BiH HoR Co-Chair Milojevic: Politicians should get involved in police reform

 

BH Radio 1 – Co-Chair of the BiH House of Representatives Goran Milojevic [PDP] stated that it is possible to reach the solution that would include participating of the uniformed police and entity Interior Ministry in the single BiH police structure. Milojevic estimated that politicians should get involved in the police reform, in order to help experts to come out of the “dead end that the police reform came in”.

Rulj At the 9th 2-day international conference of the Balkans Political Club, called “BiH – Transition from Dayton to Brussels phase and role of International Community”, which ended up in Sarajevo on Sunday, participants of the conference concluded that the free trade zone in Western Balkans should assure dynamic regional cooperation and enable countries from this region to speed up the process of joining the European Union. This could be done through enlargement of the Central Europe Free Trade Area [CEFTA]; namely, BiH, SCG, Albania and Moldova could become new CEFTA members, along with Croatia. The negotiations should be completed by the end of September. ‘New CEFTA’ would significantly improve the economic cooperation in Balkans, mainly because current bilateral free trade agreements would be replaced with multilateral agreements, which are completely in line with the EU standards. “It is not an alternative for the EU, it is a transitional form of organizing, in which we would apply the EU rules, and by doing so prepare ourselves for the moment we become the EU members”, stated former BiH Finance Minister Anto Domazet. “I think that, by strengthening our states, democracy and market economy, we in fact recommend ourselves to the EU… And that is why I see CEFTA as a good opportunity for improving the standard of our citizens”, stated former Serbian Prime Minister Zoran Zivkovic. PINK- We have discussed the ‘reserve variant’ of the regional integration, since most of the countries from the region are quite far from the admission into the EU, stated member of the Balkans Political Club Beriz Belkic. Hayat– BiH Foreign Affairs Minister Mladen Ivanic stated, “CEFTA is aimed at correcting all illogical details from the Free Trade Agreement. Up to now, we had bilateral agreements between 2 countries, which should be now turned into a general framework”. On the other side former Macedonian PM Ljubce Georgievski, stressed that free trade agreements have existed in the region and that they have not improved the situation adding that “we support it but it is not the only solution”. Dautefendic – the author comments that by joining CEFTA, agricultural producers in BiH could be having more problems given that their colleagues in countries from the region get subsidies for their products, whilst BiH authorities cannot afford it, which in turn make BiH producers uncompetitive.

Oslobodjenje pg 9 ‘Balkans hostages’ by Daniel Omeragic – Commenting on the Balkans Political Club meeting, the editorial reads participants “fully agreed which disease troubles BiH and Balkans. In the first place, it is hatred. As long as hatred overpowers common sense, there will be no progress on this territory.” The author stresses that BiH Foreign Affrays Minister Mladen Ivanic is more in favour of the Dayton Peace Agreement [DPA], than he is committed to the Brussels era and EU integrations, since the DPA protects the RS. The editorial concludes that war divisions are deeper and deeper, adding that BiH has week chances for a turnabout, for ‘majorities’ on certain territories have no will to give up on prey while ‘minorities’ have no strength to change something: “That is the way it is for all 3 sides in BiH, while the International Community either does not know or does not want to help this country to become cured.”

HR Schwarz-Schilling warns politicians to focus on current issues in pre-election campaigns

Hayat- High Representative to BiH Christian Schwarz- Schilling urged BiH politicians to focus their pre-election campaign on the solutions for the current issues instead of organising the smear campaigns aimed at discrediting their opponents. The HR added that after the elections BiH politicians would deal with the problems that BiH is facing and not the OHR. [Note: it was not stated where or when the HR Schwarz-Schilling gave this statement].

