CRHB, RTRS, BH Radio 1, Vecernje Novosti pg. 4 ‘Every day they chase after Radovan’; Oslobodjenje pg 10 ‘If we knew where Karadzic was, he would arrest him’, Blic pg. 13 ‘SFOR does not know where he is hiding’ – US Ambassador in BH, Clifford Bond visited Banja Luka on Thursday, where he held talks with the members of the RS Government and opposition leaders on the issue of war crimes suspects, indirect taxation and defence and economy reforms. Following his meeting with RS Prime Minister Dragan Mikerevic, Bond said that USA and SFOR were prepared to cooperate with RS authorities in the arrest of war criminals at large, and added that there are information indicating Radovan Karadzic still hides in RS, however SFOR did not have information precise enough which would allow them to arrest him. Mikerevic commented saying RS Government did not have any new findings on this issue and emphasised that this problem has to be solved. Ambassador Bond stressed RS authorities must cooperate with The Hague.

Dnevni Avaz pg 2 ‘USA and SFOR ready to help RS’ – As for the joint statement signed by US Ambassador for War Crimes issue Pierre Prosper and RS President Dragan Cavic, Bond commented: ‘Before signing of this statement, there was no document which would confirm the readiness of RS institutions to work towards the arrest of Karadzic. The countries in the region have been moving forward in the cooperation with the Hague Tribunal, and RS has to do that as well’. 

Nezavisne Novine, cover and pg. 2, ‘Support to the Republika Srpska Government  in the fight against crime and corruption’; Glas Srpske, pg. 3, ‘On the European course’ – Clifford Bond also commented on Telekom Srpske and said that: “And I call on management of Republika Srpska Telekom to co-operate and clean up the situation before the Government has to force them to do that.” Mikerevic stressed that the Republika Srpska Government is determined to support the Law on indirect taxation. He also said that the text of the Law on indirect Taxation was forwarded to Republika Srpska National Assembly, which is to give its stance on this in 15 days time. Bond stressed that the new proposal of the Lax on Taxes should be worked out, in order to prevent grey economy. American Ambassador yesterday also met the SNSD President, Milorad Dodik, and discussed the ongoing reforms in Republika Srpska and BiH. Regarding opposition request for convening early elections, Bond said that: “I told him it is not up to me to decide on, but on politicians and parliaments. If you want elections, you must offer a serious alternative.”

Dnevni List pg 3 “To move from donors’ assistance to self-sustainable domestic economy’, Oslobodjenje pg 7 ‘Defeated separatists in RS and Herzegovina’, Dnevni Avaz pg 2 ‘Hays: Significant progress has been achieved in implementation of reforms in BiH’, Blic pg. 13 ‘Mature phase of the Dayton’ – All dailies reported that Principal Deputy High Representative Donald Hays addressed the participants of the conference on Conflict Management and Conflict Prevention in Stockholm and on this occasion he stated: ‘It is necessary to move from donors’ assistance to self-sustainable domestic economies… We now all recognize that more should have been done earlier on to draw up ‘a road map’ for a faster and more focused transition to a market system that would create jobs, tackle corruption and lift the mass of the population out of poverty. BiH is now emerging from the trauma which engulfed it in the early 1990s, with the political institutions needed to sustain democracy, the beginnings of a successful market economy, and the prospect of a growing and dynamic civil society.” Dnevni List page 5, ‘Inspection in order to prevent anti-Dayton activities’ – OHR spokesperson Vedran Persic stated that Hays was to address the aforementioned conference yesterday, however, Hays did not travel to Stockholm due to bad weather conditions. 

Ashdown addressed UN SC

High Representative Paddy Ashdown addressed the UN Security Council and estimated that the mission of implementation of the Dayton Peace Accord is approaching its end. However, the HR also stated that the job with regard to bringing of war criminals to justice has not been completed yet. Ashdown added that war leader of Bosnian Serbs Radovan Karadzic and his general Ratko Mladic are still very influential. 

Blic pg. 13 ‘BiH cramped by crime’ – Among other things, the High Representative said “BiH’s elaborate, excessively decentralised governmental structure was designed to protect group political interests, not to meet citizens practical needs. We have 13 Prime Ministers, 10 Cantonal Assemblies, 5 Presidents, 4 levels of government, 3 Parliaments, 2 armies and one vast public administration that can no longer be afforded.”

