRS, Blic pg 13 ‘Healing the Health Care System’, Dnevni List pg 10 ‘Republika Srpska is stability factor in BiH’ – RS Prime Minister Dragan Mikerevic announced on Monday that a reform of RS health care system will commence this year, as well as that a council for the reform has already been established. Mikerevic met with Serb Sarajevo Mayor Milivoj Gutalj later the same day. After the meeting, Mikerevic assessed that the RS and its institutions must provide more help to Serb Sarajevo. Faster privatization is just one of chances for a more successful development of this area, as according to Mikerevic, The second chance would be more fair territorial allocation of BiH institutions and Mikerevic said this would be the issue the RS Government would seriously deal with.

Initiative for direct elections of mayors and municipal heads 

Dnevni Avaz pg 3 ‘All parties for direct election of municipal heads’, Oslobodjenje pg 8 ‘Citizens to chose Municipal Head and Mayor’ – Within the campaign by Centre of Civil Initiatives [CCI] for direct elections for municipal heads and mayors, representatives of the CCI has talked to Presidents of Vice Presidents of all parties presented in the FBiH Parliament. CCI’s press release reads that group seek supports from all those parties for these elections, while FBiH Parliament is soon expected to adopt the amendments to the law on self-rule which will enable this. CCI expressed its hope that authorities will complete all activities which will enable citizens to vote for mayors at the upcoming municipal elections.  

SNSD organizes protests around RS

Nacional Belgrade daily pg 19 ‘Milorad Dodik wants new elections’ – The SNSD party will organize protests against the current authority this month, in order for the competent institutions to reach a decision on signing out general elections at the same time with the local elections in autumn. Milorad Dodik, the leader of the SNSD, has recently stated that the party would adopt the strategy that foresees ‘people going out on streets’. The protests will be organized in Banja Luka and other towns of RS.

DL editorial on Ashdown’s decision on naming streets and squares

Dnevni List pg 6 ‘Can Ashdown prevent war of deceased’ by Dr. Slavo Kukic – The author commends the decision of the High Representative for BiH, Paddy Ashdown, to put a ban on changes to names of streets, square, bridges etc in Mostar, noting that even the “street people from Sarajevo”, alluding to people who are advocating the change of name of Tito Street into Alija Izetbegovic Street, “are not certain any more”. Kukic goes on to say that the “street people” cannot be stopped to use the current majority, speculating that the HR could respond with “the Mostar-like impudence”, meaning to put a ban on renaming of the Tito Street. Kukic says: “And objectively, he can. Whilst doing so, he could cite many explanations. Among many, there is public address by the FBiH Vice President (Kukic is referring to Sahbaz Dzihanovic). Who warned the Sarajevo hoodlums that they do not have the constitutional right to what they are intending to do”.

NN op-ed on BiH Presidency

Nezavisne Novine ‘Harmonious brothers’ editorial by Almedin Sisic – The editorial deals with the BiH Presidency, and, critical of Borislav Paravac and Sulejman Tihic, reads that both of them are consistent in a full implementation of their right-orientated ideas and positions. Also, author says that two of them convinced the public it was possible to do a job on a daily basis side by side and not to communicate with each other at all. On Dragan Covic, he says he could be graded with passing mark only if there were not so many denunciations filed against him. On Covic, he added: “If nothing else, he at least improved the general image of the BiH, which resulted from a constructive collective work, with his gallant manners, diplomatic attitude and promotion of foreign investments in BiH.”

Oslobodjenje pg 3 ‘‘God save Radovan’’, Vecernji List pg 19 ‘SFOR even took marriage certificate from Lljiljana Karadzic’, Slobodna Dalmacija pg 20 ‘Holbrooke deceived my husband’, Vecernje Novosti pg 7 ‘The West has cheated Radovan’, Glas Srpske cover pg story ‘The West betrayed Radovan’, FENA – The spouse of Radovan Karadzic, Ljiljana Zelen-Karadzic, told “The Associated Press” that her husband respected the promise he gave to the West – that he would resign from political functions in an exchange for dropping criminal charges against him. She claims that the West betrayed her husband. She said: “He reached an agreement with Mr. Holbrooke in 1996.” On several occasions, Richard Holbrooke denied he had reached any sort of agreement with Karadzic. Ljiiljana Zelen Karadzic, denying that she knew of his whereabouts, also said: “God save my Radovan. That is all I want.”

