BH Radio 1 By Aida Alic, RHB – The delegates of the FBiH House of Representatives have commenced the session today by adopting the conclusion which strongly condemns the incidents at the swearing in ceremonies for the RS recruits held over the weekend in Manjaca and Bileca. HoR Speaker will call on recess of the session, during which the delegates will meet the HR Paddy Ashdown to discuss police reforms. Ashdown was asked by the HoR to condemn and sanction Bileca/Manjaca events.

RS Army Commission investigating Manjaca incident

 

RS Radio – Head of Administration for civilian and military cooperation at the RS Army General Staff, Borislav Kukicevic, stated that the RS Army Commission in charge of investigating possible omissions during Manjaca oath-taking ceremony, will today complete report and had it to RS Army General Staff Chief. He said that the Commission has compiled a large number of documents, including Report on preparation of ceremony and orders, media reports and photos, etc. He noted there are lsits, which soldiers have signed shortly after the ceremony, and each list contains the text of oath in accordance with Article 74 of BiH Law on Defence.

BiH Parliament delegation visiting Albania

 

RHB – A delegation of the BiH Parliament, including the Speaker of BiH HoR Sefik Dzaferovic, Deputy Speaker of HoR, Nikola Spiric, and Deputy Speaker of BiH HoP, Mustafa Pamuk, are visiting Albania today and tomorrow. Today they are supposed to meet the Albanian Parliament Speaker and Albanian Defence Minister and Prime Minister.

Zelenovic, ONASA – NATO Commander in BiH Steven Schook said on Monday a new ceremony of oath taking by recruits of the RS Army should take place as soon as possible, asking RS Defence Minister Milovan Stankovic to hand over a report on the incidents in Bileca and Manjaca barracks by Wednesday (20 April).  “NATO and the OHR expect Stankovic to hand over a report in order to learn why recruits failed to take an oath within BiH laws,” Schook told reporters. He stressed that young soldiers were instructed to swear to Republika Srpska instead of to BiH, which is illegal procedure proving that the state of BiH has no control over armed forces. “After such acts there is more reason for abolishment of the entity defence ministries,” he added. “I’m disappointed because no one from RS has taken the responsibility for such behaviour of recruits, nor anyone expressed bitterness over the incidents,”said Schook. Schook confirmed that consultations are under way with the OHR on possible steps, if Stankovic fails to hand over a corresponding report within deadline.

BiH Defence Minister Radovanovic says events in Bileca, Manjaca a serious incident

Sisic – BiH Minister of Defence, Nikola Radovanovic held a press conference on Monday. Radovanovic says that the events in Manjaca and Bileca represent serious incident. He says that investigation into the incidents has already launched, and the first reports are to be expected on Tuesday. “In line with the reports, measures are to be undertaken”, says Radovanovic. Asked whether the whole event had been repeated, Radovanovic said: “I think that the recruits were not part of it, but the investigation will show”. Radovanovic says that there is no need for the oath taking to be repeated, since “there is the oral part of the oath and the written part in which recruits sign the oath, which I find the more relevant since it contains the rights text of the oath”. RS Ministry of Defence participates in the investigation, but if necessary, BiH Ministry of Defence will also be included. Potential resignations depend on results of the investigation.

RS PM Bukejlovic demands from Minister Stankovic to prepare information on  the incidents

According to press release issued by RS Government Bureau for Public Affairs, Bukejlovic expects RS Defence Ministry and RS Army General Staff to investigate whether some omissions were performed during the ceremony.

