Security issues

FBiH security officials meeting

Croat Radio Herceg Bosna – At the initiative of the FBiH Interior Minister Mevludin Halilovic, a meeting was held in Sarajevo on Monday attended by the representatives of FBiH intelligence service, Sarajevo Cantonal MoI and FBiH MoI police administrations. Participants estimated that the recent events in FBiH, especially in Sarajevo, made situation more complex and that citizens rightfully expected authorized authorities to undertake measures to prevent similar incidents and disclose perpetrators of the committed incidents. It was also noted that there was a need for closer cooperation between FBiH and Cantonal MoIs, and Coordination Team for fight against organized crime.

FTV – This was the first such meeting with Directors of Police and Administration after 6 months. EUPM commissioner Sven Frederiksen initiated the meeting. Primary focus of discussion was a need to change internal Interior Ministry’s regulations and minister Halilovic was asked to withdraw his version of the rules of service. It was also discussed what were relationships between minister and Director of the agency and EUPM clearly stated that any further obstruction in functioning of the institutions will be considered as anti-Dayton acts. EUPM spokesman Jon Oskar Solnes underlined: “Minister Halilovic was given 6 clear tasks and if they are not met than we shall talk again”. It was agreed that regular weekly meeting should be organised with agreed minutes submitted to the EUPM. Commission for monitoring of implementation and changes of the Federation Law was also appointed. Discussion was also focused on both recent security problems in Sarajevo Canton after several explosion and problems arising from case with commander of special unit Zoran Cegar.

Analysis on security situation in FBiH

Croat Radio Herceg Bosna, Dnevni List page 8, “Less homicides, more drug traffic in FBiH”, by De.L., Vecernji List page 3, “Less homicides, more drug traffic” – Theanalysis of the security situation in FBiH showed that in the last six months, with an exception of one case, there was neither increase nor decrease in crimes, traffic security and public disorder cases. The analysis was made by the police administration of the FBiH Ministry of Interior [MoI] based on the reports by Cantonal and FBiH MoIs. Analysis concluded that the percentage of the increase in the crimes in last six months in comparison with the same period in 2002 was minimal, which proved that fight against crime required other society’s structures to be involved.  

EUPM dismisses criticism

Dnevni List (page 4, by S.K.) carries that the EUPM in BiH issued a press release yesterday in which they stress that they noticed in weekend issues of ‘Dnevni Avaz’ statements against the EUPM Mission in BiH given by one politician. The EUPM press release says that they welcome public and political debate on the establishment of the rule of law in BiH, however, they continue to focus the basic goal and that is approaching of the BiH Police to European standards. The EUPM press release stresses that they do not tolerate violating of the constituency in the Republika Srpska and that they supervise operative procedures and managing of the police in the whole BiH including the RS. Sarajevo dailies also carried the press release.

Federation TV slams Dnevni Avaz for linking it to Sarajevo blasts

FTV, Oslobodjenje pg. 7, Dnevni Avaz pg. 8, Dnevni List page 4, “FTV needs protection of international institutions”, by S.K. – In connection with an article in Monday’s issue of the Sarajevo-based Dnevni Avaz, the collegiate body of BiH Federation Radio-TV has issued a statement. The collegiate body has condemned the article, which says that journalists and editors of the news and current affairs programmes on Federation TV are accomplices in several recent terrorist acts in Sarajevo. Dnevni avaz has published the article headlined “Lagumdzija’s junta caught red handed” on page nine of the issue. The article is written by Fatmir Alispahic as his public response to Oslobodjenje . The article suggests in an obvious and very dangerous manner that – with its Dileme current affairs programme, which discussed calls for early elections and the current situation in the country – Federation TV is at least a co-organizer of the latest terrorist attacks in Sarajevo. Every form of private media has the right to have its own editorial policy, just as every individual has the right to have an opinion about our programmes. But the Federation TV collegiate body regards statements that we are linked to terrorists as a form of public lynching of journalists and editors of news and current affairs programmes only because they are doing their job. Federation TV demands that the relevant domestic and international institutions protect it from this and similar forms of slander aimed at preventing it from doing its duty as a public broadcaster to offer various topics and points of view about the topical events in BiH to the public. Federation Radio-TV will file libel charges with the relevant court in connection with the mentioned slanders.

