EU Foreign Ministers commence meeting in Luxembourg

BH Radio 1Samira Krehic, RS Radio  – EU Foreign Ministers have commenced with the two-day meeting in Luxembourg. The agenda for today also includes the discussion on the situation in the Western Balkans. The key issue is the future of the European Constitution and the adoption of the joint budget.

Member of Scorpions arrested in Croatia

BH Radio 1, RHB – Croatian police has arrested Slobodan D. near Vukovar under suspicion he took part in killing 6 Bosniaks in Srebrenica in 1995 as a member of ‘Scorpions’ unit. Suspect has been detained and will undergo interrogation.

Toby Robinson to file charges against Sarovic, Kalinic, Govedaric, Bjelica

 

BH Radio 1Mustafa Karahmet – Provisional Administration of the Privredna Bank Srpsko Sarajevo, Toby Robinson, announced at the press conference today that she will file news charges against persons who took loans from the bank through fictitious companies without intention to ever return them. Tobinson said that SDS is just one of the clients with debts in the bank who ignored the requests to return the loans. Thus, says Robinson, today SDS accounts and property will be frozen again. She also announced she would file lawsuit against Mirko Sarovic, Dragan Kalinic, Milorad Govedarica and Milovan Bjelica and that she will submit all the findings of the investigation to the Prosecution which will make further decision as to which cases will be processed. She added that SDS or SDS-controlled companies took a number of loans from the Bank without paying them back.

HR’s statement to Vienna daily

 

RS Radio – Paddy Ashdown, HR, stated in an interview to Vienna daily Kurier that BiH will need HR until talks on SAA commence, i.e. by election next year at least. Ashdown stressed that the international is culpable for having failed to implement rule of law immediately after the signing of Dayton Agreement and accordingly free space was provided to war crime suspects. Speaking of police reform in BiH, he assessed that RS may try to keep delaying this reform until the end of his mandate, which expires in November.

Dnevni Avaz cover splash ‘Criminals could go unpunished!’, pg 4 ‘Criminals could go unpunished because of stances of Belgrade and Zagreb’ by Husein Orahovac – The Chair of the BiH Court, Meddzida Kreso, stresses in an interview to DA that refusal of Croatia and SCG to sign trilateral agreement on unconditional extradition of the war crimes suspects [as prepared by the OSCE and presented at the conference in Brijuni, Croatia last week] could be catastrophic for BiH. She further explains that in this case, BiH would “in a pat-position: criminals would be peaceful in our neighboring countries, while we would not be able to hand them over the cases.” Chair Kreso says that Code on Criminal Procedure foresees handing over cases to other countries only in cases when those include foreign citizens who, if found guilty, could not be sentenced to more than 10 years of imprisonment. In war crimes processes, says Kreso, that is not the case. Praising OSCE effort and underlying importance of the further international assistance in facilitating this process, BiH Court Chair says it is possible for representatives of three countries to meet once again in fall at ministerial level to try to find solution.

Speaking of the PIFWCs still at large, EUFOR Commander underlies that intelligence data show the organized crime is in connection with the network of those helping suspects to keep hiding. “Organized crime always have political connect… They are those in connection with the crime, obstructing, for instance, police reform… In BiH, the organize crime spreads to network assisting war crimes indictees, such as Karadzic, Mladic, Gotovina,says Commander concluding he doesn’t expect reduction fo the EUFOR presence in BiH soon.

ICTY President Meron to address UN SC

 

Oslobodjenje pg 6 ‘Hague’s mission will not be completed without those three’ by Tanjug, Dnevni Avaz pg 14 ‘Tribunal should complete its work’, FENA – The ICTY President, Theodore Meron, complimented the efforts of Serbia and Montenegro to improve their cooperation with the Tribunal. The result of those efforts was the “voluntary surrender” of 14 indicted war crime suspects, said Meron in the semiannual report on working of this international court presented before his address to the UN Security Council in New York on June 13. In the report, Meron stressed that it would not be possible to complete the first-degree processes before the ICTY in 2008, and stressed Tribunal cannot cease its operation before apprehension of Karadzic, Mladic and Gotovina.

