An agreement on co-operation between the RS and Montenegro was signed in Podgorica tonight. Prime Minister Dodik talked today with the Montenegrin President Milo Djukanovic as well as with the leaders of the Montenegrin Social-Democratic Party and the National Party, Zarko Rakcevic and Novak Kilibarda respectively. The Prime Ministers of the RS and Montenegro today visited part of the Trebinje-Herceg Novi road which is being built.

RS President Biljana Plavsic and US Ambassador to BiH Richard Kauzlarich signed a Memorandum of Understanding in Banja Luka, by which $3 million are allocated to the RS by the American organisation for international development. (USAID)

At its 43rd session held in the federal part of Sarajevo the BiH CoM adopted the Book of Regulations on the internal organisation of ministries. However, the issue of the BiH CoM location has not yet been resolved.

RS President Biljana Plavsic and representatives of the Republic government respectively received a Belgian delegation headed by the Belgian Foreign Minister. Members of this high level delegation showed great interest in the situation in the RS.

The member of the BiH Presidency from the RS Momcilo Krajisnik requested Parliament to put on the agenda at one of the next sessions a request that the forthcoming September elections are held and organised by the OSCE. In his letter to the RS Parliament speaker Dragan Kalinic he stated that the Head of the OSCE mission to BiH Robert Barry and Special Envoy Vladimir Kuznjetov had asked for his consent to task the OSCE with organising the elections. According to the DPA the coming elections should be the responsibility of the BiH authorities and not of the OSCE. “Bearing in mind previous elections I think that such a decision should be made by the RS Parliament” it was stated in the letter.

Both the Russian and French Presidents Yeltsin and Chirac, as well as the German Chancellor Kohl, agreed in Moscow that their countries should use their authority and put joint efforts into achieving the most urgent stabilisation of the situation in Kosovo and Metohija.

UN IPTF Spokesperson McDowall stated that the IPTF considered the arrests of Milomir Tepes and Dragan Pejic to be in compliance with the Rome agreement because the public prosecutor at the Hague believed that in those cases there was enough prosecution evidence.
