Legal Officer – Legal Department

 

PURPOSE AND SCOPE OF THE POSITION

Legal Officer will be responsible for harmonising Entity legislation in the Brcko district of BiH in accordance with the Brcko Final Award. The Officer will also responsible for monitoring of the work of the Brcko District Institutions especially the Brcko District Government and Assembly and advise on their development and interrelation.

The selected candidate will work under the general supervision of Deputy High Representative and Head of Department for Legal Affairs and under the direct supervision of the Head of Legal Section OHR-North.

 

DUTIES AND RESPONSIBILITIES

  • Review and harmonise Entity legislation in accordance with the Final Award;
  • Monitor the work of District institutions and in particular of the Brcko District Assembly and its Committees
  • Provide advice on the implementation of the Assembly’s Rules of Procedure and legislative process, develop ethical standards for District councillors, advise on the relation between the District Government and Assembly
  • Monitor the work of the District Government and the implementation of District legislation
  • Provide legal advice and assistance to all other OHR-N Sections as directed by the Head of Legal Section

 

PROFESSIONAL REQUIREMENTS/QUALIFICATIONS

  • University Degree in Law requested
  • At least three years of experience in practising law
  • Through understanding of Brcko’s legal status and the Final Award
  • Excellent written and spoken English
  • Excellent communication skills and drafting abilities
  • Excellent Computer skills
  • Willingness to work long hours and under pressure
  • Willingness to work with people from various cultural backgrounds