As Secretary of the BiH House of Representatives Branka Todorovic said for DA they are working on ensuring conditions for the HR’s address, where it is necessary to harmonize obligations of both Houses. Todorovic also said that after the special session it is planned to hold a session of the BiH HoR during which “the BiH Council of Ministers would make presentation of the first effects of VAT introduction”

Cardinal Puljic in US: Several levels of US policy becoming more interested in issues in BiH

 

Dnevni List, pg 2 ‘Cardinal got American policy interested’, by KTA – in continuation of his visit to the US, the Archbishop of Vrhbosnia, Cardinal Vinko Puljic, met with the National Security Council Director for Southeast Europe, Bertram Brown, who stressed the issue of return of refugees and promised supporting in the matter. In statement for KTA (Catholic news agency), Puljic stressed the importance of his visit to the US, highlighting that the Catholic Church presented (to representatives of US authorities) first-hand information about position of the Church and Catholics in BiH, arguing that the visit made several levels of the US policy more interested in topical issues in BiH. (NB: Cardinal Puljic met in past few days with several US officials, including Congressman Christopher Smith, and State Department’s Rosemary DiCarlo). Beside Zilic, members of this Caucus are Pensioners Party’s Muhamed Altic, independent MPs Sead Avdic and Ivo Lozancic.

SDU’s Lazovic: Dodik is obstructing signing of SAA and liberalization of visa regime by obstructing police reform

 

Dnevni Avaz pg 5 ‘It is time for Dodik to stop deceiving his own people’ by T.L. – Vice-President of SDU Miro Lazovic stated that Government of RS Prime Minister Milorad Dodik is returning the police reform to the beginning by obstructing results made so far. Lazovic underlines that in this way, Dodik does not only block signing of the Stabilization and Association Agreement but also endangers liberalization of the visa regime. “It is time for Dodik to stop deceiving his own people. Serbs from the RS should also benefit from the liberalization of visa regime, but he has to tell them that they cannot achieve this isolated in the RS, but only within integrated BiH” said Lazovic. He stressed that the RS is once again making BiH a hostage and added that it is up to the RS Government and SDA and SBiH to re-examine participation of their Ministers in RS Government. DA: Alliance of NHI, HSS and HSP likely possible; NHI leader Zubak: We have to wait a bit for HDZ 1990 to come up with clear programme orientation

 

Dnevni Avaz pg 9 ‘Alliance of NHI, HSS and HSP likely possible’ by H.Orahovac – Commenting on announcement from HSP ‘Djapic-Jurisic’ leader Zvonko Jurisic that he would go for alliance with NHI and HSS, NHI leader Kresimir Zubak stated: “NHI is open for cooperation with this party, as well with other parties that have similar stances regarding key issues of this country.” HSS leader Marko Tadic is also in favour of cooperation with HSP and NHI, reminding only that his party had already agreed coalition with Croat Demo-Christians, Croat Democratic Union, Croat Christian-Democratic Union and Employees-Pensioners Party. Both Tardic and Zubak think that HDZ 1990 could join them. “We have to wait a bit, for HDZ 1990 did not completely come up with a clear programme orientation,” concluded Zubak.

Political leaders present differing stances upon announcement of CoM Chair on establishment of two new Ministries

 

Nezavisne Novine pg 3 ‘With difficulties to realisation’ by D. Muminovic and V. Popovic – With regard to the announcement of CoM Chair Adnan Terzic on establishment of 2 new Ministries within the CoM, as a part of the Agreement on Constitutional Changes [see OHR BiH Media Round up, May 7], SDA President Sulajman Tihic stated SDA advocates adoption of the entire set of constitutional changes butit would be good to adopt at least this proposal. He also noted it is unrealistic to expect every party would accept only parts of the Agreement to be extracted since the Agreement was adopted as a package. SDP’s Svetozar Pudaric said SDP supports these changes but they doubt these would take place. HDZ’s Miso Relota and HDZ 1990’s Martin Raguz said they support the idea on two new Ministries, while Party for BiH has stated they are willing to enter new talks on enlargement of CoM. SNSD’s Krstan Simic said SNSD is of the view the announcement is an attempt to lessen harmful consequences caused by non-adoption of the constitutional amendments. SDS said they do not support CoM with Terzic at the head and they announced Terzic would not get the party’s support for establishment of these two ministries either, while PDP’s Veselin Poljasevic thinks RS bodies should first present their stance on establishing of new ministries, as in accordance with constitutional-legal procedure. Momic – carries statements of SDS’s Mladen Bosic [saying the party does not support Terzic], SNSD’s Milorad Zivkovic who says such issue should not be launched on the eve of elections just to collect cheap political points and PDP’s Branko Dokic who says he agrees with Terzic and it would be good to resolve the issue before October elections but he does not deny there is a hint of pre-election campaign in Terzic’s announcement.

