The results from the Arbitration Tribunal in Vienna will be known on March 15. Three Serb representatives were talking at the closing day, agreeing that Brcko should remain in the RS.

  • BiH President Izetbegovic received the US Ambassador Kauzlarich, discussing the matters of the current situation in BiH and arbitration decision over Brcko.
  • BiH Federation President Ganic also met Kauzlarich, discussing the current situation in BiH. Ganic stressed the necessity for more intensive DPA implementation.
  • Ganic also met with HR deputy Schumacher. The main subject of the discussion was the Brcko arbitration.

The war Prisoners Association, Disabled Veterans Organisation, Association of Refugees as well as other organisations addressed a letter to the Brcko Tribunal Arbiter, Owen. The letter says that possible remaining of Brcko in the RS would bury the Dayton agreement and bring the things back in the pre-Dayton position.

The scheduled sessions of the Presidency and the CoM were not held today. The presidency session was cancelled because of late notify by Krajisnik, while the CoM session was advised to cancel by the OHR. CoM Co-chairman Silajdzic said that reason for cancelling the CoM session was lack of the safety, as he was informed by the OHR. It was suggested to hold a session in Museum, but the Serb side refused it. Silajdzic also said that OHR is authorised to determine the location for the CoM and the ministries, and that the CoM residence should be in Sarajevo.

CoM Co-chairman Bosic stated yesterday, before the demonstrators of the Sarajevo Wall that arrested Vasic was, and remained an honourable soldier of the RS. Bosic also said that building of the Sarajevo Wall symbolically shows what can happen, and that far more bigger walls can be made. UN spokesman Ivanko said that it was not up to Bosic to judge whether Turajlic’s murder was a war crime, but that it is under the ICTY jurisdiction. Bosic also asked IPTF Commissar Seitner to transfer Vasic to the RS, and to press charges against Federation policemen that arrested him.

HR deputy Schumacher visited Drvar and Bosanski Petrovac. Schumacher said that the main subject of the visit is that ministers for refugees from both entities make a joint agreement on the return of refugees to these cities, as well as to determine problems of returnees. Schumacher also talked to Serb returnees and towns officials.

UN Special Envoy in BiH, Rehn visited Una/Sana canton. Rehn met with the canton officials and also visited the children in special schools. Rehn said that subjects of her discussions with canton officials were the current situation in the canton and two-ways return of refugees.

The Federation Prime-Minister Bicakcic met with the RS Prime-Minister Dodik. Bicakcic said that the meeting was organised by the Mediator for BiH, Schwartz-Schilling, and that the main subjects were the possibilities of expanded co-operation between the two governments as well as resolving the key problems in BiH.

Una/Sana canton delegation met with representatives of the Split/Dalmatia canton. Main subjects of the discussions were the Una/Sana railway functioning and construction of the Zagreb-Bihac-Split highway.