Vecernji List, pg 2 ‘CNN will have live broadcast of Mladic arrest’, not signed – According to the Serbian ‘Nacional’ papers, the US TV network ‘CNN’ is finalizing preparations to have live broadcasting of arrest of an ICTY wanted war crime suspect, general Ratko Mladic. According to a source from the “top of the Serbia and Montenegro government”, an elite team of CNN has already arrived in Belgrade, whilst the team leader, Christiane Amampoure, will arrive to Belgrade when there’s the green light for the operationto go ahead. The source also says that it is in fact Amampoure who is unofficially organizing the operation.

Mladic refuses to make agreement with Serbian Govt. officials before his meeting with Kostunica

 

Nezavisne Novine pg 2, announced on cover ‘Mladic requested a meeting with Kostunica’ by Mr.K. – NN elarns from sources close to Serbian Government that representatives of the Serbian Government have been engaged in intensive negotiations with the war crime suspect Ratko Mladic, but he refuses any sort of arrangement prior to his meeting with Vojislav Kostunica in person. The same source claims that negotiations are carried out in a central Swrbia city, noting that possible departure of Mladic to The Hague would be published few days after he gets to Scheweningen cell. Source further notes: “Serbian Government promised Mladic would be in The Hague by Wednesday, but his latest request has complicated situation, because it is estimated his meeting with Premier may be of high risk.”

RHB, Hayat, FTV, RTRS, Oslobodjenje pg 4 ‘Ratko Mladic not in military facilities’, Glas Srpske pg 3 ‘We are not hiding Mladic’ – Serbia and Montenegro (SCG) Minister of Defense Prvoslav Davinic said that Hague indictee General Ratko Mladic is not in Serbia-Montenegro (SCG) military facilities, and that he does not enjoy support from members of army in SCG. Davinic stressed that SCG have the obligation to capture Ratko Mladic if it wants to join the Partnership for Peace and the European Union.

Serbian President Tadic says he will attend Srebrenica anniversary

 

FTV, RTRS – Serbian President Boris Tadic stated on Sunday that will go to Srebrenica on July 11, on the 10th anniversary of genocide over Bosniaks. Tadic stressed that it is good that Serbian public could see the video of the Srebrenica massacre, because they must know what really happened. In “BK” television’s show, Serbian President said that he strongly disagrees with those who justify crimes by saying that crimes were committed on all sides.

Kukic op-ed: Serbia has no will to confront past

 

Dnevni List, pg 9 ‘Look in the mirror’, by Dr. Slavo Kukic – Carries an op-ed in which the author, whilst commenting on the attitude of authorities in the region towards war crimes, especially in Serbia, notes that the Serbian authorities, even the current ones, do not have the will to confront the past. The situation is no better in BiH too, reckons Kukic, reminding that the RS President (Cavic) and RS Interior Minister (Matijasevic) recently condemned the brutal liquidation of six Bosniaks as seen on video. In that context, Kukic argues it is another attempt to downsize the tragedy of Srebrenica onto a bestiality that was caught on camera, as if some 8 thousand people were not killed. 

London daily claims BIA involved in release of Srebrenica video-tape

 

EuroBlic cover pg splash, pg 5 ‘BIA released video-tape from Srebrenica’ by D.Vukelic – Daily refers to London “Sunday Times” claiming that the video-tape showing the murder of Bosnian civilians from Srebrenica by Serb para-military troops, was released in public by BIA (Serbian Secret Agency) in an attempt to set the public in motion regarding the expected arrest of Ratko Mladic. Rasim Ljajic, Chairperson of the SiCG Council for the Cooperation with The ICTY, denies these claims, noting: “BIA has nothing to do with this…It is well-known who the tape reached the public. Natasa Kandic handed it to War Crimes Prosecution in Belgrade on 23 May.”