DA op-ed: Inter-party agreement on forming new state ministries must not be connected with failure of constitutional changes

Hadziarapovic – Urging for more efficient governing structures, the editorial reads that an initiative of BiH Council of Ministers Chair Adnan Terzic to activate an inter-party agreement on forming new state ministries [agriculture, science and technique] must not be connected with the failure of constitutional changes. The author notes that whole job could be done in very short time, referring to the recent enlargement of the FBiH Government in a speed-up manner. The editorial concludes that such serious intervention would result in increase of responsibility of every Minister: “Otherwise, there is no a single person for any problem, negligence or non-implementation of reforms, so solution is regularly being sought, for example, in transferring responsibility between 13 ministers of education.”

RS NA to discuss police reform/outcome still uncertain/

HR warns reform might be halted if RS NA bring into question participation of RS experts in PRD

 

Nezavisne Novine, pg 5 ‘Acceptable solution is sought after’, by V. Popovic – prior to Wednesday’s session of the RSNA that is to discuss the issue of the police reform in BiH, NN carries several reactions/statements. High Representative, Christian Schwarz-Schilling, warned the police reform could be halted if the RSNA decided to bring into question the participation of RS experts in the Police Reform Directorate, for which politicians would be held accountable by voters. RSNA Speaker, Igor Radojicic, says the RS is not obstructing the reform since the RS is proposing one, the FBiH other solution. Head of SNSD Caucus in RSNA, Krstan Simic, says RS representatives are not challenging 3 principles of the police reform, stressing that a solution should not be imposed. Mladen Bosic of SDS believes pressures on RS are starting again, reiterating SDS’ position that police regions should not be crossing IEBL. Slobodan Popovic of SDP says the failure of police reform would stop SAA talks, arguing the SDP will do everything to prevent it from happening. Head of PDP Caucus, Veselin Poljasevic, says it is possible to reach a solution that meets the 3 principles and that the RS MoI remains. Muharem Murselovic of SBiH believes that politicians from the RS are obstructing the police reform. Inset ‘SBiH re-examining its attitude towards RS Government’ carries Murselovic as saying the SBiH would re-examine its attitude (i.e. support) towards the RS Government, if the Government continues to obstruct the police reform.

RTRS by Boro Petkovic – As a part of the search after general Ratko Mladic, Special unit of Serbian Interior Ministry on Sunday in Valjevo raided a building in which most of the apartments are owned by the members of armed forces. Two apprehended persons have been released after interrogation; media speculates that military investigative judge Vuk Tufegdzic has been apprehended, although it is still not clear whether this apprehension has anything to do with the search after Mladic. According to RTRS reporter, the Serbian police in Valjevo raided the apartment that belong to Milorad and Nada Starcevic, in a building across the SCG Army barracks and their beehive in the village nearby. Branimir Djokic, who was apprehended few days ago, stated on Sunday that the last time he saw Mladic in 2000, and that he has no idea about Mladic’s whereabouts. FTV– Two young men, twin brothers, have been arrested in the course of the operation. Their identity is unknown. Hayat- Belgrade based TV- B92 whose report was broadcasted by Hayat, noted that Serbian media deems that the authorities have been organizing fake searches just to show to the public that they have been doing something while in reality it is above their possibilities. Former Serbian PM Zivkovic: Mladic will not be arrested by May 11

Cengic – In an interview to NN, former Serbian PM Zoran Zivkovic claims Hague indictee Ratko Mladic will not be arrested by May 11 this year as Serbian PM Vojislav Kostunica had announced. He also noted that the independence of Kosovo is unavoidable and emphasised neither Serbia nor the RS are in a position to set conditions, therefore political trades bringing Kosovo independence in connection with RS are nonsense.

Sisic – In a short interview to NN, Commander of NATO HQ to BiH General Louis Webber stated there are no hard evidence or indications on where Hague fugitives Ratko Mladic and Radovan Karadzic are hiding, otherwise NATO would act upon such evidence having in mind it has such capacities. With regard to the current security situation in BiH, he stated he was satisfied with the manner in which BiH authorities were fighting terrorism.

