The RS Prime Minister under resignation, Milorad Dodik scheduled an RS Government session for March 12, 1999.

The RS Government issued a press release warning political factors that all violent demands and actions directed against international community representatives and SFOR in the RS weaken the RS position and lead to further revision of the DA to the detriment of the RS.

Zivko Radisic and Milorad Dodik talked with Robert Gelbard in separate meetings in Banja Luka. The Brcko decision is in line with the DA- Gelbard said in talks with Milorad Dodik. “The territorial integrity of the RS remains. What that means is that the territory of the RS remains continuous”.- Gelbard said. In talks with Radisic Gelbard expressed the hope that the RS NA would, at its next session, confirm Milorad Dodik’s government. “We have agreed that the main arbitrator will establish contact with our experts very soon and with additional explanations of the Annexes to enable the overcoming of obstacles which could endanger the implementation of the DA.”- Radisic said. Radisic also met with Russian Ambassador to BiH, P. Sidorskiy.

OHR issued a press release saying that the High Representative, Carlos Westendorp and Brcko Supervisor, Robert Farrand would meet with the RS NA expert commission in Banja Luka on March 12, 1999.

Nikola Poplasen held a press conference in Banja Luka. He stated that he would continue to perform his function regardless of the forthcoming events and explained that he was obligated to act in line with the electoral will of the people. He stated his belief that the crisis could be solved in a peaceful manner accepting the arguments, but “if that does not happen we are prepared to use other forms of defence of the RS and Serb people and RS citizens in line with the DA. It is natural for the Serb people to defend their position with other kinds of argument, meaning, above all, batons, rocks and tanks and guns.”- Poplasen said.

SPRS Vice President, Dragutin Ilic stated in Zvornik that the new RS government had to have the support of the people, votes of all Serb deputies and support of the international community.

The SP RS Secretary- General, Zeljko Mirjanic, at a press conference in Banja Luka, stated that the Brcko Arbitral Award was the main cause of destabilisation of the RS and BiH and that the SP RS would request the IC to prevent such unauthorised revisions of the DA. On the dismissal of Poplasen, the SP RS Spokesperson, Igor Radojcic stated that “unilateral derogation of the institution of the RS President has brought the function and the sovereignty of the RS into question too”. Answering the question whether the “Sloga” Coalition had broken up, Radojcic said: “All such speculations are groundless.”