Vecernje Novosti cover pg splash, pg 7 ‘The alive also on the list of those murdered’ by Borjan Popovic – Daily carries a statement of Milivoje Ivanisevic, Director of the Belgrade Centre for research of crimes against Serb people, speaking about abuses of Srebrenica information. He notes that out of 8 thousand Muslims, which were “murdered” in 1995 in Srebrenbica according to ICRC, about 3 thousand voted at elections in Bosnia the next year. He claims that “the list of the missing persons, including the names of only 36 women”, was later on interpreted into the list of the murdered. He expresses his surprise that Serbia fails to officially confront interpretations of Srebrenica issue, being grounded on Muslim forgeries on the number of victims, according to daily.

Nezavisne Novine pg 4 ‘It is possible BiH suit against SiCG may be upheld on basis of Srebrenica’ by Beta – Vojin Dimitrijevic, Director of the Belgrade Centre for Human Rights, on Sunday stated that the International Court of Justice would uphold suit BiH ahs filed against SiCG for aggression, if proved that genocide was committed in Srebrenica. In a statement to Podgorica media, he said: “If genocide took place and if a link between those who committed genocide and supreme structures of SRJ is proved, the ICC will most likely uphold genocide claims.” He also added that in accordance with the international law, “nobody has a right to sue anybody for aggression, but only for genocide”. Both Sarajevo dailies also carried the statement.

He added that the Council of Ministers (CoM) Chairman Adnan Terzic should resign if BiH Parliament fails to adopt his candidate for new Minister of Foreign Affairs.

Oslobodjenje pg 2 ‘Terzic kicks Ivanic out of political theatre in BiH’ by Fena – PDP official and former BiH Communications Ministers, Branko Dokic, stated on Sunday that the decision made by Adnan Terzic to accept resignation of BiH Foreign Minister, Mladen Ivanic, is a trial to “kick Ivanic out of political theatre in BiH” and not personal conflict. Dokic adds Terzic was not acting in accordance with the law and connected the decision to the conclusions of recently held SDA Convention which, as Dokic says, strives to change the BiH structure.

According to him, this action would result in changes in BiH Election Law and scheduling of regular elections before legally-stipulated term.

Pink Ljubisa Davidovic – Now former BiH Minister of Foreign Affairs Mladen Ivanic said for Infotop that he was going to go to his work on Monday, regardless of the Chair of BiH Council of Ministers Adnan Terzic’s statement by which Ivanic could come to the CoM just in order to transfer his duty. Ivanic said that he found decision to accept his resignation issued in December 2004 and appointment of Ana Trisic-Babic as acting BiH MoFA, illegal. “My basic argument is OHR Legal Issues Department’s recent statement, by which a Minister whether removed or not, should perform the duty until the new is appointed”, said Ivanic. Ivanic points out that he will leave the position only if the Parliament, political parties which present majority in the Parliament or some other legal body ask him to do that. “There are three possibilities to remove me, but I do not want to approve illegal Terzic’s decision”, said Ivanic. Ivanic added that he did not believe that Terzic’ moves were results of agreement he made with SDS in order for PDP to be removed from state level, after being removed from entities’ levels. “If Terzic is supported by SDS, than it is natural for me to leave, but if SDS supports my stances, than it is natural for SDS to support me, and under such circumstances Terzic will have no majority in the Assembly, and the only reasonable move would be to withdraw”, said Ivanic.

Reiterating that the decision was an immoral and incorrect act, Ivanic says there are three ways for him to step down. “The easiest and only realistic way is that Mr. Terzic gives a name of a new minister, asks for an urgent session of BiH Parliament’s House of Representatives and gets the majority for the proposal. The same day I stop officiating the function. The other way is that a body with some authority in BiH says that A. Terzic’s decision is legal. I will respect that, although I will consider the decision as illegal. I will also retire if the four parties (SDA, SBiH, HDZ and SDS) that make the majority in the BiH Council of Ministers ask me to do so”

DL op-ed: Ivanic is the last person to mention moral values

 

Dnevni List, pg 2 ‘Moral’, by Marko Karacic – Carries an op-ed in which the author comments on recent events pertaining to the Chairman of BiH CoM, Adnan Terzic’s, decision to accept resignation of BiH Foreign Minister, Mladen Ivanic, and especially Ivanic’s statement that Terzic’s decision was an immoral act. The author argues Ivanic is the last person who should be mentioning moral values since it was he who obstructed the political agreement according to which a Croat was to lead the SIPA. The author also argues that politicians in BiH and moral cannot be mentioned in the same sentence and this especially applies to politicians from the RS.

