Unknown persons opened fire from automatic weapons at workers who were reconstructing Bosniak houses in the village of Alesici near Prijedor on the RS territory. Except for material damage, there were no casualties. (BHTV news voiceover): It is obvious that the International Community officials and the RS police failed to fulfill their obligations regarding safety.

Another house blast happened in the village of Kercici, in the Bivolje Brdo region near Capljina last night. No casualties were reported and the investigation continues.

An explosion shook Croat part of Gornji Vakuf this morning about 2:00. The explosion heavily damaged a housing facility under construction and broke window-glass on surrounding houses.

25 Bosniak families returned to Neum today, as a result of agreement between Federation Prime Minister, Federal Minister for Social Affairs, Refugees and Displaced Persons, and Vice Governor of the Herzegovina/Neretva Canton. Bosniak refugees returned for the first time to villages surrounding Neum after 6.5 years. The first convoy for returnees, delivered by Federation President Ganic, Herzegovina/Neretva Governor, Leho and the Federation Minister of Agriculture Smajic arrived to Neum.

HR Westendorp will demand passing of property-ownership laws in the RS immediately after the election results are published, OHR spokesman Haselock said. OHR said that this law framework is necessary for the return of people.

Klisa refugees in their tent-settlement near Sapna are patiently waiting for permissions for return to their houses. UNHCR representative said that some more time is required in order to make sure that the return takes place with due considerations to security and to the normal process of preparation that must proceed and accompany the return.

Exhumation of Bosniak bodies from a mass grave near Rogatica began today. On August 15 1992, 27 people from the Rogatica prison were taken out in order to be used as the living shield in close combats. Immediately after that, they were killed by the firing squad, but three of them survived. 22 bodies were discovered so far. This is a second mass grave found in the Rogatica municipality.

US Special Envoy Gelbard met in Banja Luka with RS President Plavsic and Premiere Dodik. In his addressing to the press, Gelbard refuted speculations about the reasons of his visit to BiH. US Ambassador Kauzlarich was also present at the meeting, and Gelbard said that the main issue of the meeting was the DPA implementation. Gelbard said that regardless of who wins, all parties obliged to implement the Dayton, and that this would be an interesting thing to see, since some of these parties were not really implementing Dayton in the past. Dodik said he addressed a letter to the Elections Appellation Subcommittee, in which he expresses his readiness to be removed from his party candidates’ list, under condition that the same principle is applied for Nikola Poplasen.

Fighting in Kosovo is somewhat calmer today. The International Community concern grows regarding the increasing number of refugees from Kosovo, heading to surrounding countries. As reported by UNHCR, about 9.000 Kosovo refugees already arrived to BiH. Demonstrations of about 15.000 people were organised today in Belgrade against German and American politics, as reaction to recent statement by the German Defence Minister Ruhe, who said that military intervention in Serbia might take place in the forthcoming period.