SDA’s Palavric responds to Lagumdzija

Dnevni Avaz front page, pg. 2 ‘Lagumdzija impedes investigation’ – Responding to Lagumdzija’s claims that the current authorities are standing behind terrorist attacks, SDA Vice-president Suada Palavric said that the SDP leader was largely impeding the ongoing investigation into the series of explosions by giving too aggressive statements. She added that each government wished to complete its mandate in peace. 

Investigation into bomb attacks in Sarajevo

Nezavisne Novine, cover and pg. 5, ‘BiH Prosecutor’s Office to take over the investigation into bomb attacks in Sarajevo’ – Spokesperson of Sarajevo police, Ljiljana Sakic, stated that forensic experts from the Interior Ministry of the Federation of Bosnia and Herzegovina established which sort of explosive device was used in the explosion in front of the house owned by Hilmo Selimovic, Director of Sarajevo brewery. However, no further details are to be disclosed at the moment, owing to ongoing investigation.

NN also received a confirmation from the Interior Ministry of the Federation of Bosnia and Herzegovina that the Prosecutor’s Office of BiH may take over the investigation into last week’s bomb attacks in Sarajevo.

BiH Central Bank Steering Board session

Croat Radio Herceg Bosna, BHTV, FTV, RTRS, Oslobodjenje pg. 5 ‘Nicholl remains in Office’, Dnevni Avaz pg. 2 ‘Foreign currency reserves amounting up to 2.3 billion KM’, Dnevni List front and page 4, by Fena, E. Mackic, “Peter Nicholl appointed Governor again”– On Monday the BiH Central Bank marked its 6th anniversary and held inaugural session of the new management board. Bank Governor Peter Nicholl said at the session that the former management board performed well their duties, and added that currency board will be kept to keep the stability of the BiH currency. ‘The changes in Central Bank, that is in the management board, could have been very stressful, … However that did not happen thanks to the decisions made by BiH Presidency’ – said Nicholl. He added that new management board at its first session already made several decisions. According to the Law on Central Bank, management board appoints Governor, and at the session on Monday board members re-appointed Peter Nicholl with the mandate until the end of 2003. As of 1 January 2004, Kemal Kozaric will take over the position and perform it for next 6 years. As for the appointment of the fifth member of the board, Central Bank awaits for the decision by OHR in regard to the candidacy of Ljubomir Kovacevic

BiH, FBiH officials meet with WB representatives

Croat Radio Herceg Bosna, Dnevni List front and page 3, by I. G., “Economic development in FBIH depends on speed of privatization” – FBiH Prime Minister Ahmet Hazipasic, Deputy FBiH Prime Minister and Finance Minister Dragan Vrankic, outgoing director of the World Bank in BiH Joseph Ingram and his successor Dirk Reinarmann held meeting on Monday to discuss FBiH government’s priorities in implementation of the key economic reforms which would intensify these processes. Hadzipasic and Vrankic stressed measures taken aimed at the creation of the single economic space in BiH and strengthening of financial discipline. Conclusion of the meeting was that priorities should include intensifying reforms process, liberalization of the market, creation of the environment that would attract foreign investments and encourage engagement of existing financial potential.

Croat Radio Herceg Bosna, Oslobodjenje pg. 3 ‘Reforms have already achieving results’- Chairman of BiH Council of Ministers Adnan Terzic met on Monday with outgoing director of the World Bank Joseph Ingram and his successor Virko Reinarmann.‘Reforms started in BiH already give some results which are still not big, but tell us that we are on the right path.’ – said Terzic at the meeting.

According to FTV, Terzic discussed with Ingram the construction of 5c highway. Terzic said: “All available offers for construction will be equally treated and considered…feasibility study will be owned by BiH regardless who is going to make it”. Bosmal was given 4 months deadline to prepare feasibility study and secure 300 million Euro, and then decision to be made who will get contract. Ingram praised government for work on economic reforms, but added: “BiH still depends very much on foreign donor assistance and national development strategy has enormous importance for your future”.

