After a meeting with Hanns Schumacher, Senior Deputy High Representative, in Banja Luka today, Biljana Plavsic, President of the RS, stated that reports of the Republic Electoral Commission were “arbitrary and optional”, and that they could be “harmful”. Commenting on the issue of returns and refugees, Schumacher said that no-one was threatening them with evictions.

President Plavsic also met with Charles Crawford, British Ambassador in the BiH, in Banja Luka today. They discussed the issues of the forthcoming Bonn conference, the parliamentary elections held on November 22nd and 23rd, and further implementation of the Dayton Agreement. Crawford said that the opening of the Sarajevo Trade Fair in Banja Luka today was a positive example of implementation of the Agreement.

Yesterday in Banja Luka Dragoljub Mirjanic, Vice-president of the RS, met with a delegation of British experts on electric power. They discussed the possibility of the British Government financing a project for the RS production of electric power.

Carlos Westendorp, High Representative, denied reports in some of the media which had allegedly quoted him as saying that, if the RS institutions did not start functioning properly even after the results of parliamentary elections were published, there was a possibility of introducing a protectorate over the RS.

At a press conference of the Serb People’s Union, Ostoja Knezevic, Vice President of the Party, said that the new government had to consist of experts. He said that “…The special quality of the parliamentary elections is that the RS National Assembly will no longer be serving only one party, but it will be a real multi-party parliament serving the RS people…”

A meeting of the Joint Military Commission was held in the SFOR Nord-Pol Brigade HQ in Doboj today. The meeting was attended by the Deputy Commanders from the RS Army from Banja Luka, Bijeljina, HVO from Orasje and SFOR Brigadier Lein Johnston. Absence of representatives of the BiH Army was justified by alleged technical reasons.
