IMC seeks SFOR assistance in implementation of Erotel decision
The Independent Media Commission issued a press release on Tuesday saying they have requested SFOR‘s assistance in enforcing the broadcasting ban on Mostar’s TV Erotel. The IMC explains that Erotel had previously rejected the temporary broadcasting license, the IMC subsequently banned the station, but Erotel ignored this decision. SFOR was asked to organize all technical, logistic, and security aspects needed to implement the IMC decision on Erotel.

Izetbegovic meets with members of Founding Board for RTV BiH
BiH Presidency Member Alija Izetbegovic met members of the RTV BiH Public Broadcasting Service Founding Board for talks on the transformation of RTV BiH. Izetbegovic gave his support to the process of transformation, but objected to the slow pace in establishing BiH Federation TV. Izetbegovic spoke of the necessity to eliminate foreign TV stations that are illegally broadcasting in BiH territory and asked the OHR to be strict in implementing conclusions from the Memorandum of Understanding signed by the BiH Presidency and OHR in June 1998.

OHR directly supporting corruption in BiH – Bicakcic
The BiH Federation Parliament House of Representatives adopted conclusions on unemployment problems in the BiH Federation in Sarajevo on Tuesday. The Parliament assigned the BiH Federation Government with preparing a set of economic policy measures that would boost employment. The session was distinguished by a severe discussion between BiH Federation Prime Minister Edhem Bicakcic and House of Representatives Speaker Enver Kreso. Bicakcic criticized the inefficiency of the Parliament, blaming it for the non-functioning of a number of things in BiH Federation. Bicakcic accused the Parliament’s leadership for creating delays in adoption of the law on the unemployment agency, which allowed those who work for international organizations in BiH to be on the lists of unemployment offices and avoid paying taxes to the state. “By this the OHR is directly supporting corruption in BiH” Bicakcic asserted. Kreso reacted to Bicakcic’s allegations by presenting statistics on work of the Parliament, which showed that of 92 laws and projects submitted by the Government, 78 have passed the parliamentary procedure.

Bosniak representatives in Brcko administration demand dismissal of Director of Institute for Development of Brcko
Bosniak representatives in the Brcko City Administration addressed an open letter to Brcko Supervisor Robert Farrand on Tuesday demanding that he dismiss Institute for Development of Brcko Director Dragan Jovanovic. Jovanovic is accused of leading the Institute’s discriminatory policy with regard to Bosniak property. According to the letter, Jovanovic participated in destruction of the BiH Islamic Community building in Brcko and the transfer of Bosniak property to Serbs.

Erotel ready to accept IMC broadcasting license under condition it be allowed to broadcast in territories with Croat population
The TV Erotel Steering Board held a session in Mostar on Tuesday to discuss the IMC’s temporary broadcasting license and decision from 15 November to ban Erotel operations. The Steering Board concluded that Erotel is willing to accept the offered broadcasting license, but under the condition that the IMC and High Representative Wolfgang Petritsch sign an annex to the decision, which would enable Erotel to be viewed in all BiH areas with a Croat population.

SDP BiH initiates harmonization of BiH Constitution with European Convention on Human Rights
SDP BiH parliamentary delegates submitted an initiative to the BiH House of Representatives on Tuesday, demanding that BiH Constitutions be harmonized with the European Convention on Human Rights. “The direct cause for such an initiative was the draft Permanent election Law” SDP BiH President Zlatko Lagumdzija stated. BiH House of Representatives Constitutional Commission Chairman Rasim Kadic, who signed the initiative, explained that the new election law for BiH denies BiH citizens the right to vote or be voted for throughout BiH, which discriminates against a great deal of the population.