FBiH Defense Minister on sale of surplus weapons

BHTV – The armed forces of BiH should have between 9,500 and 15,000 soldiers. The most frequently mentioned number is 12,000 in both armies. In that case, the Federation army will have to dismiss 5,200 people, BiH Federation Defense Minister Miroslav Nikolic has told the media house. It has not yet been established what quantities of heavy weapons the Federation army will have to sell or destroy. With regard to hand-held weapons, the quantity in question is 20,000 barrels, Minister Nikolic confirmed. Asked what will the Federation army do with its surplus weapons, Nikolic answered: “The Federation army has a duty to get rid of its surplus outdated weapons, that is, weapons not in line with our finances, in any way possible. In May we issued an invitation to public tender, which was published in newspapers. I do not know exactly which paper it was published in. We tried to sell some of these outdated weapons. Likewise, we have issued a tender and we are currently at the negotiating stage, concluding an agreement in line with the existing legal regulation.”

Cavic on arms sale

Blic pg. 7 ‘Sale will not jeopardise military balance in BiH entities’, Nezavisne Novine, pg. 3, ‘Arm sale will not violate the military parity in the region’, Sarajevo dailies – RS President Dragan Cavic said on Monday that the sale of the surplus of arms of the RS Army is a result of the sub-regional arms control agreement, which would not jeopardise the military balance in the region. Cavic expressed the hope that the RS Army would manage to sell as many arms as possible and use the funds to improve the financial, technical and social situation in the army, otherwise the surplus arms would have to be destroyed. He told journalists that the activities related to the sale were conducted in coordination and with the agreement of SFOR and that the sale would be public, on the basis of the RS Government decision and standard conditions for the trade in arms and military equipment. “The fact that we had a war here eight years ago means that both entity armies have a large stock of arms and equipment which do not comply with the norms stipulated by the sub-regional arms control agreement, according to Annexe 1B of the Dayton Agreement,” Cavic said. He said that the RS Army would cut the number of locations where arms and equipment are stored, and improve the conditions in which they are kept, ensuring that there are no more incidents or tragic events.

Zenica miners to hold protest before FBiH Government building

Oslobodjenje front page, pg. 7 ‘More than a thousand miners to come before the FBiH Government building’, Dnevni Avaz pg. 12 – Zenica miners have announced they would hold a protest rally in front of the FBiH Government building in Sarajevo on August 14 if they do not receive a complete salary for June by the time.

Salaries of BiH officials

Vecernji List (page 2, by Z. Jurilj, B. Stevandic, “Ministers in RS with 1800 KM, MPs in FBiH to 2200”) – the daily notes that salaries of the Republika Srpska (RS) Prime Minister (now it is 2500 KMs), Deputy Prime Minister (2.000 KMs) and Ministers (1.800 KMs) have been doubled as decided by the RS Government at a session held on July 24. The daily also reminds about the increase of salaries for the MPs in the Parliament of Federation of Bosnia and Herzegovina. According to VL’s calculations, the MPs will now get 2200 KMs, which is on average three times more than education workers or police officers get. Cavic discusses economic, social issues with RS Trade Unions leader

Blic pg. 7 ‘Workers threaten with barricades; authority promises money; Vecernje Novosti pg. 21 ‘Liquidation ‘slaughters’ workers’, Glas Srpske, pg. 3, ‘Politics is becoming more confusing’ – RS President Dragan Cavic announced on Monday he would meet with authority representatives and open new parliamentary procedures if it is showed that the current authorities are not capable to solve problems and open better perspectives. After a meeting with President of the RS Trade Unions Association Cedo Volas, Cavic told reporters he requested the establishment of a dialogue between the RS Government and the Trade Unions. ”Noone can solve the problems in the RS during the night, but the economic and social situation cannot be taboo subject for the RS institutions,” Cavic said. He added that the Trade Unions Association should have understanding for such a situation in the RS. “The Government must enable the Trade Unions Association to participate in the creation of solutions from possible sources that will enable the protection of workers who will stay without jobs in the privatisation process,” Cavic said. He expects the RS Government to meet its obligations and to reach a final agreement on the social programme, adopted by the RS National Assembly, with the Trade Unions Association in September. Volas said that approximately 40,000 workers could stay without jobs in the bankruptcy procedure, adding 120 million KM would be needed for their severance pay.

