RHB, BH Radio 1 – The FBiH HoP continued its regular session in Sarajevo today with discussion on labour law/rights issues. An announced special session to discuss education affairs in light of current events will be held in the course of the day.  

CoE’s monitoring mission meets RS officials

Terzic meets NATO SG Scheffer

 

FENA – Chairman of BiH CoM Adnan Terzic met with the NATO Secretary General Jaap de Hoop Scheffer at Brussels on Tuesday, when Scheffer congratulated Terzic on adoption of defence laws and political agreement on reconstruction of police forces. Scheffer stressed the necessity of full cooperation with the ICTY and extradition of main war crimes suspects before BiH is to join the PfP.

Sinanovic – The UK Ambassador to BiH, Matthew Rycroft, told journalists that EU Foreign Ministers, who are to meet on December 12, could give the EC the green light for start of SAA talks with BiH. Asked whether he shares the opinion of some senior officials from Brussels, who believe that BiH authorities seem do not know what they want from the EU, Rycroft says the fact is that the (BiH) Directorate for European integration, the Prime Minister and several other individuals exactly know what they expect, however “there are others who do not share the vision”. Rycroft on OHR future: Transformation of OHR to EUSR to take a year followed by EU decision on final shutting of OHR

Sinanovic, inset ‘Change of status of OHR’ carries UK Ambassador Matthew Rycroft as reiterating that as soon as BiH starts with SAA talks, a transformation of the OHR into the EUSR would begin. “That reform would last one year, after which the EU would assess the progress we will have made and take a decision on final shutting down of the OHR. In the meantime, the High Representative and European (Special) Representative would work together. Authorities of the HR would gradually decrease, whilst the EU Representative would not have executive authorities, he would be here to help solving of political problems”, says Rycroft. RHB, RTRS, Oslobodjenje pg 3 ‘Paving path for talks’- Chairman of CoM Adnan Terzic has departed for Brussels on Monday, where he will meet with the NATO Secretary General Jaap De Hoop Scheffer, EU Commissioner for Security and Foreign Policy Javier Solana, as well as with EU Commissioner for Enlargement Olli Rehn. PINK – Officials will discuss further BiH integration into European and Euro-Atlantic institutions. “What I wish to achieve in Brussels is to get a precise [answers] on what BiH has to do, what the EC has to, having in mind their bureaucratic procedures and the fact that now 25 EU member states have to decide on the content of the agreement”, said Terzic. CoM Chair added that it would be good if BiH succeed on agreeing timing for the start of the negotiations with the EC by mid-December. “That would give us space to sign that agreement perhaps until the (next year’s) elections or just after the elections”, concluded Terzic.

BHT 1 comments atmosphere in Brussels regarding BiH has changed significantly, anticipates Terzic visit to have concrete results

 

BHT 1 Elvir Bucalo – With regard to the CoM Chair, Adnan Terzic, visit to Brussels, BHT 1 reporter comments that the atmosphere in Brussels regarding BiH has changed completely. This stance was confirmed by the BiH Ambassador to the EU, Lidija Topic, who stated that the preparations for opening SAA talks have already started. EU Commissioner for Foreign Affairs Javier Solana stated that EU expects from BiH to do a lot of work when preparing for start of SAA negotiations on the 10th anniversary of Dayton Peace Agreement. Thus, BHT1 says Terzic’s visit to Brussels is expected to bring very concrete results. After the positive change of attitude towards BiH in EU, it seems that NATO member countries also have a new, milder opinion on BiH and it’s obligation to arrest Radovan Karadzic and Ratko Mladic before the accession to the Partnership for Peace programme. BiH Ambassador at NATO, Sven Alkalaj, stated that it may be possible for BiH to become PFP member state before Mladic/ Karadzic are extradited to Hague. However, this obligation would remain a priority in any case. According to reporter’s unofficial sources, date of start of negotiations n SAA for BiH might be set by the end of this week.