SCG Ambassador visited Mothers of Srebrenica

BHTV 1, Dnevni Avaz pg 3 ‘Vukicevic: We will arrest Karadzic and Mladic if we find them in SCG’, Oslobodjenje pg 7 ‘The talk about forgiveness to be held in Srebrenica’ – Association ‘Mothers of Srebrenica and Žepa’ met with Serbia and Montenegro Ambassador Stanimir Vukicevic, who visited them on Thursday. Representatives of the association required from Vukicevic for immediate arrest of indicted war criminals, especially of Mladic, and to reveal information on mass graves and the missing persons. Ambassador Vukicevic replied he would pass this request to Belgrade for further consideration. ‘We will arrest Ratko Mladic and Radovan Karadzic if we find them in our territory. I believe that the cooperation on searching for missing persons must be improved between and I believe that there is individual guilt, instead of accusing only one people.’ – said Vukicevic.

Nezavisne Novine, pg. 4, ‘BiH Parliament should take stance on lawsuit against SCG’; Glas Srpske, pg. 2, ‘Judges elected’, Vecernje Novosti pg. 6 ‘Croat to head the RS Constitutional Court’, Dnevni Avaz pg 9 ‘Jovo Rosic the judge of BH Constitutional Court’ – Republika Srpska National Assembly yesterday concluded that the proceedings regarding discussion on BiH lawsuit for aggression and genocide against Serbia and Montenegro should be initiated at the BiH Parliamentary Assembly. Assembly asked BiH presidency to provide decision from 1993 on charge against FRY and also asked BiH parliament to suspend the lawsuit before the Court in the Hague. The MP’s elected the members of Republika Srpska Constitutional Court (Dusko Medic, Milorad Ivosevic and Vojin Bojanic, Mirko Zovko, Branko Sunaric, Adem Medic and Mehmedalija Bedak) and Judge to BiH Constitutional Court from Republika Srpska (Jovo Rosic). Caucus of Bosniaks within Council of People filed vital national interest in reference the declaration passed by the Assembly. Bosniak representatives complained they were outvoted and their views neglected during discussion on the issue.

Blic pg. 13 ‘Declaration has not helped’ – Republika Srpska National Assembly passed the report on revision of the financial report on the RS Geodetic and Property Issues Administration for the year 2001. The Assembly agreed that it is necessary to investigate the Administration’s business activities since 1999 and it asked RS MoI to investigate the audit claims of the illegal spending of 2 million KM before last October’s general elections. The Assembly ordered the RS Government to draft a law on decentralisation of the Administration within three months.

RS NA extraordinary session postponed

Session is expected to be held on 16 October.

Ashdown supports EU taking over SFOR’s mandate

 

 

Dnevni Avaz pg 2 ‘Ashdown supports EU taking over SFOR mandate’ – The High Representative Paddy Ashdown will meet with a number of diplomats and politicians in London on Friday, briefing them on OHR’s roles in BiH and progress made in process of reforms. In an interview given to UK-based Guardian during his visit to Brussels, Paddy Ashdown supported the idea for EU to take over NATO’s mandate in BiH next year. However he stressed that ‘when it comes to this idea, EU must approach it very seriously, … expressing its will and readiness and it has to improve its credibility in BiH.

BHTV1 on possible EU peacekeeping mission to BiH

BHTV 1 by Laura Bosnjak – Issue of credibility of EU has arisen in the discussions on the future of military missions in BiH. There are different views on EU ability to command over the international peacekeeping mission in BiH. BiH Security Minister of Barisa Colak stated: “BiH needs to join EU as soon as possible and in light of that it should accept all EU requests and guidelines.” SDP leader Zlatko Lagumdzija commented: “It is not advisable to use BiH as polygon for testing new multilateral structures…EU forces can not act outside of NATO framework.” Military analyst Antonio Prlenda: “Such new forces should be tested somewhere else, not in BiH, because it would be risky.”

Holbrooke warns against US withdrawal from BiH

FENA, Dnevni List last page, Dnevni Avaz pg 5 ‘Washington should not withdraw 1700 troops from BiH’ – In an article that appear on Thursday in Wall Street Journal, Richard Holbrooke and Bernard Kouchner called on the United States not to withdraw its troops from BiH.’We hear worrying rumours about the wish of official Washington to withdraw another 1.700 soldiers from BiH’, reads the Journal. ‘Regardless of the urgent requirements for American troops in Iraq and Afghanistan, these modest but very significant troops must not be withdrawn before their time’, requested the two officials.