US Under Secretary Burns critical of Serb leadership in BiH, Ivanic

 

Dnevni List, pg 4 ‘Critic against Serb officials in BiH’, by NINA, Nezavisne Novine pg 2 ‘RS authorities are linked with Karadzic’ by D.Risojevic – The US Under Secretary for Political Affairs, Nicholas Burns, spoke with the press in Washington after completing a tour of the Balkans. Burns mentioned positive moves made by the Bosniaks and Croats in BiH and lack of cooperation of the BiH Serbs when it comes to cooperation with the IC. “My collocutors avoided answering my every question, especially Mladen Ivanic, stressed Burns, sharply criticizing the Serb officials over stalling of reforms and failure to admit ‘historic responsibility’ of their national community for the war crimes committed between 1992 and 1995.

CoM Chair Terzic says his decision to accept Ivanic’s resignation legal

 

BHT, RTRS – BiH CoM Chair Adnan Terzic believes that his decision to accept BiH Foreign Minister Mladen Ivanic’s resignation is in accordance with the law, because there is no legal provision regulating for how long a submitted resignation is valid. In an interview with Sunday’s Nezavisne Novine, CoM Chairman stressed that international community did not request Ivanic’s dismissal, and that he did not consulted any politician before making his decision.

BiH Minister Halilovic says CoM can work regularly without Ivanic, Dokic

 

Pink, RTRS – BiH Minister of Civil Affairs Safet Halilovic said that BiH reached a level when BiH Constitution had to be changed. He added that he supported changes in Law on elections. Halilovic said that if two Serb Ministers, namely Slobodan Kovac, BiH Justice Minister and Nikola Radovanovic, BiH Defence Minister were to attend the CoM’s session, then the CoM could continue bringing valid decisions without BiH Minister of Transport and Communications Branko Dokic and BiH Minister of Foreign Affairs Mladen Ivanic.

Comments following Ivanic’s removal/resignation; refusal of SDS to fill in vacant positions at BiH COM

 

Nezavisne Novine pg 4 ‘New ministers would be non-partisans’ by M.Cubro NN source from BiH CoM claims that the Ministers of foreign affairs and communication of BiH would be non-partisans, and it is obvious that SDS, SDA, HDZ and Party for BiH would support appointment of such candidates. The source notes appointment of non-partisans would satisfy both, SDS and Adnan Terzic, BiH COM Chair. Terzic stated: “SDS made it clear it does not want to take part in the BiH CoM and that Ministers of Defence and Justice respectively, Nikola Radovanovic and Slobodan Kovac, are not their staff. Since I already have two experts, I will appoint two more experts and fill in BiH COM accordingly. The responsibility for legal projects will also rest with RS Government…Therefore, I see no reason that legal projects, that are harmonized in this manner are not supported by SDS at Parliament, since RS Government is SDS’s.”

Mladen Bosic, SDS Vice President, says that the only way out from the crisis stalemate position (with which BiH CoM is faced) is the new meeting of ruling parties’ leaders, adding: “The appointment of non-partisans is not the best sooution.” He denied speculation about his candidature for the position of BiH Foreign Minister.

Oleg Milisic, OHR Spokesperson, stated that “OHR is still reviewing all the aspects related to Ivanic’ removal.”  

Ashdown to go to Brussels for consultations on possible sanctions against RS; PDP’s Sakan says police reform solution acceptable both for RS and EU possible

 

BHT Zoran Sarenac – Next week in Brussels High Representative Paddy Ashdown will discuss with the European Union (EU) officials the possible sanctions that EU might impose on the RS, because of the RS failure to accept the police reform process. According to the BHT reporter, politicians in RS want the continuation of the police reform process; at the same time, they are confident that the citizens of RS will not feel the consequences of possible sanctions. “We have to participate in both the defence and police reform process. I believe that it is not impossible to find a solution that would be acceptable for both the RS and the EU”, stated Velimir Sakan from Party of Democratic Progress (PDP).