They agreed that there is a consensus in BiH about its admission to EU, which makes it even more important to define the way it should be done. Asked by the journalists how will BiH get the green light for SAA talks without the PBS law adopted, Terzic said that this law is in its final stage of adoption.  BHT 1 – Terzic and Lagumdzija have signed the platform on joint tactics of negotiations on SAA. Spiric comments Terzic/Lagumdzija mtg: I am not prepared to have full trust in FBiH negotiators

RTRS By Branka Kusmuk– Commenting the meeting between Adnan Terzic and Zlatko Lagumdzija, BiH HoR Speaker, Nikola Spiric, who initiated similar agreement year and half ago, he the agreement reached looks more like Bosniak agreement and association of SDA and SDP’s stances on negotiations, stressing that this isn’t good for BiH. “I am not prepared to have a complete trust in negotiators from FBiH, because so far it was shown that they are talking one and doing the other thing and I would like to be proven wrong this time,” said Spiric.

Glibusic carries an editorial on the Terzic-Lagumdzija meeting and the author says that the announced unification of the parties in power and opposition seems optimistic to BiH citizens at first sight, ‘however, when we see who reached the agreement and who did not take part in this agreement, it becomes obvious that it will not be easy to establish that process of joint acting of the ruling parties and the opposition’.  The author also says that BiH should get rid of discrimination, imposing of laws, outvoting etc. before it joins Europe.

Glibusic, Vecernji List pg 9 ‘Franjo Topic: Ill-gotten goods never prosper!’ by E. Medunjanin – The Federation of BiH House of Representatives (HoR) on Monday did not support the changes to the Law on sale of apartments with tenancy rights. If this law was adopted, it would allow occupancy rights holders to purchase nationalised apartments in which they are living for decades, as well as financial compensation to earlier owners. At the Monday’s session, only SDP representatives supported those changes, SDA representatives abstained from voting while HDZ representatives were against the changes. FBiH HoR rejected the amendments to the Law which would allow purchase of all nationalized apartments expect those initially owned by legacies, foundations such as Vakuf, after which the FBiH Urban Planning Minister Ramiz Mehmedagic withdrew legislation from the procedure.

Beta interview with Wolfgang Petritsch: DPA reform necessary

 

RTRS, Glas Srpske pg 5 ‘A step – made backwards’ by Beta – Former HR to BiH Wolfgang Petritsch has assessed that a reform of the Dayton Agreement was necessary in order for BiH to become a country that can negotiate with EU. He noted that ten years since the Dayton Agreement was signed, the international community in BiH should make one step backwards and let BiH start deciding on its future alone. He also assessed it is the time to move on, considering the fact a significant progress was made in development of bodies and institutions, as well as in return of property and refugees. He said BiH now needs a rational model of the Constitution in order for it to resemble to European countries. He said BiH needs a government, while its administration should be more of a public service than a bureaucratic system. Asked whether a change of the Dayton Agreement or the Constitution would represent a threat to survival of RS, Petritsch said this was an unpleasant issue but added: ‘RS is made of people who live there and they must get a perspective of EU, new jobs, better education. This, not a piece of paper, will decide on whether RS would survive or not’, Petritsch said.

Sarajevo dailies strongly criticize Dodik’s ‘federalization or separation of BiH’ rhetoric displayed in last week’s interview to RTRS

 

Oslobodjenje pg 9 ‘In a glory of genocide’ by Zija Dizdarevic – Commenting the interview SNSD leader Milorad Dodik gave to RTRS show ‘Oci u oci’ last Friday, the author focuses at the Dodik advocating the constitutional changes in a manner that would define the RS as the Federal unit. He is highly critical of Dodik’s presentation – federalization or separation of BiH – calling his statements as the “harshest threat for BiH and Bosniaks since Karadzic had threatened they would be extinct.” In this light, author notes that Dodik’s desire is to seal BiH fate in accordance with the Serb plans in 1992 – for this purpose he makes fun of Paddy Ashdown, but praises US Under Secretary Nicholas Burns, who did not question RS existence, and former PDHR Donald Hays, whose proposal for new BiH Constitution includes the RS.Stating Dodik’s rhetoric was entirely directed ad glorifying genocide, author criticises a silence of his FBiH opposition counter-part, Zlatko Lagumdzija. RS Finance Ministry forwards reports on SDS Pale, Sokolac to OHR

 

Dnevni Avaz pg 2 ‘Business conduct of SDS from Pale and Sokolac before Ashdown’ by N. D. – RS Ministry of Finances forwarded reports on SDS Boards from Pale and Sokolac to OHR on Monday. Spokesperson of the Ministry Radmila Mihic confirmed the deadline set by HR Paddy Ashdown was overstepped by four days adding: “We could not have forwarded the requested reports due to a business trip of Minister Svetlana Cenic.”