Oslobodjenje, cover page, pgs 4 & 7 ‘Tender for consulting companies soon/Russians sent offer for building 5c corridor’ – BH Minister of Transport and Communications Branko Dokic is expected to present the proposal for publishing public tender for employment of the consulting companies for Vc corridor project. ‘This is the first round in which we would publish tender. Afterwards, we would shortlist few out of the the total number of consulting companies that apply and they would compete in the second run. After that we would choose the best bidder.’ – stated Dokic. According to Oslobodjenje, Vnjestorg Bank from Moscow sent its offer for building Vc corridor to the council of Ministers about 10 days ago. Bank proposed to finance the project through payment in kind. 

Nezavisne Novine, cover and pg. 3, ‘State should finance the study of feasibility’ – At today’s session in Sarajevo, BiH Council of Ministers is expected to pass decision according to which the state of BiH will be obligated to finance the preparation of study on feasibility of the highway construction 5C.

SFOR on BH Telecom raid

CRHB, FENA, BH Radio 1, Oslobodjenje pg 6 ‘SFOR keeps quite about the raid to BH Telecom’, Dnevni Avaz pg 9 ‘Raid in BH Telecom’s main office’ – SFOR confirmed that its troops carried out an unannounced routine inspection of the ‘BH Telecom’ head office in Sarajevo on Wednesday. SFOR spokesperson Dave Sullivan told a press conference in Sarajevo on Thursday that SFOR carried out this operation to make sure that all activities are in accordance with the Dayton Agreement. Sullivan was unable to provide other details about the inspection and said that SFOR does not comment on the nature of materials and information for security reasons, as well as that all findings would be based on facts.

Hadzipasic on telecoms

Dnevni Avaz cover pg, pg 5 ‘Government will not submit to interests of lobbies / Telecoms are entirely out of Law’ – In an interview to Sarajevo daily, FBiH Prime Minister Ahmet Hadzipasic said that this government was the first one with detailed insight in the work of BH Telecom. He also added both Federation telecom operators were previously ‘untouchable’, hence working out of law boundaries which was unacceptable. Prime Minister also confirmed that new Supervisory Boards members will be appointed by 16 October.

Prlic sends letter to OHR special auditors

Oslobodjenje pg 6 ‘Just before his removal, Gilja paid 60.000 KM to non-existent company’ – Director of HT Mostar Stipe Prlic sent the letter to OHR’s special auditor following publishing of their report on this telecom provider. In the letter Prlic discloses in details findings into illegal business by former Director of HPT Mostar Marinko Gilja. He also informed him of the two dismissal which followed the report. In regard to the auditors’ comment on unnecessary increase of personnel in the company and the fact that about 50% of employees were surplus, Prlic agreed and added he reemployed 10 Bosniaks who were fired before the war on the base of their ethnicity.

Lozancic meets USAID, US Embassy and OHR on power supply

CRHB, Dnevni List pg 5 ‘Transparent managing production processes’, FENA – FBiH President Niko Lozancic met on Thursday with representatives of USAID, the American Embassy in BiH and the OHR. They exchanged stands with regard to the Action Plan for re-structuring of the power-supply system in BiH. The press release issued from the Press Office of the FBiH president says that protection of interests of BiH producers, distributors and consumers of power-supply must be an obligation of all participants in the process of reconstruction of power-supply.

Vecernji List pg 5 ‘CIGRA is author of plan’, by S. Novakovic – carries on the same issue that re-directing of considerable amounts of money to Sarajevo might slow down or completely make impossible the economic development of Croat areas. According to VL, although the USAID and FBiH Ministry of Energy, Mining and Industry signed the Action Plan, the document is actually the product of the Sarajevo and Tuzla lobbies that are trying by all means to move the centers in charge of power-supply and decision-making on this issue as far as possible from the areas with the Croat majority.  VL also says that most probably this plan was devised by people who act around president of BiH Committee CIGRA Rusmir Mahmutcehajic.

RTRS, Nezavisne Novine, cover and pg. 8, ‘Forcible removal of Pejic on 15 October’; Glas Srpske, pg. 3, ‘Final word by police’ – The transfer of duties at Srpske Poste will be carried out at 07:30 hrs on 15 October, if necessary the force will be used to remove Milutin Pejic from position and get Milijan Dakic into the Office. This is the conclusion ofmemebrs of the Executive Board of Srpske Poste. Milutin Pejic called on Republika Srpska Prime Minister, Dragan Mikerevic to change his views and start supporting Pejic and his associates.