Macanovic, ONASA – RS Defense Minister Milovan Stankovic on Monday condemned a group of recruits who refused to swear loyalty to BiH at a weekend ceremony. Spokesman Branko Trkulja said Stankovic “condemns and distances himself from the actions of the Serb recruits” and would consider a formal investigation of the incident, which has raised concerns over Bosnia‘s EU integration. The passing-in ceremony on Saturday was marred by the recruits’ refusal to swear allegiance to the central state rather than the Republika Srpska. The recruits were the first from the RS Army to be asked to swear loyalty to the central state since the war, but instead they jeered and whistled as the BiH national anthem was played and pledged loyalty to the RS territory. Stankovic has demanded a report from the officers involved in the ceremony and will launch a full investigation if required, Trkulja said. Terzic, Tihic comment on Manjaca, Bileca incidents – It is about political manipulation, systematic failures

 

BHT, FTV – BiH Council of Ministers Chairman Adnan Terzic considers events in Bileca and Manjaca as a political manipulation. “This incident was organized by the political parties from RS, and they are the ones to be blamed for it”, added Terzic.

BHT – Member of BiH Presidency Sulejman Tihic said that this incident is the consequence of the bad compromises during the making of the BiH law on defence/armed forces. “This is the reason why law on defence should be changed, and entity armies and ministries of defence abolished”, said Tihic.

SNSD calls on minister to resign over army oath-taking muddle

D., FENA – The Alliance of Independent Social Democrats (SNSD) on Monday called on RS Minister of Defence Milovan Stankovic to submit his irrevocable resignation and demanded an end to the manipulation with the younger generation, the immediate suspension of all recruitment and national service and the disbanding of the army’s reserve force. The SNSD says in a statement that “Stankovic, as one of the main masterminds of army and defence reforms, is directly responsible for what happened during the oath-taking ceremony in the barracks in Manjaca and Bileca on 16 April this year”. “While the SNSD insisted two years ago that there was no need for young men in the RS and BiH to do their national service after the reforms were launched, Minister Stankovic and his party colleagues from the SDS demanded the opposite and through a legal trick introduced compulsory military training for all young men also in the new system of defence,” the statement says.

BiH alternative Prime Minister Stojanov: Disrespect for national anthem leads to disintegration of the state

 

Oslobodjenje pg 5 ‘Disrespect for state and its symbols leads to its dissolution’, FENA“The oath of allegiance to the Republika Srpska instead of to Bosnia and Herzegovina and whistling to the anthem of one’s own country irresistibly reminds of the early ’90s when similar incidents caused/led to the disintegration of then Yugoslavia.  Such behaviour of recruits and their superiors is not unexpected given that the today’s coalition in power is made of the same national parties which 13 years ago advocated for the war and the division of Bosnia and Herzegovina”, says prime minister of the BiH Alternative Government, Dragoljub Stojanov. Therefore Stojanov appeals on the Chairman of the BiH Council of Ministers, Adnan Terzic, Minister of Defence, Nikola Radovanovic, and the representatives of the international community in BiH to take this event, as well as the constant demand for a third entity, as a symptom of serious problems in the society, that lead to the dissolution of the country.

Klepic, SRNA – The association of camp inmates of the RS has sent an open letter to High Representative Paddy Ashdown, US Ambassador to BiH Douglas McElhaney and senior representatives of international organizations. The association says that the pressure imposed on the RS and Serbs must stop. “You have unanimously condemned the oath of young RS soldiers. Nevertheless, BiH is not a sovereign and independent state because you gentlemen are making decisions about everything and because you are imposing your will on the peoples while disregarding the reality of the situation,” the letter reads. The RS camp inmates association asks senior representatives of the international community “whether they really believe that it is possible to set up a joint BiH army in the current situation and that Serbs would die and defend such a state if BiH was attacked”. “Do you really think that Serbs would defend BiH, which has been offending the integrity of Serbs?” the letter reads.

Bosniak intellectuals believe RS institutions, BiH Serb leaders should be blamed for Manjaca, Bileca incidents

DA op-ed: Unless clear measures undertaken, incidents similar to Manjaca/Bileca events may repeat

 

Dnevni Avaz pg 3 ‘Decisive reaction’ op-by by Lana Sinanovic – Referring to the Manjaca/Bileca taking of solemn oath related incidents, the editorial reads that the international organizations have decisively reacted to those noting it will be interesting to see who will RS respond to the IC’s requests. Author notes that the 16 April’s incidents was not “directed” only by some NGOs from RS, “which is proved by the unison silence from RS. None of their politicians condemned booing the state they belong to. That is why the scandal… should not end up only on a paper. The report has to point to who is to be blamed, and who to is be held responsible.” Editorial concludes that unless IC takes further measures to establish the truth in this incident, similar may take place.