Oslobodjenje pg 2, announced on cover ‘Members and officials will ask for elections within BiH HDZ to be repeated?!’ not signed – Members and officials of BiH HDZ will today in Mostar hold a presentation of “Aidé-memoire of members and officials”. According to Bozo Ljubic, many HDZ delegates at state, F BiH, Cantonal and Municipal parliaments have signed this document already and he refused to reveal the contents of the document prior to its presentation. He says their aim is to democratize HDZ and put it back within frames of Statute. Ljubic refused to comment on whether the document reads elections within HDZ should be repeated.

Both primary and secondary school pupils (Croats) in Zepce area do not attend classes

 

FTV, BHT1, Slobodna Dalmacija last pg ‘Croat students do not attend classes’ by P. Marincic – Croat pupils in all secondary schools in the area of the Zepce Municipality will not be attending classes as of October 18 (today). This decision was passed at the meeting of parents of primary and secondary school pupils held on Monday. SD says that this decision has resulted in complete suspension of classes in the Zepce primary and secondary schools. The reason for such decision is unfulfilling of the demand for giving up the 9-year primary school education according to the Croat curriculum until conditions for it were not met. They also demand passing of the decision about transferring of powers in the domain of education at the Municipality.

VL: 35.000 people sign petition for separation of RS

Vecernji List, pg 8 ‘As many as 35.000 Serbs want separation’, by B. S. – The ‘Serb People’s Movement’ (Srpski Narodni Pokret) has collected 35.000 signatures for separation of the RS from BiH. The Movement was collecting signatures at Banja Luka ’s ‘Krajina Square ’ on Monday.

RTRS by Nada Arlov – Former RS Prime Minister Milorad Dodik and former RS Minister of Finances Novak Knodic were acquitted of charges for abuse of position.  Verdict was passed by the Council of Banja Luka Basic Court. Dodik and Kondic stated that they have had full trust into the Court, stressing that they were convinced that justice would prevail. Chairman of Court’s Council Spasen Keleman stated that evidences have shown that all decisions that Dodik and Kondic were incited for were passed by the Government, thus the Council has acquitted them. Defence Attorney Krstan Simic stressed that this case is a proof that pressures on judiciary exist, adding they must end, while Prosecutor Milenko Delic didn’t want to comment this, adding that he assumes that appeal will be submitted to the Court’s verdict. Reporter concluded that the Prosecution could submit the appeal within fifteen days from receiving a written verdict, stressing that this would make this whole process even more expensive then it was so far, being that all the money for it came from taxpayers’ pockets. VL: BiH Prosecution wants to arrest Covic this week?

 

Vecernji List, front pg splash ‘Arrest of Covic and Lijanovics being prepared?’ and pg 3 ‘Dragan Covic will be arrested this week?’, by Zoran Kresic – VL claims to have learned from sources close to the BiH Prosecution and FBiH police that the Special Department of the BiH Prosecution (for organized, economic crime and corruption) is planning to arrest the President of HDZ, Dragan Covic, this week in order to prevent him from escaping BiH the same way Ante Jelavic did. Similar thing could happen to other indictees in the ‘Covic and others’ case. VL argues that the announcement is an obvious part of the plan by the international administration in BiH, the aim of which is to maintain the current division of BiH into the RS and FBiH with the Bosniak majority and to hush up the euphoria among the Croats after the HDZ asked for re-organization of country and establishment of a Croat federal unit. Inset ‘I am shocked’ carries Covic who briefly stated that he was “shocked if turns out that such thinking is true”. VL concludes that if the scenario does take place, the BiH Croats’ destiny is to be in jail or hide in Croatia.