S. Bosna and Dani on asset forfeiture initiative

Slobodna Bosna cover pg , pgs. 29-31 ‘Law on confiscation of illegally obtained property – You robbed it so get it back! / Courts will not be proving the crimes itself – Tycoons will have to prove how did they obtain their wealth’ By Asim Metiljevic – A month ago or so, the leading opposition political parties in BiH – SDP, SNSD and NHI – announced a joint autumn’s offensive, and as the first part of it, they have promised to initiate the adoption of a law on confiscation of illegally obtained properties. At the beginning of this week, the SDP caucus in the BiH Parliamentary Assembly presented an initial version of the law, and, according to the first reactions by other parliamentary parties and OHR, the proposed text gained a treatment of a top-level political sensation. The SNSD and NHI promised an unreserved support to the law, the OHR representatives asked for a copy of the document, as the governing political parties restrained from immediate negative reactions as they usually react to all initiatives coming from the opposition.

BH Dani pg. 17 ‘Bosnian Barometer’ column – The magazine awarded SDP with a star (good political move) because of its initiatives for amending the Law on Amnesty and adoption of a law on confiscation of illegally obtained property. The sense of the both initiatives is to prevent amnestying of war profiteers and to forfeit illegally gained assets.

CRA says third GSM to be awarded latest by the end of year

Dnevni Avaz pg 8 ‘As of next month, CRA salaries reduced’ – Newly appointed director of the Communications Regulatory Agency Kemal Huseinovic said that his priority is to improve the agency’s image in the public. ‘Within my authorities and regulations, I will try to protect BH citizens’ interests.’ – stated Huseinovic also announcing strengthening of the cooperation with OHR and Council of Ministers. CRA Director also pointed out that CRA must be financially independent, but also announced reduction of salaries. In regard to third GSM licence, Huseinovic said he believed that entire process will be completed by the end of this year.

CRHB, FTV, FENA, Nezavisne Novine, pg. 2 ‘Authorities must respect removal of Zlatko Miletic’, Dnevni Avaz ‘Procedure must be respected in dismissal of Zlatko Miletic’ – EU Police Mission expects all senior FBiH Ministry of Interior officials, as well as the FBiH Government, to respect the legal procedure of dismissing the FBiH Police Administration Director Zlatko Miletic. EUPM Spokesperson Alun Roberts “Any replacement should be done with strict procedures. Only independent commission for appointment can propose his dismissal on the basis of very founded reasons…EUPM has been informed on dubious report and we are considering it…we will look very carefully this case and expect all parties to be responsible in this process.” The EUPM stated that they have a copy of the report prepared by the FBiH Police Administration Director and that they would monitor the entire case.

Dnevni Avaz cover pg, pg 5 ‘Government will not submit to interests of lobbies / Telecoms are entirely out of Law’ – In an interview for DA, Prime Minister Ahmet Hadzipasic said that following suspension of FOSS Deputy and General Director those duties are currently performed by two officials who are responsible for the work of intelligence. ‘Intensive work is being done to merge intelligence services at the level of state. In a month, the names of new people will be known, and we will chose them to professionally head intelligence in accordance with reforms’. In separate insert, Hadzipasic confirmed he request procedure to dismiss Miletic, following his politicised reports. He added that the government was general not satisfied with the work of Fed Interior Ministry, and explained that it already discussed with EUPM possible changes to the laws which regulate the work of MoI.

CRHB, Nezavisne Novine, pg. 2, ‘George Robertson wrote to Dragan Covic’, Dnevni Avaz pg 4 ‘Significant step has been made’ , Oslobodjenje pg 5 ‘Progress in defence reform’, Dnevni List page 2 ‘Implementation of defense reform under magnifying glass’, FENA – Chairman of BH Chairman Presidency, Dragan Covic, received the letter from NATO Secretary General George Robertson. In addition to congratulating on significant progress achieved by adoption of the report of the Defence Reform Commission, he also said ‘the draft defence law and recommendations on changes to entity laws on armies and the BiH Council of Ministers law will pave the way for the establishment of defence institutions at the state level, which should lead towards the establishment of a more transparent and democratic supervision over armed forces in BiH in the near future.’ Robertson estimated this is important towards further integrations in the Euro-Atlantic structures.

Main hearing in Orao case held in Bijeljina

RTRS, FTV, BH Radio 1, Nezavisne Novine, pg. 3, ‘Members of Republika Srpska Defence Ministry Commission interrogated’, Blic pg. 12 ‘Zec: where are the proofs?’, Vecernje Novosti pg. 15 ‘They were working in line with regulations’ – In regard to the Orao affair, the hearing against five persons, who were members of Republika Srpska Defence Ministry Commission and who inspected the documents at Orao before SFOR carried out its inspection, resumed yesterday before Bijeljina Basic Court. They were charged with having concealed evidence proving that UN SC Resolution was violated. All five members of Commission (Momir Zec, Nikola Delic and other three officers) denied claims in the indictment. Defence will today start brining its witnesses. This process is to last five days.