Oslobodjenje interview with Mijo Brajkovic

Oslobodjenje pgs. 4-5, mentioned on the front page ‘Concept of the Aluminij privatisation will be applied in the entire BiH’ – General manager of the Mostar-based Aluminij Company Mijo Brajkovic said that the developments around the price of the electricity provided for Aluminij would have a negative influence on the company’s operations. Regarding the dispute over the Aluminij privatisation, Brajkovic said that it was just about a political game and that, at the end, the Aluminij privatisation model would be applied in the entire country. 

RS Association of Camp Inmates on confiscation of illegally gained property

 

Blic pg. 6 ‘Robbers of Serb people have the power’ – According to the words of vice-president of the RS Association of Camp Inmates, Slavko Jovicic, the Association, together with RSNA’s deputies who agree to cooperate with it, will initiate a discussion in the RS National Assembly on enacting a law on origin of properties since 1991. He adds that the Association will ask to enact a law on courts’ right to confiscate properties gained through criminal acts, as well as to form an anti-corruption team and a special court and prosecution department that would deal with organised crime. Jovicic says that the real power in RS have those who gained money by robbing its own people during and after the war. “On the other side, honest people live on the edge of poverty. The only solution for RS and Serbs is to return robbed properties to the people, because noone will invest in the Srpska as it is now,” Jovicic says. However, Jovicic is of the opinion that the initiative will not get parliamentary support. In that case, as he says, the RS Association of Camp Inmates will address the OHR and ask the High Representative to impose the laws.  

Telekom Srpske

Nezavisne Novine, cover and pg. 5, ‘Optical cable stuck near Trebinje’ – The construction of optical cable, or world communication highway (as often referred to by experts), which was supposed to connect Zvornik with Montenegro via Trebinje, is running late for a year and a half already. Although the Republika Srpska Government  passed decision at its session on 3 August 2001, which declared this investment to be of great interest to Republika Srpska, it has not been completed as yet

Oil distributors on announced decision to import oil through railway exclusively

Vecernji List (page 2, “State is trying to introduce monopoly”, by Fena) and Dnevni List (page 9, “Intention of oil products import through railways is introducing of monopoly”, by Fena) carry that members of the Section of carriers and distributors of oil and oil products with the Economic Chamber of the Federation of Bosnia and Herzegovina concluded that the decision on the import of oil and oil products through railways exclusively, which was announced by entity Prime Ministers, is introducing of the state monopoly.  President of the aforementioned Section Muhidin Alic stated that it is about the decision which was announced under the pressure of oil lobbies and which will be fatal for distributors, especially for the private sector.

 

 

Political developments

SCG – BiH relations

BHTV – BiH lawsuit against the Serbia and Monte Negro (SCG) has been recently very often interpreted as a good for exchange.Furthermore, recent speculations point to NATO interest regarding the withdrawal of this lawsuit: in that case, SCG would drop the lawsuit against NATO. To exclude the suspicions, BHTV1 has investigated the issue. After the non-official offerings for solving the issue outside the courtroom, Serbian Minister of Justice Vladan Batic stated that the Serbian commission for collection of the documents on human rights’ violations was in the dispose of the new documents that would change the picture of war in BiH. In that regard, member of BiH Presidency Sulejman Tihic stated: “If Batic has some other documents than we do, it would be nice from him to show them. And why is he so afraid of the trial then, if he has such documents. It is obvious that he doesn’t have them.” On the telephone call, Batic said that the evidences that this commission have collected unambiguously proved a number of expels, ethnical cleanings, rapes and murders of Serbs in FBiH. SCG authorities are aware of the fact that one of the conditions for joining the Partnership for Peace is dropping the lawsuit against NATO before the ICTY. In this regard, NATO spokesman stated: “I have no idea what the countries in the region are working on and what they expect; I can only speak in the name of NATO. And as for NATO, the lawsuit process is in progress. NATO has no intensions for making the pressure in that regard.”

