BojanicAfter the meeting with RS PM designate Pero Bukejlovic, which was held on Saturday, SRS and DSS stated that Bukejlovic has their support. Bukejlovic promised that the RS would have to stabilize and preserve the institutions and that SDA and SBiH would not participate in the new Government. SRS leader Milanko Mihajlica has stated the party has agreed with the designate upon the constitutional position of RS in frame of BiH Constitution, including the existence of RS MoI and Defense Ministry. He added that the new Government should be established as soon as possible, i.e. he says there is no need to wait for 40 days to expire before establishing the Government. He emphasized it was necessary for RS to preserve all of its institutions and said there is no room in the new Government for representatives of SDA, SDP and Party for BiH due to their demands for abolishment of RS institutions. According to Mihajlica, provisions of the Agreement on harmonized acting of political parties should be incorporated to the program of the work of the Government, and he thinks resolving of economic and social problems should be the priority in the work of the Government.

DSS representative Predrag Kovacevic, who says that a new RS Prime Minister designate should find the way to increase budget to RS Ministry of Interior. Kovacevic said that this presented the main condition, and if this fails, there will be no support. However, Kovacevic also said that Bukejlovic had already secured majority in RS National Assembly. The RTRS reporter says that if Bukejlovic gets PDP’s support, then he will have 46 votes. Author sums up that until now only SDS supports Bukejlovic, while DNS stance is unclear and SDA will support him only if the Government includes their members. SBiH, SDP, SNSD and SPRS will not support Bukejlovic.

Hafizovic: SDS did not ensure support

 

Oslobodjenje pgs 4-5 ‘SDS did not ensure support’ by S.Se. – Deputy Speaker of the RS National Assembly, Sefket Hafizovic, told daily that Pero Bukejlovic, contrary to his statements, has not yet ensured parliamentary majority. Hafizovic, who is a member of SDA, also told that Bukejlovic’s invitation for consultations with SDA, SBiH and SDP, is nonsense as SDS announced that there is no place for these parties in the new Government. He added that if the meeting however does take a place, SDA will clearly state its aims, which could be achieved regardless if it is position or opposition party, and seek ministerial positions.

Ivanic on OHR letter; Dokic, Tesanovic, Mektic still uncertain whether they will attend 1 Feb session

 

Dnevni Avaz pg 2 ‘Ivanic: I don’t like OHR’s threat tone’, mentioned on cover ‘Ivanic doesn’t like threats’, by J.S. – F.C. – The BiH Foreign Minister in resignation, Mladen Ivanic, stated for DA it is still early to say whether he would attend the 1 February session scheduled by the Chair, Adnan Terzic. Commenting to the OHR letter sent to the CoM stating that absences from the CoM sessions will be considered obstruction, Ivanic says it appeared as a sort of an indirect  threat of no use: “[PDP] resigned and nothing has changed there. We don’t like the threatening tone of OHR letter as we do not see a point in it, since we never were obstruction.” He added that the Communications Minister, Branko Dokic, and the Deputy Civil Affairs Minister, Zoran Tesanovic, are of same opinion on this matter. Dokic did not want to comment whether he would attend the session, but DA learns that on Monday he will meet Terzic. Tesanovic states for DA that he is currently on vacation, and knows nothing about either the session or OHR letter. Deputy Security Minister, Dragan Mektic, also said he is absent from work, adding that on Monday he will consult with Terzic and other CoM ministers. Asked whether he would attend the session, Justice Minister, Slobodan Kovac, responded: “I have not resigned.” 

Ivanic: Resolve crisis by election of new CoM

Simic – BIH Foreign Affairs Minister in resignation Mladen Ivanic stated that the only possible solution for the crisis in the BiH Council of Ministers is the election of a completely new cabinet. Ivanic added: “Our representatives in the CoM have submitted their resignations. It’s now up to other parties in RS to show their political attitude on this issue.”

Terzic: I talked with Cavic about resolving of crisis

 

Oslobodjenje pg 4 ‘CoM is not in crisis’, mentioned on cover, by Fena, Dnevni List pg 7 ‘Terzic and Caaic were talking about resolving of authority crisis’ by NINA – Chairman of the BiH Council of Ministers Adnan Terzic stated for RTRS that he talked with RS President Dragan Cavic about resolving of the authority crisis in order to resolve this crisis. Terzic added that he sincerely hopes that the Ministers who submitted resignations will appear at the next session of the CoM and reconsider their resignations since in case that this does not happen he will have to relieve them of duties and this will definitely mean the crisis. Terzic also said that he is expecting the OHR’s help in the coming period. 

Modrica Oil Refinery on Bukejlovic

 

Nezavisne novine, pg. 2 ‘Bukejlovic’s frustrations are threat for Republika Srpska’ by M. Kremenovic – Press Office of Modrica Oil Refinery issued a press statement on Saturday, which reads that the Refinery workers are not afraid of Bukejlovic’s threats regarding the composition of the new Government, but they are afraid for other firms and future of RS if it is run by people like Bukejlovic. Upon Bukejlovic’s announcement on an audit of Modrica Oil Refinery, the Press Office has stated that the attempt of Pero Bukejlovic to destroy the reputation of the firm is a product of his personal frustrations pointed against competent people and firms in RS.

