The Special US Envoy for south-east Europe, Richard Sclar visited Sarajevo today. He met B&H officials. Corruption and a self-sustainable economy cannot exist at the same time, said Sclar. Meetings like this will take place regularly, said Thomas Miller, the US Ambassador in B&H. The OHR demands a Law on restitution to be adopted, in order to protect foreign investments in B&H. The B&H Union announced a warning strike, because general and collective contracts were not signed. Their other requests were not granted either, such as the salary tax reduction. The B&H Union also announced a workers’ protest on the 1st May. The report was produced by Anes Alic.

B&H miners are divided between two unions. The problem is that only one union can sign a general contract with the Government. The government’s only criteria will be whether the union is on federal or state level, and not the number of members, said the Deputy Minister for Mining. The B&H Parliament adopted the Law on the Council of Ministers today. The Council will consist of 6 ministries. The Council of Ministries Chairman will appoint ministers and their deputies for these ministries. The B&H Presidency will appoint the Council Chairman, who will have an 8-month-mandate. By adopting this Law, B&H is closer to membership of the Council of Europe. Reported by Damir Kaletovic.

According to the latest preliminary election results in B&H, the HDZ leads in 28 municipalities, and the SDP in 18. The SDS leads in 52 municipalities in the RS. The HDZ won the largest number of votes in Mostar. The report was produced by OBN journalist Sanjin Beciragic.

Banja Luka

4266 citizens voluntarily supervised the elections, as well as 254 NGOs. Supervisors noticed some irregularities during the elections. Therefore many citizens gave up voting, said Murisa Stankovic, the regional assistant for Banja Luka. Despite a few irregularities, the elections were fair and correct, she added. World

The Croatian Government presented a draft declaration on co-operation with the ICTY to the Assembly. Collective guilt must be stopped, said Croatian officials.

The OSCE intends to open a regular mission in Cechenia.

The Russian Army intensified their attacks on strongholds of Cechenian rebels in southern Cechenia.

Jorg Heider requested the removal of sanctions against Austria during his visit to Brussels. Europe should learn what democracy is, and not Austria, said Heider.

The German Government will forgive debts to the poorest countries in the world. In this way, Germany will keep the promises given at the Euro-African Summit in Cairo.

The International Red Cross started delivering aid to Ethiopia.

Lukavac

The Factory of explosives in Lukavac will employ 10 workers at the beginning of their operation. This is the result of joint work of experts from Lukavac. “We hope that the factory will soon start co-operation with their German partner”, said Tarik Arapcic, the President of Tuzla Canton. After employees of the company “Sebesic” had blocked the highway, claiming that “Sume Herceg Bosne” refused to deliver them working materials, the “Sume Herceg Bosne” company denied this. They claim that “Sebesic” from Nova Bila owes them more than DM210 000. Reported by Ana Drmac.