Dnevni List (front and page 2, by FENA, “Evidences on crimes against Serbs are in archives of ministry of justice”) – also carries that the Serbian Justice Minister, Vladan Batic, told TANJUG news agency yesterday that the story on war crimes “is not as black and white” as representatives of the authority of Federation of Bosnia and Herzegovina are trying to present. Batic further explains that the former Federal committee for collecting data on crimes against humanity and international law is now active with the Serbian Justice Ministry and it has a respectable archives “with evidence that persecutions, ethnic cleansing, tortures, killings and deportation to camps were done against the Serbs too”.

Hilmo Pasic on SNSD initiative: There is no need for early elections

Oslobodjenje pg. 3 ‘There is no need for early elections’ – “If the SNSD would leave the RS National Assembly, as it has announced, that will still not be a signal for holding the early elections in BiH,” President of the BiH Election Commission Hilmo Pasic told the newspaper.

DL’s editorial on situation in BiH, initiative for early elections

Dnevni List (page 6, by Slavo Kukic, “Achievements of BiH surgery”) – an editorial in which the author gives his view of the situation in BiH in light of recent events and initiatives for early elections in BiH. Kukic says there are plenty of reasons for early elections out of which the increasing number of unemployed and growing prices are, according to Kukic, the main reasons for early elections, as the life becomes more difficult. “In a normal country these would be the type of arguments one would resort to. Unfortunately, we are far away from that approach. Because, far ahead of these arguments are issues such as how to survive in conditions of growing terrorism, crime as way of life which is being given rights of a citizen through institution etc. All of which have been taken from drawers with the return to authority by SDS-HDZ-SDA troika”, says Kukic. The author also warns about the attacks against the first man of the Federation of Bosnia and Herzegovina Customs Administration (Zelimir Rebac) saying that “Radonicic’s media spithouse” joined the operation by “showing that the things are not as shiny as Ashdown and his company, by siding with Rebac, are trying to present”.

Nezavisne Novine: Interview with Nikola Spiric

Nezavisne Novine, pg. 4, ‘Early elections is the only way out for BiH’ – In an interview to NN, Nikola Spiric, Chairperson of the House of Representatives at the BiH Parliamentary Assembly, said that the only rational democratic way out from the current situation in BiH would be early elections. According to him, ‘if elections were not convened, the technical alliance of all criminals of all colours and political shapes would remain on the scene”.

Asked to comment on the work of the High Representative to BiH, Paddy Ashdown, Sprici said that HiRep made some good moves, but also some major mistakes. “I think that after a review, international community will take a critical approach towards BiH and Ashdown as well. The best possible solution for BiH will then be found.”

Dodik on Kalinic

Dnevni Avaz pg. 4 ‘By a concessive approach to the international community, Dragan Kalinic is buying his own liberty’ – “Kalinic has put the RS National Assembly into a position to serve SDS by giving concessions to the international community at the cost of RS and its citizens, buying in exchange his own liberty as well as preservation of the SDS-PDP-SDA coalition,” SNSD leader Milorad Dodik told the newspaper.

President of HDZ Croatia Sanader in tourist/private visit in Herzegovina

Vecernji List (front page, “Sanader: Zagreb stays silent about Croats in BiH” and page 5, “We shall not have tied hands towards Croats in BiH”, by Ivan Kaleb) and Slobodna Dalmacija (page 6, by Drago Vukojevic, “Coalition only after elections”) carry that the President of HDZ Croatia, Ivo Sanader, with his party colleagues paid a tourist visit to Herzegovina yesterday, meeting with representatives of HDZ BiH last night. Sanader stated that within the preparations for the coming elections in Croatia, HDZ Croatia will certainly prepare a good program and good candidates for the Croats living outside of Croatia and HDZ Croatia will demand from the Croatian Government to make an agreement with other countries so that these Croats can vote. SD carries that asked about the relations between HDZ Croatia and HDZ BiH Sanader stated that HDZ BiH is an autonomous party and that the HDZ Croatia leadership is supporting all moves to the benefit of the Croat people in BiH. VL carries on the same issue that Sanader stated that they absolutely respect HDZ BiH decisions because they were passed legitimately at the Convention and the policy of HDZ BiH must not be conducted in Zagreb but in BiH. With regard to the Dayton Peace Agreement (DPA), Sanader said that the DPA is not perfect, however, it stopped the war in BiH. According to Sander, the DPA offered some possibilities, which were not used, not even by the representatives in BiH, and that late Croatian President Franjo Tudjman was right when he signed it.

