Drvar Police chief, Jurcevic was officially informed by IPTF Commissar, Monk about his replacement. Monk also warns Jurisic that if he is not going to respect this order, he will be treated as an armed civilian against which SFOR will take adequate actions.

Presidency member Zubak met with HR Westendorp, and discussed the situation in Drvar. It was said that Croats from 42 municipalities that are currently living in Drvar must be enabled to return to their homes on the area of Federation and the RS. In this regard, Westendorp expressed his assurance that the IC will stand for return to the RS, where concrete promises of Dodik’s Government already exist. The matter of the joint institutions was also discussed as well as current BiH Diplomatic Offices. Both sided interests were also expressed for restructuring the current television into one that will not be under control of parties.

OHR and UNHCR announced that the Regional Conference on Return will be held on April 28 in Banja Luka. Representatives of both entities are also expected as well as representatives of Croatia and FRY. Except for return to Banja Luka, items on agenda will also be return to BiH as a whole and return of Serbs to Croatia.

Arbitration decision for Brcko and both sided returns to the town were the subjects on the meeting initiated by Federation President Ganic and held in Sarajevo. It was agreed to make lists of all possible returnees of Serb nationality from Brcko area, with assistance of multi-ethnic administration in Brcko and international organisations. This is in order to enable canton authorities to engage in implementation of return, in accordance with previously made plan for the return. Ganic reminded of the obligations from principle of the implementation of decision for Brcko from international documents.

Temporary Police precinct was established in the area Brcko-Ravne. Police from Brcko-Ravne area already took the equipment from Tuzla Police, including marks and cars.

Adoption of the Mostar plan for return and return to some areas of Herzegovina/Neretva Canton were subjects of the international organisations press briefing in Mostar. OHR Head in Mostar, Sir Martin Garrod was discussing the Federation Forum session in Mostar where the plan for return was adopted. The IC representatives hope that the Canton government will adopt this plan at the session scheduled for Thursday. Sir Martin Garrod also said that he hopes return to Mostar would start soon.

Results of local elections were implemented in Zepce municipality, with adoption of the OHR and OSCE arbitration decision on the Work of the Municipality Council and Statute decision.

CoM and economic delegation of BiH visited Sweden today. The purpose of the visit is developing of economic and political relations. Current situation in BiH was also discussed, as well as the DPA implementation, Government functioning, and Central Bank.