Nezavisne Novine pg 3 ‘BiH’s lawsuit threatens to put a disgrace on Serbia’ by Srna – President of Serbian DS (Democratic Party) Boris Tadic has stated BiH lawsuit vs. SiCG is threatening to put disgrace on Serbia and entire nation because Serbia had been charged with genocide. He explained genocide had been committed by individuals, i.e. members of not only Serb people, but also members of Bosniak, Croat and Albanian people too, which means ‘the guilt for the committed crimes should be individualised’.

10th anniversary of BiH Association of Inmates marked by revealing plaque

 

FTV- One the occasion of the 10th anniversary of the BiH Association of Inmates, a commemorative plaque reminding of victims of tortures has been unveiled in the port of Brcko, where many Brcko citizens were imprisoned during the war. Brcko Mayor Mirsad Djapo called upon all domestic and international authorities to help discover and punish the responsible ones. Chair of BiH Presidency Sulejman Tihic, who was also imprisoned in the Brcko port, stressed that the truth and justice are necessary for creation of sustainable peace. Tihic emphasized that the crimes were committed by individuals, who must face the justice. Representatives of the RS Association of camp inmates did not attend the ceremony in Brcko, although they were invited. RTRS- “The places of suffering have to be marked, and we must do all we can to find and bury in a dignified manner all those missing persons,” stated Tihic. Anniversary of destruction of Ferhat Pasha’s Mosque in Banja Luka / Reconstruction to start in June said Mufti Camdzic

 

FTV by E. Tatlic – 10th Day of Mosques marked the anniversary since destruction of Ferhat Pasha Mosque in Banja Luka. This important historical monument was under UNESCO protection and it has been destroyed in 1993. Five years ago, at the ceremony, during which the corner stone was laid, over 30 persons have been injured and Murat Badic died of injuries inflicted in incidents with Serb nationalists. The reconstruction of the mosque has not started yet and Banja Luka Mufti Edhem Camdzic stated that the main problem for reconstruction of Ferhat Pasha Mosque is lack of financial funds. The project of reconstruction of the mosque will cost over 10 million KM and it should start in June 2006. Islamic Community and Banja Luka citizens who live in Diaspora will finance the reconstruction. Chief BiH Prosecutor Jurcevic to ICTY Chief Prosecutor del Ponte: Prosecutions in BiH having difficult times processing war crimes cases

 

Dnevni List, pg 5 ‘Processing of war crimes will take decades’, by M. Zorlak – with regards to the recent visit of the ICTY Chief Prosecutor, Carla del Ponte, to BiH, DL reports del Ponte was informed about serious problems prosecutions in BiH are facing when it comes to processing of war crimes cases. Del Ponte met, among others, the Chief BiH Prosecutor, Marinko Jurcevic, who warned that the prosecutions are having difficult times gathering evidences, which is made more difficult since many evidences are located in neighbouring countries. Jurcevic furthermore warned that the BiH Prosecution has only 12 prosecutors dealing with war crimes and that other, cantonal prosecutions do not have the appropriate backing too. Having said that, his opinion that some cases might take many years to get solved.

European Parliament interested in NATO’s role in arrest and extradition of ‘Algiers group’ to Guantanamo bay

 

 

 

Vecernji List, front pg splash and pg 5 ‘NATO and SFOR under investigation because of Algerians from BiH’, by Zoran Kresic – VL reads that members of the European Parliament’s Commission in charge of investigation on alleged illegalities conducted by the American CIA in Europe (arrest and extradition of terrorist suspects and use of airports for transfer of suspects) have asked that the role of former NATO troops in BiH (former SFOR) be investigated into in relation to the extradition of the so-called ‘Algiers group’ (6 naturalized BiH citizens that were extradited to Guantanamo bay in 2002). The request came to be when members of the European Parliament, Jan Marinus Wiersma and Wolfgang Kreissl-Dorfler, could not get the answers from former NATO SG and current EU Foreign Common and Security Policy High Representative, Javier Solana, and instead they want that NATO representative be summoned before the Commission and provide answers.