Oslobodjenje pg. 3 ‘Mothers of Srebrenica and Podrinje welcomes Clinton’, Dnevni List page 3, “Protest walk of women of Srebrenica”, not signed– At their regular monthly peaceful rally in Tuzla, the Mothers of Srebrenica and Podrinje Association officially supported the decision to invite Bill Clinton to open the Srebrenica-Potocari Memorial. They described opposition to the idea by Ibran Mustafic as his personal opinion.

L., “Millions embezzled for private businesses”) – the daily carries details of the criminal report filed with Cantonal Prosecution in Mostar against 11 individuals including the current Chair of BiH Presidency, Dragan Covic, and former Defence Minister of Federation of Bosnia and Herzegovina, Miroslav Prce. Without going into details, it’s worth to note that the daily reports that Covic, at the time the Chair of Steering Board of “Mondo d.o.o.” Company of Mostar, allegedly failed to carry out his legal obligations thus causing damage to the “Mondo d.o.o.” worth 1.087.000 KMs and enabling Branko Rajic (442.250 KMs), HDZ (715.513 KMs), Rajko Vrljic (150.000 KMs), Marko Glamuzina (50.000 KMs), Ilija Eric (75.000 KMs), Miroslav Prce (146.030 KMs) and Valentin Coric (228.288 KMs) to acquire the illegal financial gain, as presented in brackets. Other persons against whom the report was filed are: Branko Rajic, Matan Zaric, Mile Bule, Lidija Zuljevic, Antonije Blazevic, Ljiljana Buhac, Marko Tokic, Valentin Coric and Dragan Zelenika.

Srebrenica problems with drinking-water

Nezavisne Novine, cover and pg. 6, ‘All drinking-water sources polluted’ – All drinking-water sources, from which Srebrenica population supplies with water, are polluted. This was confirmed by the Service for microbiology at the Regional Institute for health protection in Zvornik. The experts established the presence of extremely dangerous bacterium called Esherihia Coli. Abdurahman Malkic, Srebrenica Mayor, is of the opinion that Srebrenica health inspector cannot resolve the problem of water supply in this city. Works on reconstruction of water-supply-system are ongoing. According to plan, Srebrenica should get drinking water sometime in spring next year.

Change of street names in Gorazde

Glas Srpske, cover page story, ‘Bosfor in Gorazde’ – GS reports on the change of names of streets and public institutions in the Federation of Bosnia and Herzegovina, namely in Gorazde, which was mostly populated with Serbs before the war. The new names of the streets even include the name of Djohar Dudajev, the former President of Chechnya and Chechnya terrorist leader. There is only one street still carrying the name of Serb, which is the street of Rade Jovanovic in the suburb of Glavica in Gorazde.

Implementation of property legislation in Banjaluka

Nezavisne Novine, pg. 8, ‘Everybody will be in their property by the end of this year’ – Miladin Djuranovic, Head of Banjaluka Office for Refugees and DP’s, announced that property will be reinstated to all pre-war owners in Banjaluka by the end of this year. He is convinced that the property legislation will be completed within the scheduled plan. He also said that many OMI staff give up on their vacation, in order to fully devote to the work and have the job done by the end of this year.

Exhumations

Glas Srpske, pg. 2, ’72 bodies exhumed’ – Murat Hurtic, Head of Tuzla Office for search for missing persons, yesterday announced that 72 bodies have so far been  exhumed from the mass grave at Crni Vrh.

Nezavisne Novine, pg. 5, ‘Eight bodies exhumed from graveyard “Lav”’ – Slobodan Skirba, member of the Republika Srpska Commission for search for missing persons from Serb Sarajevo, yesterday stated that DNA samples were taken from eight bodies, which Commission exhumed from the graveyard “Lav” in Sarajevo.