Audit report on Defence Ministry and Republika Srpska Army

Nezavisne Novine, cover and pg. 5, ‘‘They exceeded the budget for BAM 6.2 million’ – In its audit report on business dealings for the year of 2002, the Audit Office of Republika Srpska established that the Republika Srpska Defence Ministry and spent BAM 511 thousand more than planned in the budget, whilst Republika Srpska Army exceeded the planned budget for the Republika Srpska auditors established that Law on budget realisation was violated.  BAM 5.7 million.

Meron on processing war crimes in BiH

 

 

 

 

 

Oslobodjenje pg 8 ‘War crimes proceedings in BiH will initially be lead by international judges’, HINA, Onasa – The President of The Hague Tribunal Theodor Meron expressed his satisfaction with the establishment of Council of War Crimes within BH State Court. Addressing UN Security Council on Thursday, Meron said that opening of such council would allow ICTY to focus at the leading war crimes suspects, and added: ‘The war crimes tribunal will ensure that the prosecution of war crimes proceeds in an efficient and fair way in accordance with internationally recognized standards.’ he Sarajevo tribunal will try low-profile indictees and will initially employ two international judges and one local. Meron also said that local courts in BiH were not ready yet to try war criminals because they were ethnically biased. He particularly mentioned the problem of political pressure, lack of training and of adequate protection for witnesses and victims.

Rupert Smith witnesses in trial of Milosevic

FTV, BHTV1, BH Radio 1, Dnevni Avaz pg 19 ‘Milosevic controlled Bosnian Serbs leaders’, Oslobodjenje pg 10 ‘Markale were bombed from Serbs positions’ – Former commander of UNPROFOR Rupert Smith testified in trial of Slobodan Milosevic in the Hague. He confirmed Special UN representative Jasushi Akashi had ordered pull out civilians from Srebrenica, but buses had been already prepared since RS policy to remove local population. He claimed Mladic and his superior Milosevic had been aware on massacre in Srebrenica. Smith also denied Milosevic’s allegations about large BH Army presence in protected zone of Srebrenica. ‘The Milosevic’s attitude was to be involed in the cases when interests of leadership of Bosnian Serbs in BiH and interests of Serbia became contradictory.’ – said Smith talking about Milosevic’s relationship with RS authorities and Army at the tiem.

Del Ponte presented annual report to UN General Assembly

FTV, BH Radio 1 – ICTY Chief Prosecutor Carla del Ponte presented annual report to UN General Assembly on Thursday. The report will also include the section on the cooperation of countries with the ICTY. While visting Zagreb, Del Ponte expressed satisfaction with Croatia’s cooperation with the Tribunal, except in the case of Gotovina. Proposal on Law on PBS

 

 

Blic pg. 13 ‘Law without imposition’, SRNA, RTRS, BHTV 1 – RS government team of experts for the Law on Radio and Television Services has adopted conclusions stating that public service broadcasters should be independent but also duty-bound to coordinate schedules and cooperate in purchasing foreign programmes, a member of the team of experts, Slavisa Sabljic, has told a news conference. The Expert Group members Branke Bozic said that goup thinks that entity services should be financed by the subscription and advertising, while PBS should be financed by the joined BH institutions.

Pensioners to request removals in FBiH government

 

 

CRHB, Oslobodjenje pg 3 ‘Pensioners paper the petition for removal of the government’, D Avaz pg 9 ‘Pensioners will initiate petition for removal of prime minister’ – FBH Association of Pensioners commends conclusion of the FBH Parliament, which requests from FBH Government to make action plan on improvement of pensioners’ status. The plan should be ready by October 22, and should refer to improvement of material and social position of pensioners.

Dnevni List front page, page 5, ‘Pensioners prepare petition for removal of members of FBiH Government’– DL carries the President of Executive Board of the Association, Jozo Ljiljanic, as saying that, unless the FBiH Government does not prepare the said action plan by the envisaged deadline and if the plan is not an appropriate one, the pensioners will organize signing of a petition aimed at removal of the FBiH Prime Minister and other members of the FBiH Government. The Executive Board also noted that some 40.000 pensioners took part in the recent protests of pensioners held in late September.
