US Special Envoy, Gelbard met with the BiH President Izetbegovic. US Ambassador Kauzlarich was also present at the meeting as well as the Federation President, Ganic, Federation Prime Minister Bicakcic and the BiH Ambassador to the UN, Sacirbegovic. Gelbard expressed the US interests in seeing the work of joint institutions as soon as possible. Gelbard said that all the sides are not implementing DPA and therefore the implementation goes too slow. Gelbard explained that the final deadline for adoption of the new currency is January 20, and if the sides do not agree by that date, the HR will pass this decision. The same stands for the flag. Gelbard expressed his hope that the new RS Government will be established this weekend. He appealed to indicted war criminals to voluntarily surrender to Hague Tribunal, because they will be apprehended anyway.

HR, Westendorp said that if all the sides cannot agree on design of the new currency, the HR will pass this law in accordance with authority given to him in Bonn. Westendorp especially remarked on Krajisnik as the one who obstructs the Dayton Agreement. Krajisnik insisted that the national symbols should be included in the design of the currency.

Russian FA Minister Deputy, Afanasievski visited Izetbegovic. The main subjects of the discussion were the establishment of the central authorities in BiH and the establishment of diplomatic relations between Sarajevo and Belgrade, and bilateral cooperation between BiH and Russia.

UN High Commissioner, Ogata visited NATO Headquarters in Brussels asking for assistance with the “Open Cities” project in BiH. Ogata said that the return of refugees is the main task of International Community in this year. Sadako Ogata said UN HC will demand from the RS and BiH Federation authorities to enable the return of refugees.

The House of Human Rights held a session today and brought a verdict in the case “Begic vs RS”. With this decision the judges ordered the sued side, RS, to return the apartment to Begic who was expelled from it in August 1995.

Mostar Mayor, Orucevic discussed the matter of refugee return with the head of the OSCE office in Mostar, Foley. Other subjects were the implementation of election results and the meeting of the city council. Orucevic said that he expects full support by the international community in these matters.

The director of Federal Agency for Privatization, Mujagic said that there is no excuse for not establishing the regional agencies for privatization in certain cantons. He also said that establishment of agencies might increase employment.

UNHCR Spokesman, Janovski said that a group of 218 Abdic’s supporters will return to Velika Kladusa from refugee camp Gasinci. Janovski said that this project of repatriation might finish with this because only about 100 more supporters are still in camp.

France Press reported that the new channel “S”, established by the hard-liners from Pale started to broadcast today. The broadcast is mostly music and information from SRNA agency. Most of the employees on “S” channel are former staff from “SRT” Pale which is banned by the HR because of its campaign against the international community.
