Session of the UN Security Council on the situation in Bosnia and Herzegovina started last night at 8 p.m. in New York. For the first time, tree members of the BiH Presidency addressed to the Security Council. Before the session, the architect of the Dayton Peace Agreement, Ambassador Richard Hoolbroke, met with members of the Presidency: Jelavic, Izetbegovic and Radisic. The BiH Presidency adopted a document “New York Declaration” and supported the establishment of border service, according to the document made by the High Representative in BiH. Prime Ministers of BiH entities held press conferences upon their return from an informal conference organised by the University in Dayton. RS Prime Minister, Milorad Dodik, discussed market economy, reform of property and democratisation as priorities. BiH Federation Prime Minister, Edhem Bicakcic, emphasised refugee return and fight against corruption. Dodik said that the implementation of the Dayton Peace Agreement was satisfactory while Bicakcic said that although the progress was made, real implementation was still far. Special Envoy of the US President for War Crimes Issues, David Scheffer, said that he would be surprised if charges raised against Slobodan Milosevic would not be expanded for war crimes committed in BiH and Croatia. Special Envoy added that he did not doubt that Milosevic and others indicted for war crimes would be brought to justice. In the Washington Window show, OBN journalist, Vedran Persic, talked to the Special Envoy.
Zivinice
Two weeks ago, OBN produced a report on irregularities regarding disposal of state owned land and budget of the Zivinice Municipality. Today, the Public Prosecutor in Zivinice raised charges against two municipality officials regarding the mentioned issues, OBN reporter, Amarildo Gutic, confirmed from Zivinice. This was the first time that charges were raised against officials in this municipality.
World
Croatian press reported that the health state of the Croatian President, Franjo Tudjman, had improved. This report was different from reports made by some international press agencies that the President was clinically dead. Zagreb newspaper “Jutarnji list” reported that doctors announced that Tudjman’s health state was still critical and results of medical treatment unpredictable. This was followed by a report on the finishing of presidential elections in Macedonia. Candidate Boris Trajkovski won at the presidential elections in Macedonia. Defeated candidate, Tito Petkovski, said that elections were not conducted through regular channels. OSCE confirmed that there had been some irregularities, OBN reporter from Skopje, Safet Bisevac, confirmed.

Rescue teams continue their efforts in South West Turkey to save more than 2,000 people from rubbles. US President met with Turkish President and Prime Minister in Ankara today. Turkish police cracked anti-American protests in the center of Turkish capital, organised by left-wing parties due to the visit of the US President. Seismologists announced another big earthquake within the next month. OSCE Summit in Istanbul has not been cancelled. The report was produced by OBN reporter from Istanbul, Jusko Bojadzic.

Banja Luka
Although consumption of electricity will be doubled during the winter, there will be no reductions of supplies in the RS. However, RS authorities announced there would be some breaks in supplying due to problems that the Ugljevik power plant had and damaged Serbian power supply system, OBN reporter from Banja Luka, Nedeljka Breberina, confirmed.

Today, the BiH Federation Office for Statistics announced information about life standard in the BiH Federation. In September, the average salary was 308 KM, average pension 170 KM while a family needed 415 KM per month only for food. The report was produced by OBN reporter, Anes Alic.
Banja Luka
A piece on pensions in the RS. Pensions have not been increased since August this year. Currently, people had been receiving their pensions in KM but it was not clear whether this would be continued, OBN reporter from Banja Luka, Biljana Arsic, confirmed.

Since the beginning of the action, the RS customs, together with other monitoring bodies, confiscated goods worth two million seven hundred thousand DEM. BiH Federation Army and the RS Army obliged at the International Conference in Ottawa last year to destroy all anti-personal mines until 2003.