DA op-ed on crisis in authorities: ‘Only solution is for IC to interfere’

 

Dnevni Avaz pg 3 ‘Directed crisis of the authorities’ op-ed by Mirela Kukan – Commenting to the CoM crisis and letter sent to Ministers by OHR, author says that neither Adnan Terzic’s announcement on reliving of duty those ministers who fail to appear at the 1 February session nor Paddy Ashdown’s urge really got to the ministers who resigned. “Entire situation clearly proves that politicians in RS only care to transfer the situation called the crisis in RS Government to Sarajevo and paralyse the work of CoM. Such scenario is the most appropriate to redirect the attention from their failures… [regarding] the cooperation with the ICTY in the entirely wrong direction. Well thought scenario will try to avoid next measures of the HR announced for April. Very obvious, but for now it works. Thus, the only solution could be interference of the international community, which, unfortunately, is the only one that can put the things in rights place in this country,” concludes the editorial.

Beslic on mtg with HR: ‘Ashdown will reconsider demands to change Mostar Statute’

Dnevni Avaz pg 8 ‘Ashdown will reconsider demands to change Mostar Statute’ by F. Vele – Mostar Mayor, Ljubo Beslic, told DA that the HR Paddy Ashdown promised to reconsider demands for the change of Mostar Statute, which was one of the conclusion of the meeting two held behind the closed doors on Friday in Sarajevo. “Ashdown told that he and his colleagues follow the situation in Mostar. He is aware of certain irrationalities in certain processes in [Mostar]. However, when it comes to the change of the Statute, he said nothing concrete, but told he would reconsider the details I outlined in my letter to him,” said Beslic. Ashdown and Beslic also agreed that the integration of Mostar institutions should be sped up.

Laeky: EUFOR starts resolute actions against ICTY fugitives

Rupcic, Nezavisne novine, cover and pg. 3 ‘Someone will get hurt soon’ by Srna, EuroBlic, pg. 5 ‘Someone will get hurt’ by Srna – EFOR Commander David Leaky stated for Daily Telegraph that EUFOR will launch resolute actions against ICTY fugitives and their associates. According to Leaky, about 2000 soldiers will be engaged in each of these operations. 

Comments on Leaky’s statement

 

BHT 1 by S. Lisicaalso carries a comment of Enes Becirbasic, BIH Deputy Minister of Defence, who says that those who help ICTY indictees do not deserve to work for state institutions. The report also says that the International Community expects from all BIH institutions to work on arrest of ICTY indictees, including the RS Ministry of Interior, BIH State Border Service, SIPA and Osa. SIPA Spokesperson Admir Katica did not want to comment on the Leakey’s statement, since SIPA has not been sufficiently informed about it yet. The report says that political analysts are sceptical, since SFOR also didn’t manage to arrest the most wanted ICTY indictees in nine years.

EUFOR is looking for Gotovina in Livno area

Bise – During the last two days EUFOR has started with the control of cars and border crossings between BiH and Croatia in the area of the Canton 10. DL says that although the official EUFOR statements says that this is about a routine action the unofficial information says that EUFOR is looking for ICTY fugitive, Croatian General Anto Gotovina, since EUFOR received the information that Gootvina is hiding in the village Listani located in this area.  

RS PoW disputes Karavelic’s nomination for position of BiH Ambassador

 

RTRS, Dnevni List pg 5 ‘To dispute Karavelic’s candidacy’ by De.L. – Vice President of the RS Association of Prisoners of War Slavko Jovicic said that he was going to send a letter to Serb member of the BiH Presidency Borislav Paravac and BiH Minister of Foreign Affairs in resignation Mladen Ivanic, requesting from them to annul nomination of pensioned general Vahid Karavelic for the position of a BiH Ambassador in Pakistan because of Kravelic’s wartime engagement in prison camp Silos (near Tarcin) and ill treatment of prisoners in this camp.

Former Head of Vlasenica on blocked municipal accounts

 

NTV Hayat – With regard to blockade of the account of the Vlasenica Municipality . NTV Hayat interviewed Vlasenica citizens who blame former authorities for demolishing of Bosniak houses. Former Head of the Vlasenica Municipality Ostoja Dragutinovic says that he has nothing to do with the decisions that were made at the time. The reporter concludes that the local authorities are to blame for the blocked bank accounts and adds that the NTV Hayat Central News will continue to follow up this matter.

DA: Price of electricity will not be increased this year

 

 

Dnevni Avaz cover splash ‘Price of electricity will not be increased this year’, pg 4 ‘Stories on electricity price increase are aimed at confusing users’ by M. Kukan – DA says that according to State Regulatory Commission for electricity [DERK], Elektroprivreda BiH and Elektroprivreda Herzeg-Bosna, the price of electricity will not be increased this year. Director of Elektroprivreda BiH, Enver Kreso, denies claims recently published in Vecernji list that electricity price will be increased for 30 – 40%. Director of Elektroprivreda HZHB, Vlado Maric, says articles such as this have no other intention but to increase the sale of newspapers. DERK Director, Mirsad Saklic, explains that they are only in the process of drafting the regulative documents, thus it is “unserious” to discuss any price changes.

NN on implementation of Law on Excises

Nezavisne Novine, cover and pgs. 16-17 ‘New law brought increase in prices’ by Predrag Klincov – The article reads that the new Law on Excises would, according to some announcements, cause increase in prices of coffee and tobacco but, on the other hand would also bring some positive changes. For an example, double inter-entity taxation of high-tariff goods will be abolished, which would lead to easier trades between RS and the Federation of BiH.

Inset ‘Single account for revenues’ reads that BiH started collecting indirect taxes to a single account as of January 1. The revenues collected in this way would first be distributed for financing of BiH institutions and foreign debt, while the remaining amount would be distributed to the entities and Brcko District (65,7% for the Federation of BiH, 30,5% for RS and 3,8% for Brcko District).