Vecernje Novosti front, pg 7 ‘Holbrooke speaks truth’, ‘Kandic ‘sees’ Karadzic in Serbia as well’ – VN dedicated full page to alleged agreement between Richard Holbrooke and Radovan Karadzic. The first article reads: “Richard Holbrooke speaks truth when he says that the agreement was reached in 1995 with Radovan Karadzic, in accordance with which the former President of RS would leave the political scene and in return he would not have to go to the Hague”. A direct participant of this conversation, then Minister of RS Foreign Affairs Aleksa Buha, on Monday provided this confirmation of the agreement between the former American diplomat and chief negotiator with Slobodan Milosevic. “What I have read in newspapers is true and I have witnessed everything, as a member of RS delegation, together with Momcilo Krajisnik”, Buha stated. According to Buha, the meeting had been held upon Milosevic’s initiative and, after the talks had begun, it had been obvious everything had been prepared in advance.  VN also brings the article quotes the President of the Fund for Humanitarian Law, Natasa Kandic, as saying that Radovan Karadzic and Ratko Mladic were, most probably, in Serbia where they feel safe, since there is no international pressure.

Nacional Belgrade daily front, pg 3 ‘Karadzic and Mladic are protected witnesses’ – The article claims that, according to the source in Washington, the evidences on the alleged agreement between Richard Holbrooke and Radovan Karadzic are in possession of US President George Bush, who will probably use it in upcoming election race to publicly present all war suspects’ agreements with Clinton’s democratic Government.    

Podgorica daily claims Karadzic is hiding in Trebinje

Jutarnji List pg 11 ‘Vijesti: Radovan Karadzic is hiding near Trebinje’ by J. Kapor – JL carries that Podgorica’s daily ‘Vijesti’ published on Monday that according to their source close to the BiH state top, war crime suspect Radovan Karadzic is probably hiding in the area of Trebinje.

Dnevni Avaz pg 9 ‘Out of 195 judges only 38 are Bosniaks, out of 70 Prosecutors only 15 are Bosniaks’ by H. Orahovac, pg 10 ‘Oja called us frustrated judges’– In two pages dedicated entirely to alleged unequal representation of Bosniaks in judiciary, Avaz brings article denying the information provided by the High Representative Paddy Ashdown that there are 60 Bosniak judges in RS, adding that High Judicial and Prosecutorial Council were discriminatory of Bosniak population “bringing them in the position in which they almost never found themselves.”  Author of the article [H. Orahovac] claims that according to HJPC’s web site, out of 195 judges appointed in RS, only 38 were Bosniaks. Author also notes that out of 70 prosecutors in that entity, only 15 were Bosniaks, and cynically reminds that “HJPC’s and OHR’s basic task was not to keep results of the ethnic cleansing.”  In addition, Avaz brings a number of highly critical statements against HJPC by judges that were decertified.

DA complies dossier on discrimination

Dnevni Avaz pg 10 ‘Dossier on discrimination’ – Avaz informs its readers that it compiles the dossier which will clearly proved that there was discrimination against Bosniaks, inviting all those who were laid off in the past three years, for any reasons, to sent daily all relevant information on the case. DA also says that it established multiethnic team of lawyers and journalists, who will compile the dossier and publish it. 

Oslobodjenje on Avaz, SDA and Islamic Community’s claims on discrimination

Oslobodjenje pg 2 ‘Leaders above Bosniaks’ op-ed by Zija Dizdarevic – Referring to the campaign on alleged discrimination of Bosniaks, especially in judiciary, by Dnevni Avaz, author writes that “campaign against [Zlatko] Lagumdzija and SDP unites SDA, Islamic Community and Avaz for already a year and a half.” He further gives excerpts from a several statements by Islamic clerics, including mufti Mustafa effendi Ceric, in nature chauvinistic and also against all those Bosniaks who do not share their opinions. Editorial concludes: “SDA, mufti, his subordinates and Avaz push Bosniaks for religious and nationalistic euphoria. Avaz is trying to make its protests on Friday in front of OHR to be massive, while leader of Preporod, professor Sacir Filandra, claims: ‘In current political atmosphere, Avaz is the most important expression of Bosniak political will.’ This manipulation degrades political position of Bosniaks and leads to its equalisation with nationalism, including those of Great Croat and Great Serbia [ideas].”

Dnevni List front, pg 3 ‘Charges will follow against those who do not pay RTV subscription fee’ by I. Glibusic – The General Manager of the Public Broadcasting Service, Drago Maric, stated that the PBS finally have information about payment of RTV subscription fee in the Republika Srpska for January and that the PBS are satisfied with them. Talking about the payment of RTV subscription fee in the Federation of BiH, Maric says that the text of instructions for beginning of application of the contract on payment of RTV subscription fee is about to be completed and the whole process of payment will start with phone bills for February. Asked as to what will happen with those who do not pay RTV subscription fee, Maric says that public broadcasters have a right to file charges against such citizens.
