In July 2001, the IJC finalised its strategy for the period 2001 – 2002. Its Strategy Paper sets out its major goals and priorities for judicial reform and the specific activities proposed to achieve them within that period. 15 Projects were identified out of which 5 core priorities are reproduced below:

  • Completion of the Comprehensive Review Process. (This process is time-limited by law and the relevant periods expire early in 2002.)

  • Completion of reform of the appointment process for judges and prosecutors

  • Reform of court administration and management

  • New legislation on enforcement of civil judgements

  • New legislation on civil procedure
