News Summary

Meigs meets with Radisic

SFOR Commander General Montgomery Meigs met with BiH Presidency Member Zivko Radisic, afterwards stating that hey had an honest conversation about the necessity to preserve institutions in the RS. As Radisic’s advisor Zeljko Mirjanic stated, Meigs and Radisic discussed establishing conditions for the normal functioning of RS and BiH institutions. Meigs also met with RS Prime Minister Milorad Dodik, but no announcement was issued.

Radisic, Djokic and Dodik meet separately with Farrand

BiH Presidency Member Zivko Radisic, RS National Assembly Speaker Petar Djokic and RS Prime Minister Milorad Dodik met with Brcko Supervisor Robert Farrand in Banja Luka to discuss the annexes to the final Brcko arbitration decision. According to Djokic’s office, they discussed the establishment of a commission for the revision of the laws that would be applied in the Brcko area. Djokic emphasized the role of the Supervisor, by which Farrand should take over many responsibilities. As the announcement reads, the future of Brcko depends on the protection of the basic rights of refugees, which is why Djokic supports the process of granting sites to refugees living in Brcko. According to a press release issued by Dodik’s office, a positive atmosphere in which the RS Government contributes to a stabile and peaceful situation in Brcko was pointed out. Farrand expressed satisfaction with the talks and added that the RS officials made good proposals for implementation of the annexes. According to him, 20,000 refugees in Brcko present the essence of the problem. Serbs living in other people’s houses will not be evicted if they have no place to go. However, the Dayton Agreement does not allow refugees to live in someone else’s apartment. Farrand has already discussed two-way return with local authorities in Jajce, Tuzla and Travnik, as well as with BiH Federation Government representatives. Farrand said that demilitarization in the Brcko area must be done very cautiously. The next great task will be the creation and adoption of a Brcko statute, which would establish authority in the District.

RS Defense Ministry does not acknowledge secret ICTY lists – Milovanovic

RS Defense Minister Manojlo Milovanovic met with RS Army HQ representatives in Bijeljina and stated that the RS Defense Ministry and RS Army HQ would not accept secret indictments of the ICTY and that SFOR will be demanded to accomplish its tasks as defined by the Dayton Agreement. They believe that the manner of arrests causes insecurity and obstructs freedom of movement. They took measures of protection, meaning that officers would be forbidden to travel outside the RS or Yugoslavia and those engaged in joint organs on military issues would organize meetings on RS territory. According to Milovanovic, one exception would be that the SFOR commander guarantee that a person would return to the RS after meetings abroad. Regarding travel to third countries, no officer would go, since no country can guarantee security. If the ICTY President personally guarantees the security, then the RS Defense Council would decide whether an officer would take part in a certain event. They pointed out the difficult material status of the RS Army, as well as unresolved housing issues, which complicate the work of officers. They agreed on technical issues surrounding the transfer of the HQ from Bijeljina to Banja Luka.

SDS holds press conference

SDS Vice-president Dragan Cavic stated at a press conference in Banja Luka that dismissed RS President Nikola Poplasen’s initiative to dissolve the RS National Assembly is constitutionally and legitimately founded. Explaining the SDS position, Cavic added that the reality in which Poplasen acts is complex and that the SRS must take care of the issue. That is why SDS legal experts are studying the possible consequences of Poplasen’s move. The SDS believes that the RS Constitutional Court should state their preliminary position on this issue. Cavic reacted to RS Prime Minister Milorad Dodik’s statement that there is a plot within the SRS to relocate Poplasen from Banja Luka to Bijeljina, where he would form his government. Cavic said that he believes this would mean the creation of an atmosphere that would justify chasing Poplasen out of his cabinet. The SDS would not support the establishment of any alternative institutions, no matter who initiated them. Cavic added that official statements of the RS Government on the economic situation in RS conflict with data from the BiH Central Bank. He supported this by stating the fact that production in the RS has decreased by 5.6% in comparison to 1998, salaries are lower by 10.6% and the foreign trade deficit is KM 478 million.
