Farrand and Petritsch unveil Brcko District Statute
The Brcko District Statute was unveiled on Tuesday and will take effect on 28 February 2000. High Representative Wolfgang Petritsch and International Brcko Supervisor Robert Farrand together promoted the Statute. After a session of the Joint Commission for Implementation of Final Arbitration Decision, Farrand and Petritsch explained the meaning of the Statute. Farrand said that this was a very important day for the Brcko District, which will be established very soon. Petritsch stated that the IC has given its full support to efforts in the implementation of Final Arbitration Decision on Brcko.

Establishment of BiH Common Border Service binding – Johnson
Principal Deputy High Representative Ralph Johnson stated that the BiH Border Service that was agreed in New York is binding, regardless of opposition to it, contrary viewpoints and rejections. Furthermore, so that there would not be any confusion regarding Sarajevo, Johnson rejected any chance of organizing Sarajevo using the Brcko model. According to Johnson, RS National Assembly conclusions related to BiH Common Border Service and New York Declaration were needless. He explained this, saying that entity parliaments do not need to confirm or negate issues that relate to BiH as a state. Commenting on a request of BiH Minister for Civil Affairs and Communications Marko Asanin to proclaim Sarajevo a district, Johnson stated that the OHR disagrees with this and that Sarajevo was not going to become a district after Brcko.

ICTY investigators turn over more than 1,000 exhumed bodies to Commission for Missing Persons
More than 2,000 exhumed bodies of Srebrenica inhabitants are stored at the Pathology Institute of the Tuzla Clinical Centre, the majority not having been positively identified. There is a similar situation with approximately 1,000 bodies from the Visoko town cemetery that ICTY investigators handed over to the State Commission for Missing Persons. The number of exhumed Srebrenica victims has reached approximately 3,500, which is half the number of missing quoted in the official UN report on.

Petritsch brings decision nominating 21 members of RTV BiH Federation Steering Board
High Representative Wolfgang Petritsch brought a decision appointing the 21 members of RTV BiH Federation Steering Board on Monday because the BiH Federation Parliament had failed to do so. The following are Steering Board members and the canton they represent: Azrija Piralic, Una-Sana Canton; Miro Sirovina, Posavina Canton; Fatima Alispahic, Tuzla Canton; Zlata Pojskic, Nedjad Fejzic and Dubravko Lovrenovic from the Ze-Do Canton; Slavko Klisura, Podrinje Canton; Mustafa Hubijar and Branka Praljak from the Central Bosnian Canton; Bozo Misura, Faruk Cupina, Jago Musa and Mirjana Teftedarevica from the HN Canton; Slavko Kukic, Western Herzegovina Canton; Kemal Hrustanovic, Dunja Blazevic, Zlatko Dizdarevic, Boris Tihi, Enes Durakovic, Marko Orsolic from the Sarajevo Canton; and finally, Josip Trboglav from the Livno Canton. The High Representative has also decided to nominate the Chairman of PBS Founding Board, Tadej Labernik, as the international supervisor of RTV BiH Federation Steering Board. Labernik is charged with ensuring respect of international principles of public broadcasting and the implementation of key legal decisions. The decision also requires public electronic companies in the BiH Federation to respect all provisions of this law. Petritsch has determined 29 January to be the deadline for BiH Elektroprivreda Power Company to conclude arrangements on collecting TV subscriptions.

IMC decision on Erotel remains in effect – Lorraine
Head of IMC Public Affairs Department Dieter Loraine stated that the 15 November decision to suspend the broadcasting of TV Erotel remains in effect. He stated that the IMC would consider a TV Erotel appeal on 9 December.
