The Serbian police frequently arrest opposition activists and NGO members. Polling stations for the federal elections will be placed in private houses of some Army officers in Montenegro. The Montenegrin opposition announced possibility of an election fraud. The Yugoslav Army announced that they would prevent any violent attempts to take over the power in Montenegro. Inadequate customs control in B&H borders damaged entity budgets by hundreds of million DM. “We have prepared changes in the Law on customs policy and the Law on customs tariff”, said the Deputy Minister for Customs and Tariff, Milenko Tosic. Reported by Svjetlana Celic.
Bijeljina
The Department for Economy and Urbanism in the Brcko District recently completed a study on situation at the “Arizona” black market. According to the study, 95% of salesmen do not pay taxes. Due to non-regulated tax policy, Brcko District monthly loses more than KM 3 million. “I expect that we establish the tax system in a month”, said the Head of the Department for Economy and Urbanism, Ismet Dedeic. The Federal Government recently limited import of used vehicles in B&H. Vehicles produced more than 7 years ago cannot be imported any longer. Sale of new cars in B&H is very low, due to extremely high taxes. The B&H Association of vehicle importers announce that they will soon demand reduction of taxes on import of new vehicles. Capljina
According to the Chairman of the New Croatian Initiative (NHI), Kresimir Zubak, taking drugs in the Capljina barracks became very frequent. Mr. Zubak based these claims on a report of Croat officers in the Federal Defence Ministry. “I saw no such report”, said the Federation Army Commander, Atif Dudakovic. “Bosniac officers do not know what happens in Croat barracks and vice versa”, Mr. Zubak said. Tuzla
There were several incidents during recent evictions of refugee families from Serb houses in the settlement Bare, near Tuzla. It is questionable whether the authorities provided conditions for return in both directions. Reported by Adis Nisic.

A large number of Serb refugees applied for return to Pozarnica, near Tuzla. The basic priority is reconstruction of their houses.
Brcko
UNHCR, entity ministries for refugees, the Commission for Human Rights, local police and the Brcko District Mayor signed an agreement which includes registration of refugees and displaced persons in the whole of the District. The project will be financed by international organisations, and should be completed in 60 days. Slobodanka Radojkovic produced the report.
