News Summary
Gelbard disappointed with functioning of joint institutions in entities
US Special Envoy for the Balkans Robert Gelbard stated that a certain amount of progress has been made in implementation of the Dayton Agreement‘s regulations. However, Gelbard expressed disappointment over the lack of progress made in the functioning of BiH joint institutions. He believes that the basis of this problem lies in the fact that RS officials obstructed joint institutions, adding that progress was also needed within the BiH Federation. Gelbard explained that minor disputes, rivalry between leaders of the ethnic groups, even within one people, could provoke the people of this country to ask themselves if the leaders were acting in a manner that would attract foreign investments. Gelbard pointed out that Friday is the last day for the BiH Federation to adopt its budget and reminded that after the Kosovo crisis, international attention will be directed elsewhere.

Herceg-Bosna Football Association firm in position that Velez cannot play host at Bijeli Brijeg field
The Herceg-Bosna Football Association refused the possibility of Football Club Velez from Mostar playing host at the Bijeli Brijeg field. “They can only come to play the game with the Zrinjski football team, take a shower with cold water and leave” HB Football Association warns. UEFA was to decide on this issue. After a meeting held in Sarajevo, it was decided that because of security, Velez would host the game at the field in Vrapcici against the Posusje team. UEFA guarantees maximum security regarding the game between Velez and Zrinjski, which will be held in Bijeli Brijeg. Velez representatives question this decision. UEFA brought this decision on the OHR’s recommendation. BiH Football Association General Secretary Munib Usanovic requested an interruption of the meeting and asked for the opportunity for this association to establish their own position, which UEFA representatives rejected. Afterwards, Head of Velez delegation Sejo Balalic stated that “none of the clubs from the BiH Premier League will participate in the play-offs because of the OHR and UEFA’s shameful decision that says the Velez-Posusje game is risky and the other with Zrinjski is not.” The BiH Football Association finds this decision racist and humiliating even for the IC, which in this way backed down from the threats of HVIDRA extremists. Advisor to BiH Presidency Member Alija Izetbegovic, Mirza Hajric, participated in this meeting because he received information that UEFA, under the OHR’s pressure, changed a decision for Velez to play at Bijeli Brijeg field. He assessed that UEFA’s decision was unacceptable and added that this was backing down to blatant racism. He asserted that Europe will be shocked by this decision and the ones who brought it should be ashamed.