Oslobodjenje op-ed: Manjaca/Bileca events expected, nationalist in agreement

 

Oslobodjenje pg 9 ‘Expected scandal’ op-ed by Mirko Sagolj – Author notes that the Manjaca/Bileca ceremonies were not a surprise. “Recruits reacted in a manner they were brought up by the current political authorities in Dayton’s RS: they spat BiH as their state, its hymn and flag, and expressed their loyal only to the part of BiH which originates on the base of aggression and genocide. This was neither accident, nor spontaneity. They were prepared… Even the fact that this first-class political scandal was ignored by highest ranking officials of RS and BiH tells enough on generally present agreement between ruling nationalists that each should take of solemn oath to their own entity, their own flag, their own hymn… This is a reality of BiH today,” reads the editorial.

Oslobodjenje op-ed: RS finally gets message from IC that BiH’s integrity is not arguable

 

Oslobodjenje pg 9 ‘A step towards the truth’ by Zija Dizdarevic – Editor notes that events in Manjaca/Bileca just confirmed the estimates by the European Parliament which, according to daily, deems the implementation of the Dayton accord is unsuccessful and entities are destabilizing factor in the region. “Organizers of these terrifying demonstrations sent a message through the recruits that not only they don’t want a joint army, but also a threat that RS position will be defended by army. So, in no way one can deem this only just an incident,” reads the op-ed. Noting that the IC has reacted immediately and most harshly, author notes that “finally, after a long time, RS… was sent a message by the IC and military authorities that BiH’s integrity was not arguable.”   

NN Op-ed on the incident: Recruits were scapegoats

 

Nezavisne Novine op-ed pg 7 ‘An oath’ by Dragan Risojevic – Wiring about Saturday oath-taking at Manjaca and Bileca military barracks of RS Army, the author notes that although the news broke as a sensation, it has basically just shown in what a state we all actually live. He notes the recruits were scapegoats, adding that although their conduct was, in their view, correct, the recruits have violated the law – the law devised and signed by those, who did not attend the Saturday ceremony at barracks. Risojevic further lists, in ironical tone, what Dragan Cavic, Pero Bukejlovic, Dusan Stojicic might have been doing instead of attending the ceremony. However, he adds that international community, referring to it as defective creator of all important events in this state, should also bear its part of responsibility. He raises the issue as to why nobody reconsidered the possibility to re-schedule the ceremony of oath taking in accordance with the BiH Law on Defence, since it has only been ten years since the slaughter ended. He is also critical of Steven Schook’s statement (demanding ceremony be repeated), noting it would just cause a counter-effect. He concludes the latest event shows recruitment should be abolished.

57 percent of BiH citizens support BiH accession to NATO

 

BHT – According to the poll conducted by the Puls agency for BHT, 57 percent of 1000 polled people support BiH joining the NATO, and 36 percent is against it. In FBiH almost 70 percent of the polled persons support joining the NATO, while the support in RS and Brcko District is only about 35 percent.

