At the Arbitration Tribunal hearing in Vienna, RS Co-president Sarovic said that he is the chief of both RS teams, Poplasen’s and Dodik’s and that the two have the same opinion when it comes to Brcko, which is that Brcko should remain in the RS. Sarovic’s cross-examination was suspended when Federal Attorney, Delany offended him, asking if he did consult Karadzic before coming to Vienna. RS Premier Dodik tried to fascinate Arbiter Owen in his famous manner, by promising that he will assure that Moslem and Catholic religious buildings are built again and that he will establish the Ministry for Brcko, whose minister would be a Serb, and his deputy a Bosniak. Dodik then tried to deceive the Tribunal by switch of thesis regarding Lagumdzija’s proposal on Brcko as a district. Dodik then admitted that he misinterpreted Lagumdzija’s statement by mistake. Brcko citizens who are currently residing in Vienne held a peaceful protest in front of the Tribunal Building where the gathered citizens expressed their support for the final and just decision.

The Contact Group decided that peace negotiations on Kosovo should be prolonged by February 20. US Secretary of State Albright arrived to Rambouillet and met with all negotiation teams. Albright succeeded to bring leaders of both delegations together to the joint meeting.

Association of expelled Bosniaks of Mostar addressed an open letter to High Representative Westendorp, reacting to demand of the Sarajevo University that professors should remain in other people’s apartments. The letter says that this is a dangerous model, which complies with those who are holding 75% of BiH occupied for Bosniaks.

German Special Envoy for refugees Koschnik held a meeting with TPK officials. One of the main issues of the meeting was German and TPK co-operation in refugee return process.
