“I am obsessed with the idea of revising the Dayton Agreement” said High Representative Wolfgang Petritsch in an interview with Le Figaro. The statement provoked various reactions from the BiH public. Speaking at a press conference in Sarajevo on Thursday, OHR spokesperson James Ferguson stated that the High Representative’s statement was misinterpreted by Le Figaro and that the OHR has no intentions of revising the nature of the Dayton Agreement. “No one ever said that the Dayton Agreement was perfect and that it could not be changed, but that can only be done through a consensus of all sides involved” Ferguson stated, adding that no initiative for the revision of Dayton would come from the OHR.

European Union sends guidelines for faster admission to BiH Presidency
At Thursday’s session in Sarajevo, the BiH Presidency discussed a list of 18 guidelines sent by the European Union that should lead the country closer to the EU in a shorter period of time. The EU guidelines cover political issues (7 articles), economic issues (6 articles) and human rights and democracy. “The primary tasks of the Presidency are to establish a Secretariat of the Presidency and appoint a Chairman of the Council of Ministers, both of which are to be done soon” Alija Izetbegovic’s Advisor Ademir Jerkovic stated after the session. The main requests of the EU in the realm of economy are dismissal of the Currency Circulation Fund (ZPP) and establishment of a BiH State Treasury by the end of the year.

All set for municipal elections in BiH – Barry
“Everything is set for the municipal elections in BiH on 8 April and all we need now are voters” stated Head of the OSCE Mission to BiH Robert Barry in an interview for TV BiH on Thursday. Barry assessed this year’s election campaign as better than that of any previous elections, saying that political parties generally respected PEC rules and regulations. “The parties were focused on the issues of interest to the citizens, but there were exceptions, such as statements about ‘Chetniks, Ustashas and enemies,’ as well as the (Demo-Christians) request for a (Croat) independent state, but those were condemned by the High Representative and myself” Barry stated. “It is too early to comment on the general elections in September, because the OSCE Permanent Council must decide on this issue.” The September elections should be organized by BiH authorities under the Permanent Election Law and financed from the budget, but the Law was not adopted and there are no funds in the budget for this purpose. At the end of the interview, Barry appealed to all BiH citizens to vote in the elections, saying that this is an important junction for the future of BiH.