TV Hayat Denis Zaimovic – FBiH House of Representatives will make a recess during the session, which should take place on Tuesday, during which the Collegiums of both the chambers of the FBiH Parliament will meet with the HR, Paddy Ashdown, to discuss the police reform. Next Monday, the police reform will be on the agenda of a meeting of HR with leaders of the BiH political parties on Vlasic. BiH Presidency member, Sulejman Tihic, regrets the fact that representatives of all opposition parties from the FBiH have not been invited to the meeting, since all the RS opposition parties have been invited. BOSS Leader, Mirnes Ajanovic said that he was not invited to the meeting, and added that his party was probably not interesting, since it cause no problems when it comes to police reform. Radom za Boljitak Leader, Mladen Ivankovic-Lijanovic also has not been invited, but he had no idea why it was so. When it comes to nongovernmental organizations, Bosniak Intellectuals Congress Council has also not been invited. The Chair of the Congress, Sabira Hadzovic said that she did not understand moves the HR was making, since due to the fact that he was the High Representative, he should represent all citizens’ stances in order for democracy to be developed. “The HR should support the state and statehood, as we all do”, said Hadzovic. The Council is appalled by the fact that the HR invited those representatives, who are going to attend the Vlasic meeting, to sign preamble, by which constitutional integrity of both entities is going to be confirmed. Spokesperson to OHR, Oleg Milisic said that the OHR never commented on its correspondence.

RS Vice-president Osmanovic: SDS is a main obstacle to reforms in BiH

 

Dnevni Avaz pg 5 ‘SDS is an obstacle and main barrier to reforms in BiH’ by Edina Sarac – In an interview to DA, the RS Vice President Adil Osmanovic expresses concern with the recent statement of the HR Paddy Ashdown, who saod that the compromise on police reforms means nobody will get everything they want but everyone is to get something better than nothing. Osmanovic notes “every one knows that negotiations…on this issue are being lead with mostly just RS politicians who are against the reforms.” Expressing fear that the international community could give in to harsh pressures from RS, Osmanovic underlines that RS has undertaken active role in talks on police reform with a single goal – to preserve RS Interior Ministry. RS Vice President also believes IC to be rather naïve if it believes that reforms can be continued with the current RS authorities consisted of members of party “which is an obstacle and main barrier to reforms in BiH”. On the voluntarily surrenders of the PIFWCs and RS police activities on this issue, Osmanovic notes that “these show that a certain number of people in RS MoI was in constant relation with war crimes suspects since its establishment.”

Ashdown to discuss police reform with FBiH Parliament leaders

 

Oslobodjenje pg 4 ‘Changes to the Constitution, police reform to be discussed’, FENA – The FBiH House of Representatives will continue on Tuesday the regular 18th sessions, which was interrupted last week. House of Representatives Speaker Muhamed Ibrahimovic told FENA that a break would be given in the afternoon for leaders of the Collegiums of both Houses of the FBiH Parliament to meet with High Representative Paddy Ashdown. According to Ibrahimovic they are planned to discuss police reform in BiH with the High Representative. Two initiatives for changing the FBiH Constitution will be on the agenda of the House’s session. One of the initiatives was made by FBiH Vice President Sahbaz Dzihanovic. He proposes that the FBiH administration and budget spending be reduced by abolishing the institutions of the FBiH President and two Vice Presidents. He also proposed the reduction of the number of ministries in the FBiH Government from 16 to 10 and the reduction of other FBiH institutions to one third of the existing number. Dzihanovic said that 67 percent of the GDP is being spent on the financing of the state institutions, public administration and services. The second initiative was made by BOSS leader Mirnes Ajanovic. He proposes the transfer of a part of cantonal authorities to municipalities, a process that would lead towards the termination of cantons.

Interview with Rs President’s advisor Tadic on constitutional changes: Abolishment of entities would mean end of BiH

 

Vecernji List pg 6 ‘Abolishment of entities would mean end of BiH’ by M. Sutalo carries an interview with Ognjen Tadic, who is a political advisor to RS President Dragan Cavic. Asked as to what kind of the BiH re-organization the RS stands for, Tadic says that the RS does not stand for change of the Dayton Peace Accord at all. Asked about his view on the position of Croats in BiH, Tadic says that most RS citizens believe that Croats are very close to the situation to become a national minority in BiH. Asked as what would happen if, for instance, the OHR imposes the abolishment of the entities, Tadic says: ‘The OHR does not have that capacity since this would mean that the OHR signed the end of BiH.’