Update to PBES issue: Sarovic fails to respond to court summons

 

Nezavisne Novine pg 5 ‘Ratel: Sarovic will be detained dead or alive’, announced on cover ‘Mirko Sarovic dead for the Court’ by A.Sisic Jonathan Ratel, Prosecutor with the BiH Special Prosecution Department for organized crime, Monday stated that the former member of BiH Presidency, Mirko Sarovic, will be brought to BiH Court ‘dead or alive”. This statement follows the fact that Sarovic for two times failed to appear before the Court for hearing in the case of Privredna Banka East Sarajevo. Namely, daily got hold of post bill of lading, according to which court summons was not handed to Sarovic on the address of Petra Sarajevskog bb in Lukavica, since he was dead. According to inset ‘Sarovic” I am well and alive’, Sarovic told NN reporter Monday over the phone he is well and alive, and living at the address of Ozrenska 5 in Lukavica.

In a brief statement for DL, Gagro said he knew the motive behind the attack and that he suspected that the perpetrator of the attack was not from the FBiH. (he believes it was done by his debtor who owes him 5.000 KMs)

Tulic Commenting on the warning given by state Prosecutor John McNair that the FBiH Ministry of Defence should file lawsuits against those do not pay back loans approved by former FBiH Defence Minister Ante Jelavic, Deputy FBiH Defence Minister Marko Strbac stated that it is their legal obligation to secure paying back of the loans. He added that they have already launched certain activities in order to achieve this goal and added that the only problem is that among the persons who do not pay back the loans are those who are holders of Homeland War medals, who lost job meanwhile. Strbac believes that they should show some sort of understanding for these peoples Strbac also disagreed with the number of persons that allegedly do not pay back their loans, which was given by Hercegovacka Banka Provisional Administrator Toby Robinson (she said that 30 persons only pay back the loans). Strbac said that this information is not correct and that over 51 % of them pay back their loans on a regular basis.     

Serbian Prosecution: BiH Prosecution does not cooperate in process against Scorpions members

Kresic – Representatives of the Serbian judiciary accused the BiH authorities that they do not cooperate at all in processing of 5 members of Scorpions unit. A source from the Serbia Prosecution stated for VL that for 2 months Prosecutor (of the Serbia Prosecution’s Special Department) Branko Vukcevic has been unsuccessfully trying to get from the BiH Chief Prosecutor Marinko Jurcevic documentation against 5 members of the Scorpions, that the Serbian Prosecution demanded. The source added: ‘Simply, there was no any reply from Prosecutor Jurcevic.’

Mackic, Glas Srpske pg 2 ‘Ashdown insulted them’ – The Organizing Board for commemorating the second anniversary since the death of Alija Izetbegovic decided on Monday that it would not organize a ceremony at the Sarajevo Airport on Monday to mark its renaming into the International Airport Alija Izetbegovic – Sarajevo. However, the decision to rename the airport is correct, moral and legally founded, BiH Presidency member Sulejman Tihic’s Cabinet stated. “This is not only a gesture of respect for Izetbegovic’s life and work, but also represents a confirmation of the continuance of the statehood of our country and a recognition to BiH patriotic forces that fought for independence, international recognition and the defence of BiH”, Tihic’s Cabinet stated. The Organising Board therefore views as wrong the decision of HR Paddy Ashdown, deeming it not only showed disrespect for the multiethnic and multiparty character of this Board, but has also offended BiH patriots. The Board concluded that the other events, including the renaming of the Liberation Square into Liberation Square – Alija Izetbegovic, the completion of construction of Alija Izetbegovic’s grave and the commemorative ceremony, would go ahead as planned.

DA: Tihic not at US warship ceremony objecting US support for airport decision

Tihic comments he did not attend because he visited Stolac returnees on that day. 

Green berets cancel protests scheduled for today; organize gathering on Wednesday

Srebrenica association ask HR to reconsider his decision

They added they expect from Paddy Ashdown to once again reassess his decision. They also wonder whether Ashdown is aware of a numerous discriminating laws in RS, including its symbols endorsed by Radovan Karadzic.

DL: ‘HR’s too early apology’

Mackic  – DL inset ‘Paddy’s too early apology’ carries that immediately after SDA President Sulejman Tihic stated that SDA would not support decisions and work of the High Representative Paddy Ashdown, the HR indirectly apologized for his decision by saying that he did not mean that the airport should not be named after Izetbegovic but that it is too early for such decision. DL says that in this way the HR, who plays as national parties’ leaders say, has shown his real face once again.