Dnevni List, pg 3 ‘Establishment of new Federation TV in Mostar’, by Ivica Glibusic – Reports that the Croat member of BiH Presidency, Ivo Miro Jovic, talked with the Head of EC delegation to BiH, Michael Humphreys, about an initiative to include the Hercegovacka TV and Radio Herceg Bosna, with all of their equipment and staff, into the Public RTV service of BiH for the programming in the Croatian language. According to the report, the ‘Federation TV Mostar’ would broadcast programming in the Croatian language and the signal would cover areas of Herzegovina and central Bosnia. Inset entitled ‘Control of editorial policy’ carries the Chairman of RTV FBiH Steering Board, Slavo Kukic, as commenting on idea of establishment of Federation TV in the Croatian language. He argues the essence i.e. the aim is to have a control over the editorial policy, which would be in hands of the HDZ.

Dnevni List, pg 8 ‘Croat opposition goes in battle against HDZ’, by Anja Vrebac – According to leaders of some Croat opposition parties (Zeljko Koroman – Hrvatski pravaski blok – Croat Rightists Block, Petar Milic – Hrvatski demokrscani – Croat Christian Democrats, Marko Tadic – Croat Peasants’ Party) the time has come for the Croat opposition parties to reach a consensus, form a strong opposition block and overthrow the HDZ BiH from power, which has, according to them, run a hopeless policy.

Comments following Venice Commission member Merkart statement on re-organisation of BiH/FBiH

 

Glas Srpske pg 5 ‘Three peoples on two legs’ by D.Radjan – Daily brings some comments following last week’s statement of Thomas Merkart, Venice Commission member, regarding re-organisation of BiH, i.e. F BiH. Ognjen Tadic, Advisor to RS President, said that it has been clear to any legal experts, but also well-intended politician, that a cure for “diseases in BiH” should not be looked after in destruction of RS, adding: “RS is better organised than F BiH, and therefore RS is the harder grounds for BiH. A clear stance of Thomas Merkert gives hope that there are forces within IC, that would free RS of unnecessary political pressures and hence give time to deal with economic and social issues.” Predrag Lazarevic, Banja Luka Professor, agrees with Merkart, noting that BiH will have future only if F BiH is reformed into two cantons, or even better, two entities according to him. Zeljko Mirjanic, Professor at Banja Luka Law Faculty, says: “Unlike others, Venice Commission has observed the constitutional order of BiH, RS and F BiH. Commission concluded that the greatest difficulty is irrational organisation of F BiH.”

Robovic argues if an agreement were reached, as a result it would create pre-requisites for privatization of ‘Aluminij’, underlining that it is in interest of Republic of Croatia to increase its share in the company. “We are offering an idea on forming of a consortium between the Sibenik-based TLM, Aluminij d.d. Mostar and HEP (Croatian Elektroprivreda). The Siroki Brijeg-based FEAL and Alloy Wheels of Jajce would join the picture”, says Robovic.

WWII veterans leader says fascism in BiH still alive

 

 

 

 

Oslobodjenje cover page ‘Galic’s speech irritated the Minister’, Dnevni Avaz pg 9 ‘Galic: Fascism still alive and present in BiH’, Glas Srpske pg 2 ‘Galic’ speech of hatred’ by D.Todorovic – The 60th anniversary of victory over fascism and the 62nd anniversary of a major Second World War battle on Sutjeska river were marked in Tjentiste near Foca on Sunday. As usual, such celebrations cannot pass without incidents. This time, the president of BiH WW II veterans Association (SUBNOAR) Jure Galic unexpectedly addressed gathered people. Galic stated that the fascism in BiH is still not defeated. “To be chetnik is completely legal in RS, and chetniks are even allowed to build monuments to their general Draza Mihailovic”, added Galic. That statement provoked a reaction from the RS Minister of Labor and Veteran’s Affairs Miodrag Deretic, who said that he was shocked with Galic’s statement, and that he completely disagrees with him.