RS SRS calls on parties not to accept police reform that would be contradictory to the Constitution

 

Glas Srpske pg 5 ‘Sign for police’ by N.D. Milanko Mihajlica, President of the RS Serb Radical Party, on Sunday called on signatories of Agreement on principles of harmonized political actions not to accept police reform model, which is in contradiction with the BiH constitutional order. The model is to be presented at Vlasic meeting. According to him, if DA were not followed, “it would be normal to expect complaints of police resembling the one for Manjaca and Bileca ceremonies of oath-taking”. He noted: “Distrust of recruits into a joint army should be a sing for authority officials during talks on police reform. We should not allow that future generations bear the burden of our mistakes.”

VL: Reform to penitentiary system in BiH to follow Police reform

 

Vecernji List, pg 4 ‘Prisons in FBiH and RS have room for 3000 persons’, by Eldina Medunjanin – VL notes that the IC in BiH, after the talks on Police reform are over, will insist on the reform to the penitentiary system in BiH. According to VL, this was also hinted by the High Representative, Paddy Ashdown, who warned the BiH authorities that the current prison capacities will soon become too small for all the convicts and detainees.

Tanasic – CoM Chairman Adnan Terzic has stated during the 2nd Mayors Conference held in Brcko District that BiH has fulfilled 95% of pre-conditions for launching SAA negotiations and should sign the Agreement on Stabilization and Association with European Commission by October next year.

Karamatic A Swedish national, Rune Anderson, an employee of the CAFAO in BiH, was found tied to a tree and beaten up at a village of Sjenice near Dreznica on the M17 road yesterday (Monday). It would appear that whilst he was returning from Neum on Sunday, Anderson was stopped by two persons, one wearing a Police uniform, he was then taken out of the car, stripped down and beaten up. Two attackers disappeared into unknown direction. According to the duty prosecutor in Canton 7, Mirko Milicevic, motives and attackers are unknown. Sarajevo media also covered the issue.

Eventually, the captured BiH citizens were released and the Police located and recovered the lorries. Michael H. and the unknown man are on the run.

Dodik: Facts were avoided in the course of investigation

Investigation underway on responsibility of Covic and other 7 officials re privatization of “Soko” Mostar

 

Nezavisne Novine pg 5, announced on cover ‘They have been suspected of committing malfeasant acts in the course of privatization of “Soko” firm’ by M. Cubro – According to Chief Mostar Canton Prosecutor, Nijaz Mehmedbasic, Mostar Canton Prosecutor’s Office is investigating on responsibility of former “Soko” firm officials with regard to so called “small-privatization” of parts of this company. He refused to give any names, but he emphasized that the Special Department of BiH Prosecutor’s Office for Organized Crime and Corruption has taken over this case from Mostar Canton Prosecutor’s Office. According to a collocutor from Mostar Canton Prosecutor’s Office, persons under the investigation are: Branko Kolobaric, Josip Gojak, Berislav Cubela, Eugen Cubela, Dragan Covic, Ante Vidacak, Jelka Milicevic and Gordana Stojkic.

Magas carry that people from the BiH Association of Farmers say that threats coming from Croatian Prime Minister Ivo Sanader that Croatia will complain to Brussels because of disrespecting of the Free Trade Agreement did not scare BiH farmers . The Association also expects that the Croatian Government will accept reality and allow BiH to introduce full customs on those agricultural products, which cause the biggest problems to the BiH farmers.

Zorlak carries an editorial regarding a Free Trade Agreement between BiH and Croatia and the author says: ‘Although it is quite understandable that the BiH Council of Ministers is concerned about the foreign trade deficit with Croatia, disrespecting of the Free Trade Agreement was not the solution. Chairman of the BiH CoM Adnan Terzic and his Ministers passed a haste decision and they did not wait to resolve the problem through diplomatic channels.’ The author also says that due to such behaviour of the BiH authority we shall not join the European integration soon since the things that we are doing are not in accordance with European standards.
