Headline news: Three bombs exploded in the Jewish part of Jerusalem. Six people were killed, 146 wounded / 30 people died when two busses collided in Turkey.

Sarajevo – The CoM session – regular CoM sessions should be held on Tuesdays according to the CoM’s Rules of Procedure. However, only Vice Chair Tomic, and Ministers Recica, Krizanovic, and Grabovac came to the Museum today. Westendorp’s office did not come either. Those present concluded that the CoM does not have the power to schedule its sessions anymore. Tomic said that the OHR had known that the session was cancelled, but did not inform anyone about it. The IC has to apply pressure in order to make the joint institutions function. It is obvious that the IC considers the situation in the RS more important.

Sarajevo – Mixed Commission discussed on the design of the BiH flag and the coat of arms. There are six best designs which entered the last round. The OHR’s proposal is among them.

Sarajevo – The session of the Parliament Collegium – the Collegium decided to hold a session of both Chambers in Lukavica on September 16. It has not agreed on the Agenda, but it is certain that one of the items will be a ratification of the WB’s $US 50,000 million credit.

Sarajevo – the Federation Government session – the Government agreed on the establishment of the Federation Investment Bank. The Bank will be a legal entity. It will possess DM 160 million with an option of reaching DM 300 million. It will work on the principle of World and European Bank and have a development and investment role. Prime Minister Bicakcic said that the Government will discuss problems of the Ministry of Interior at its next session, that is, when this Ministry prepares a report on the security situation in the Federation and a process of the establishment of the joint police.

Una Sana Canton – Croatian Special Envoy Greguric talked to the Cantonal leadership about the reconstruction of railways which will connect Zagreb and Split via Bihac. They concluded that Croatia and BiH have established close relations, and agreed that the next step should be the reopening of borderlines.

Hargar – BiH expert team continued with exhumations of the biggest mass grave in BiH that has been found so far. On the first platform which is 42 metres deep, experts exhumed 9 more bodies (18 altogether). Miners from the Mramor mine in Tuzla assisted the BiH team.

During their visit to Belgrade yesterday, HR Westendorp and Principle Deputy Klein were promised by Milosevic that the RS authorities would not boycott the local elections. Westendorp said that only Plavsic had the authority to schedule pre-term elections in the RS.

ICG suggested a number of measures to the IC in order to regain its credibility that had been lost by its toleration of the mafia like violence of those loyal to the war criminal, Karadzic. ICG underlined that the agreement which was recently signed between the RS leadership and SFOR on the hand-over of the Udrigovo repeater is unacceptable because it was agreed with Krajisnik and the Minister of Interior, and it represents a total SFOR capitulation before the Pale regime.

Hercegovina Neretva Canton – BiH TV learned from the Cantonal MUP Deputy Dziho that the second phase of the establishment of joint police has not even started yet, because the Minister of Interior Coric has not received political approval. The second phase is related to the allocation of policemen of different nationalities to the various police stations.

Travnik – HR Senior Deputy, Wagner visited Kiseljak and Travnik and talked to the local leadership and the police about Annex 7 of the DPA. We primarily discussed how to establish trust between returnees and the local leadership, and agreed that the most important condition for that is providing security that can only be achieved through the establishment of the joint police, Wagner said.