PBES Administrator Robinson announced that lawsuit for misuse of position will be filed against former director of company Matres Govedarica

 

RTRS Branka Kusmuk – Provisional administrator of Privredna Bank Eastern Sarajevo Toby Robinson announced that lawsuit for misuse of position will be filed against former director of company Matres Milorad Govedarica who is currently performing the duty of Director of Pale working unit Petrol. Robinson claims that Govedarica signed loan contracts with the bank in 1998 in the amount of 400 000 BAM but hasn’t repaid anything yet. “I will take any legal step necessary to collect the loans”, stated Robinson. Govedarica was the director of RS Reserves before he became the director of Matres. Robinson claims that Govedarica was responsible for RS reserves but they are gone and no one knows where they went. Govedarica is also connected to the loans given to TV Kanal S from Pale since he was the Chairman of the Management Board of that TV. Reporter comments that there are 3 criminal reports against Govedarica in Eastern Sarajevo Prosecution. Main Prosecutor Rajko Colovic stated that he cannot divulge any details due to course of the investigation. He did confirm that the reports are related to misuse of position, forgery and destruction of official ID as well as budget damages and personal gain. Govedarica was also appointed as Chairman of supervision board in Elektrokrajina, company that has 70% state capital. Reporter concludes that they wanted to talk with Govedarica on all of the above but he wouldn’t answer the telephone calls.

Sarovic and Govedarica illegally disposed of RS Reserves stocks

Sisic NN has learnt that Mirko Sarovic and Milorad Govedarica, former Director of “Matres” Company and former Director of RS Reserves, in January 1998 signed tens of decisions approving allocation of tones of oil from RS Reserves to “Matres” Company. The documents NN got hold of prove that Sarovic and Govedarica made a number of decisions and acts to assign stocks be kept RS Reserves to “Matres” Company.

Ombudsman Ljubic: BiH prisons unfitting

 

Dnevni List, pgs 6-7, mentioned on front ‘Possibility of construction of mono-ethnic prisons’, by Mensud Zorlak – Carries an interview with a BiH Ombudsman, Mariofil Ljubic, in which he stresses that the current penitentiary system in BiH is inadequate, mostly because prisons are too crowded, secondly because they do not provide services as described by the laws, foremost in relation to healthcare in prisons. Ljubic also argues that some representatives of authority approve of idea of having mono-ethnic correctional facilities, saying it is sad that politicians “want to build the constitutionality of peoples in jails”. Still, Ljubic says that one should not close eyes in front of the problem, since BiH is prone to national confrontation in all segments.

Connections between BIH and the terrorist attack in Madrid

 

Glas Srpske pg 2 ‘Passport puts pieces together’ by TANJUGReferring on the latest issue of the Bijeljina based Extra Magazine (pgs 44-46 ‘Naturalised Bosnians are the biggest threat for Europe’ by EM team)and Tanjug news agency, daily reports that at least two persons directly involved in the Madrid attack of March last year had BiH citizenship, while most of the total of 24 suspects were in BIH during the war or they had contact persons in this country. These allegations, according to the daily, are based on the most recent indictment drafted by Spanish investigative judge Balthazar Garson. The report further claims that there was an ongoing investigation into the so-called Bosnian-Afghani connection which is being carried out by several foreign agents not allowing the local police and the newly formed BiH intelligence agency to interfere in their work. This investigation concerns the activities of Islamic extremists who fought in BIH between 1992-1995 for the then Government in Sarajevo, and who were also granted BiH citizenship and remained in the country as associates, liaison or logistics.

The Spanish judicial authorities strongly believe that the man who ordered the attack was a Jordanian Abu Musab Al-Zarkavi. He issued the orders for Madrid attack to Amer Azizi who is in possession of BiH citizenship, issued to him on 24 April 1994 in the name of Al Aziz Amer Hasan Abdulmadzid. Azizi has apparently changed passports in BIH three times, was married to a Bosniak woman and has a reported residence in # 15, Pionirska Street in Sarajevo (in one of the passports).
